Gazette Name Change for a Minor in West Bengal: A Parent's Guide to the Central Route
The West Bengal state gazette does not take applications for children. A minor's name change goes through the Gazette of India, filed by a parent, at the minor fee. This guide covers who signs, what to attach, how the school and board fit in, and the mistakes that surface years later at passport or exam time.

How Does a Minor's Gazette Name Change Work in West Bengal? (Quick Answer)
Only through the Gazette of India, Part IV. The Kolkata Gazette Part II accepts applicants aged 18 and above, so a child's file goes to the Department of Publication, Civil Lines, Delhi-110054, by post, with a parent or legal guardian as applicant. The fee is Rs 1,700 on bharatkosh.gov.in. The file carries the parent's affidavit, two newspaper notices, the typed proforma with two witnesses, the child's birth certificate, the parent's ID, two photographs and the receipt. Publication takes 30 to 45 days. Update the school record first, then Aadhaar, then passport, and reach the board before its correction window closes.

Minor Name Change in West Bengal: The Fixed Points
- Which gazette
- The Gazette of India, Part IV. The Kolkata Gazette Part II is open only to applicants aged 18 and above, so it is closed to every minor.
- Who applies
- A parent or legal guardian, signing on the child's behalf. Where both parents hold rights, both should sign, and a file signed by one parent alone invites questions later.
- Central fee
- Rs 1,700 for a minor, paid only on bharatkosh.gov.in. Non-refundable, no demand draft and no cash.
- Timeline
- Published on a Saturday in Part IV, usually 30 to 45 days after the file reaches Delhi. Downloaded free from egazette.gov.in and needing no certification.
- Where the file goes
- Department of Publication, Civil Lines, Delhi-110054, by post or courier in the parent's own name. Agents cannot submit for you.
- Birth certificate
- Compulsory in a minor file, and the document that proves the child's age and parentage. Attach the parent's identity proof with it.
- Correction is not a change
- A spelling mistake in the birth certificate is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969, made by the body that registered the birth, such as the Kolkata Municipal Corporation. No gazette is needed for that.
- Section 15 keeps the original
- The Registrar corrects by an entry in the margin without altering the first entry, so the register keeps both. A birth certificate records history.
- School record decides a lot
- The admission register is what a school and later a board work from, and applications go through the institution, not around it.
- Board timing
- WBBSE corrections go through the school to the regional office, and the correction window closes within a few years of the result. Act while the child is still in school.
- Boards correct errors only
- A board fixes a mistake in its record. A chosen new spelling is not a mistake, so it is generally not correctable, which is why the gazette and the school record must agree early.
- Passport for a child
- A reissue with a new number, not an edit. A birth certificate is compulsory for children born on or after 1 October 2023, and the prescribed annexure is normally signed by both parents.

Why a Minor's Name Change in West Bengal Cannot Use the Kolkata Gazette Part II
The Kolkata Gazette Part II portal registers an applicant with their own mobile number, date of birth and a declaration sworn in their own name before a Magistrate. It is built for an adult declaring a change about themselves; the portal accepts applicants aged 18 and above. There is no field for a guardian applying on behalf of a child.
The Gazette of India route has always allowed a parent or legal guardian to apply for a minor, at a separate fee, with the child's birth certificate in the file. So for anyone under 18 in West Bengal, the central route is the only route, and it happens to be the one accepted everywhere afterwards, including the passport office.
The upside
A Gazette of India notification for a child is valid across India and abroad, so the same page serves school, Aadhaar, passport, boards outside the state and any overseas study later. Why the Central Gazette reaches further.
Child Name Change or Birth Certificate Correction: Which Do You Need?

| Child registered without a name, name to be entered | Registrar, addition of name within the period the Act allows | Registrar's fee |
| Parents choose a new name for the child | Gazette of India, parent as applicant | Rs 1,700 plus affidavit, newspapers, post |
| Surname change after adoption, divorce or remarriage | Gazette of India, with the order or decree | Rs 1,700 plus the same |
| Name on school record differs from birth certificate | Depends: fix the wrong one at its source (board route); gazette only if the child is taking a new name | Varies |

