Name Change Consultant in Paschim Bardhaman: Where a Corporation Really Does Hold Your Record
Every other district guide on this site has to warn you that a panchayat, not a municipality, holds your papers. Here the opposite is true. Paschim Bardhaman is more than four fifths urban, with two municipal corporations and no ordinary municipality at all. The catch is different: if your certificate names Kulti, Raniganj or Jamuria municipality, that body was merged into Asansol Municipal Corporation in 2015.

Name Change in Paschim Bardhaman (Quick Answer)
The gazette is the same statewide: Part II online, Rs 1,100, about seven days. What is local is the affidavit, before a First Class Judicial Magistrate at the district court at Asansol or the courts at Durgapur, and the newspapers. What is district-specific: this is the state's industrial belt and is over four fifths urban, with Asansol and Durgapur Municipal Corporations and only 62 gram panchayats, so a corporation usually does hold your birth record. If your certificate names Kulti, Raniganj or Jamuria, those municipal areas came under Asansol Municipal Corporation by a Kolkata Gazette notification of 3 June 2015, so that is where a correction now goes. Your SDO is one of two, Asansol Sadar or Durgapur.

Birth Certificate Name Correction in Asansol and Durgapur Municipal Corporations
Across most of West Bengal we have to tell readers that the assumption behind every national name change guide is wrong: a gram panchayat, not a municipality, holds their birth record. In Murshidabad it is 254 panchayats against eight municipalities. In Birbhum it is 167 against six.
Here the position reverses. Paschim Bardhaman is a mining and industrial district that is over four fifths urban, with Asansol Sadar at about 83 per cent and Durgapur at about 79 per cent. It has two municipal corporations, no ordinary municipality, and only 62 gram panchayats in total.
So if you live in Asansol or Durgapur, the corporation almost certainly does hold your record, and the ordinary advice works.
Still read the certificate
Outside the corporation areas there are eight blocks and those 62 panchayats. The registering authority is printed on the document, and that is the office that decides a correction.
Kulti, Raniganj and Jamuria Birth Records: Now with Asansol Municipal Corporation
By a Kolkata Gazette notification dated 3 June 2015, the municipal areas of Kulti, Raniganj and Jamuria were brought within the jurisdiction of the Asansol Municipal Corporation.
So a birth certificate issued years ago by Kulti Municipality names a body that no longer functions as a separate municipality. Your certificate is not wrong. But a correction application does not go to an office that has been absorbed. It goes to the corporation.
This is the sort of thing that sends people to the wrong counter and costs them a day. If your paperwork names one of those three, start at Asansol Municipal Corporation.
Note what did that
A gazette notification merged those municipalities. That is what gazettes are for: notifying official acts. It is also a reminder that a gazette in your name does something quite different, and often is not needed at all.
Paschim Bardhaman Subdivisions: Asansol Sadar and Durgapur
The simplest structure in West Bengal. Asansol is the district headquarters, and Durgapur subdivision was carved out of Asansol subdivision in 1968.
Asansol Sadar
Headquarters Asansol. The district headquarters and district court, covering Asansol Municipal Corporation and the Salanpur, Barabani, Jamuria and Raniganj blocks, with 35 gram panchayats and 165 inhabited villages.
Durgapur
Headquarters Durgapur. Carved out of Asansol subdivision in 1968, covering Durgapur Municipal Corporation and the Andal, Pandabeswar, Faridpur-Durgapur and Kanksa blocks, with 27 gram panchayats and 151 inhabited villages.
The Sub-Divisional Officer is the issuing authority for a caste certificate and sits behind a domicile certificate. With only two, working out which is yours takes a moment.
Old Documents Saying Bardhaman District: No Correction Needed
This district was formed on 7 April 2017, when Bardhaman was divided into Purba and Paschim Bardhaman, making it the twenty-third district of West Bengal.
So everything issued before that date, your birth certificate, your board records, your land papers, says Bardhaman or Burdwan. That was accurate on the day it was issued and it is still correct. It needs no correction, no affidavit and no gazette, and no gazette could change a district name in any case.
The other half of the split, for anyone whose family is spread across both districts.
What to get right instead
Not the old name on the paper, but which office serves you today. Present applications go to your current district, subdivision and corporation.
Name Change Affidavit in Asansol and Durgapur: Which Court
For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.
The Paschim Bardhaman district court began functioning at Asansol on 9 September 2018, with courts at Asansol Sadar and a further set at Durgapur. Before that the judgeship was at Bardhaman, which is why some older correspondence and some out-of-date websites still point there.
On the central route a notary is accepted, wherever you are.
Sign in the old name
On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.
Name Change for PSU and Central Government Employees in Asansol and Durgapur
This is an industrial district with a great many people in public sector and central government employment, and that changes the documents from the first step.
A central government employee executes a deed changing name rather than an ordinary affidavit, under the departmental order governing service name changes, and the deed goes to the Head of Office for the Service Book entry. In some situations, notably a woman changing only her surname on marriage, that order asks for no gazette at all.
Public sector employers frequently have their own internal procedure as well. Ask your establishment section first.
The position for government employees, set out in full.
Why it matters here
Because being handed a plain notarised affidavit when your service rules call for a deed means preparing the wrong document, and finding out weeks later.
Newspaper Advertisement for Name Change in Paschim Bardhaman
The state route asks for notices in one Bengali and one English daily. This is a well connected urban belt, so circulation is rarely the problem it can be in the rural districts.
Keep the complete page with masthead and date, and proofread the wording against your agreed spelling before it runs, because a notice with an error must be published again at your cost.
Ask for the full page
Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.
Choosing a Name Change Agent in Asansol or Durgapur: Consultant, Agent or Neither
Neither consultant nor agent is a regulated title, so the word tells you nothing. Judge by three answers: which gazette does my case need and why, whose name goes on the central filing, and is there a cheaper route for me.
The second has one correct answer, yours, because the Department of Publication requires the file to be sent by the applicant and does not permit agents to file on your behalf.
What a consultant can and cannot do, in full.
Often you need nobody
A spelling correction backed by your own documents, or a surname on marriage, frequently needs no gazette, and the Part II portal is walked through here for anyone who would rather apply alone.