Who Applies for a Minor's Gazette Name Change: Do Both Parents Sign?
Parent as applicant
The affidavit, newspaper notice and proforma are all in the parent's name, declaring the change on behalf of the child. The child does not sign.
Both parents, where both have rights
Not a rule in the Department's checklist, but the practice that prevents trouble. A school, a passport office or a board can ask why the other parent did not consent. Both signatures close that question.
Single parent or guardian
Attach the custody order, decree, death certificate or guardianship order that shows authority. Without it, expect questions later.
Adoption
Attach the adoption deed or order; the new surname follows from it, and the gazette records the new full name.

After a Minor's Gazette: School, Aadhaar, Passport and Board, in Order
School record
Give the school the gazette page and newspaper pages first. The admission register and the name that will go to the board flow from here (correcting an existing marksheet).
Aadhaar
Seva Kendra with the gazette, birth certificate and the parent's ID. Two name changes in a lifetime for the child too, so decide the final form of the name once. Child Aadhaar guide.
Passport
Fresh passport or reissue in the new name with the Gazette of India page, newspaper pages and both parents' documents as Passport Seva lists.
Board, before the window closes
If the child already has a board marksheet, apply to WBBSE, WBCHSE, CBSE or ICSE for correction or endorsement with the gazette. Boards close correction windows within a few years of results; a name mismatch found at college admission is expensive.
Minor Name Change Cases in West Bengal: Adoption, Divorce, Surname, Numerology
After adoption
Adoption order attached; the gazette records the child's new full name with the adoptive parents' names. Update the birth certificate through the Registrar where the Act allows.
After divorce or remarriage
Surname change to the custodial or step-parent's surname. Attach the custody order; get the other biological parent's signature where they retain rights.
Surname alignment
Child's surname made to match both parents' or a parent's changed surname. Same route; both parents sign.
Numerology or personal choice
Allowed. The affidavit states the reason plainly; the file is the same.
Religion change of the family
The child's new name goes through the Gazette of India with the parent as applicant; the parent's own religion change can use the Kolkata Gazette Part II, Annexure III.
NRI child
Gazette of India at Rs 3,500 for an Indian abroad, with embassy attestation of the parent's affidavit and international courier.
Mistakes in a Minor's Gazette Name Change That Resurface Years Later
Applying on the state portal
The Kolkata Gazette Part II is 18 and above. A parent registering in their own name and typing the child's names into the declaration is a misdeclaration, and the guideline says false information forfeits the fee.
Only one parent signing when both have rights
Nobody asks at filing. Somebody asks at passport or board stage, years later, when the other parent is hard to reach.
Paying the adult fee
Rs 1,700 for a minor, not Rs 1,100. A short-paid file is returned and the fee is not refunded.
Gazette first, school never
The board takes the name from the school record. If the school is not updated, the marksheet prints the old name and the gazette has to be produced again at every step.
Using the gazette to fix a birth certificate typo
The Registrar corrects clerical errors (how). A gazette does not change the certificate; the child ends up with two documents that still disagree.
Changing the child's name twice in Aadhaar
Two changes in a lifetime applies from childhood. Decide the final name once.
Common Questions Parents Search About a Minor Name Change
Three short answers to the searches that bring parents to this page.
Do I need a court order to change my child's name in West Bengal?
For an ordinary name change by parents who agree, no. A parent or guardian applies to the Gazette of India with the birth certificate and the usual file. A court order enters the picture in narrower situations, such as a dispute between parents, guardianship questions, or where an authority asks for one in writing. If somebody tells you every child needs a court order, ask them which provision says so.
Can one parent change a child's name alone?
It is possible to file, but it is not wise where both parents hold rights. A file signed by one parent can be questioned years later, at a passport counter or a board office, and by then the child is the one dealing with it. Where the parents are separated or divorced, get the position in writing before filing, because the paperwork that avoids a problem now is far cheaper than the one that fixes it later.
What is the age limit for a minor gazette name change?
Under 18. On the day the child turns 18 the Kolkata Gazette Part II opens to them and the fee drops from Rs 1,700 to Rs 1,100. If your child is 17 and there is no school or passport deadline pressing, waiting a few months is a legitimate choice, and we will say so rather than sell you the central file.

Minor
A person under 18. Age on the day of application decides the route and the fee, not age at any later stage.
Natural guardian
A parent entitled in law to act for the child. Where both parents hold rights, both signing is the safer file.
Section 15 correction
Fixing a clerical mistake in a birth certificate through the local Registrar under the Registration of Births and Deaths Act, 1969. It needs no gazette.
Marginal entry
How a Section 15 correction is recorded. The original entry stays and the correction is written beside it, so the register keeps both.
Admission register
The school record that every later certificate copies from. A change goes through the institution, not around it.
Record correction
The board process for fixing a candidate name, parent name or date of birth, submitted through the school to the regional office within its window.
Part IV
The section of the Gazette of India where private name change notices are published, every Saturday, by the Department of Publication in Delhi.
Supporting proof
What the gazette is. It rewrites no register by itself. The school, the board, Aadhaar and the passport office each run their own process, with the gazette page in the file.

Gazette Name Change for a Minor in West Bengal: Frequently Asked Questions
Can a minor's name be changed through the Kolkata Gazette Part II?
No. The state portal accepts applicants aged 18 and above. A child's name change in West Bengal goes through the Gazette of India, Part IV, published by the Department of Publication in Delhi, with a parent or legal guardian as applicant.
What is the gazette fee for a minor name change in West Bengal?
Rs 1,700 on bharatkosh.gov.in for the Gazette of India. It is non-refundable. Affidavit, newspaper notices and speed post are extra and small. There is no state gazette fee because the state route does not accept minors.
Who signs the affidavit and form for a child's name change?
The parent or legal guardian, as applicant, declaring the child's old name, new name, date of birth and the guardian's own name and address. Where both parents have rights, both should sign, so the change is not questioned later at school, passport or board stage.
What documents are needed for a minor gazette name change?
Child's birth certificate; parent's or guardian's Aadhaar or Passport; parent's affidavit; two newspaper pages; typed proforma with two witnesses, signed by the parent; soft copy and certificate; two photographs of the child; BharatKosh receipt for Rs 1,700; school ID or admission record if available; court order where a guardian is not a parent.
How long does a minor's gazette name change take?
30 to 45 days in most cases after the file reaches Delhi, published in Part IV on a Saturday. There is no fast-track.
Is a spelling mistake on a child's birth certificate a gazette matter?
No. A clerical error on the birth certificate is corrected by the Registrar under Section 15 of the Registration of Births and Deaths Act, 1969, through KMC or your municipality or panchayat. Use the gazette only for a real change of name.
When should a child's name be changed: before or after board exams?
Before, wherever possible. Boards run their own correction windows that close within a few years of results, and a name on a marksheet that differs from the gazette needs an endorsement later. Change the name while the child is in school and update the school record next.
Can the child change the name again as an adult?
Yes. Once 18, the child can apply in their own name on either gazette. The earlier notification remains a valid record of the earlier change.
Does a minor's gazette name change work for a passport?
Yes. The Gazette of India is what Passport Seva looks for. Apply for the child's passport reissue or fresh passport in the new name with the gazette page, the newspaper pages and the parent's documents.
Can a parent change a child's surname after divorce or remarriage?
Yes, by the same central route, but the file should show the parent's authority: the custody order or decree where one exists, and ideally both parents' signatures. Files without this are the ones that get questioned by schools and passport offices later.
Is a newspaper notice needed for a minor's name change?
Yes, on the central route. The notice is published in the parent's name on behalf of the child, in one Bengali and one English daily, showing the child's old and new name, the parent's name and the address.
Where do I download a minor's gazette notification?
From egazette.gov.in, free, after Saturday publication in Part IV. Search with the child's old or new name. Print several copies for school, Aadhaar, passport and later the boards.