Name Change in Paschim Bardhaman: Frequently Asked Questions
My birth certificate was issued by Kulti, Raniganj or Jamuria municipality. Where do I go now?
To the Asansol Municipal Corporation. By a Kolkata Gazette notification dated 3 June 2015, the municipal areas of Kulti, Raniganj and Jamuria were brought within the jurisdiction of the corporation. Your certificate is not wrong, but the body named on it no longer functions as a separate municipality, so a correction application goes to the corporation instead.
How many subdivisions does Paschim Bardhaman have?
Two: Asansol Sadar and Durgapur. That is the simplest structure of any district in the state, and Asansol is the district headquarters. Durgapur subdivision was carved out of Asansol subdivision back in 1968.
Is this district different from the rest of West Bengal?
Yes, and for once in a helpful way. It is over four fifths urban, the only district we cover where that is true. It has two municipal corporations, at Asansol and Durgapur, and no ordinary municipality at all, with just 62 gram panchayats across the whole district. So the assumption most guides make, that a municipal body holds your birth record, is actually right here.
My papers say Bardhaman, not Paschim Bardhaman.
Correct and unremarkable. Bardhaman was divided into Purba and Paschim Bardhaman on 7 April 2017, and this district was formed as the twenty-third in West Bengal. Anything issued before that date says Bardhaman or Burdwan, which was accurate at the time. It needs no correction, no affidavit and no gazette.
Where do I swear the affidavit?
At a court in the district. The Paschim Bardhaman district court began functioning at Asansol on 9 September 2018, with courts at Asansol Sadar and a further set at Durgapur. Before that the judgeship was at Bardhaman, which is why some older paperwork points there. For the state gazette the affidavit must be before a First Class Judicial Magistrate; the central route accepts a notary.
Which municipal corporation covers me?
Asansol Municipal Corporation covers Asansol and, since 2015, the former Kulti, Raniganj and Jamuria municipal areas. Durgapur Municipal Corporation covers Durgapur. Outside the corporation areas the district has eight development blocks and 62 gram panchayats.
Which blocks are in which subdivision?
Asansol Sadar has Salanpur, Barabani, Jamuria and Raniganj. Durgapur has Andal, Pandabeswar, Faridpur-Durgapur and Kanksa. Your Sub-Divisional Officer is the one for your subdivision, which matters for a caste or domicile certificate.
Does the gazette process differ here?
No. The Kolkata Gazette Part II application is made online, costs Rs 1,100 and publishes in about seven days, exactly as everywhere else in West Bengal. Only the affidavit and the newspaper notices depend on where you live.
Which newspaper should I use?
One Bengali and one English daily for the state route. This is a well connected industrial belt, so circulation is rarely a problem, but keep the complete page with masthead and date rather than a clipping.
I work for a company or a public sector undertaking here. Does that change anything?
It can. If you are a central government employee, a separate departmental order governs name changes and you file a deed rather than an ordinary affidavit, with the change recorded in your service book. Public sector employers often have their own internal procedure too, so ask your establishment section before preparing anything.
Is a consultant different from an agent?
No. Neither is a regulated title, so the word tells you nothing. Judge by three answers: which gazette your case needs and why, whose name goes on the central filing, and whether a cheaper route exists for you.
Can a consultant file the central gazette for me?
No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
