Key Takeaways: Kolkata Gazette Part II Online

  • The declaration asks for an affidavit number and the name of the First Class Judicial Magistrate. A notary-only affidavit cannot fill those fields.
  • Payment is not on the gazette portal itself. You pay on GRIPS, then come back and enter the deposit ID and upload the receipt.
  • Two size limits stop most first-time uploads: ID under 2 MB, photo under 100 KB.
  • You get 24 hours to revise after Final Submit. After that, only the SMS shortfall route can change anything.
  • The published PDF is on wbgazettepart2.in, not on egazette.gov.in.

wbgazettepart2.in Application: The Numbers and Limits

The only portal
wbgazettepart2.in. Registration, payment, uploads, status and download all happen there. There is no counter application and no paper form for Part II.
Who may register
A resident of West Bengal aged 18 or above, and State Government employees. Minors and applicants living outside the state must use the Gazette of India instead.
Mobile number
Every login and every update runs on the registered mobile through an OTP. Use a number you will keep, because the shortfall and approval messages go nowhere else.
Application type
Chosen at the start and it sets everything after it: change of name, change of surname including deletion or a maiden name, change of religion, or change of gender.
Undertaking annexure
Annexure I for a name, II for a surname, III for religion, IV for gender. Picking the wrong one is a shortfall, not a rejection.
Affidavit details asked
The portal asks for the affidavit number and the name of the Magistrate. The guideline requires attestation by a First Class Judicial Magistrate, so a notary affidavit cannot be entered honestly here.
Photo ID upload
Up to 2 MB. Aadhaar, Passport or Driving Licence, or any Government photo identity card for a Government employee.
Photograph upload
Up to 100 KB. One recent passport size photograph.
Payment
GRIPS, under head 0058-00-501-001-14. Rs 1,100 for a name or surname, Rs 1,700 for religion, Rs 1,400 for gender, revised from time to time by the State Government.
Final Submit
The point of no return. Preview every field against your affidavit and newspaper pages before pressing it, because the file then goes to scrutiny as it stands.
Timeline after submission
Where all documents are found in order, the notification is issued within 7 days. There is no expedited option and no fee that buys speed.
Free help

Before You Start

Before You Apply on wbgazettepart2.in: Eligibility and Documents to Keep Ready

The portal is quick if the papers are right. It is slow if you discover, at the declaration screen, that your affidavit has no court number.

Check you are eligible

Have these files on your phone or laptop

The one thing that trips people

Most name change guides say "get the affidavit notarised." That is fine for the Gazette of India. For the Kolkata Gazette Part II the guideline requires attestation by a First Class Judicial Magistrate of a competent court, and the portal's declaration has a field for the affidavit number and the Magistrate's name. Get the affidavit right first, or the form cannot be completed.

Compressing files: a phone photo of Aadhaar is usually 3 to 5 MB. Any free image compressor brings it under 2 MB; a passport photo needs to be cropped and saved at low quality to reach 100 KB. We do this for our clients before the upload screen.

Screen by Screen

How to Apply for Kolkata Gazette Part II Online: 7 Steps

1

Register on wbgazettepart2.in

Open the portal. A guideline and manual pop-up appears; read it and click Close. Click Register, tick the box to accept the guideline, and Proceed. Enter your mobile number and verify it with the OTP.

Then fill: Applicant Name, Father's Name, Date of Birth, Email, Present Address, Permanent Address (tick "same as present address" if it is). Click Proceed. The screen says "Registration is successful. Please Login."

Tip: the mobile number you register is the one every OTP, shortfall message and approval SMS will come to. Use your own, not a cyber cafe's.

2

Log In and Choose the Application Type

Log in with the registered mobile: click Send OTP, enter it, click Login. You land on the Application Status page. Click New Application.

Five buttons appear: Change of Name, Change of Surname, Change of Gender, Change of Religion, and Undertaking for Publication of Advertisement by PSUs or Government Organisation. Pick one. A spelling correction is a Change of Name. Adding, deleting or reverting a surname is a Change of Surname.

3

Fill the Declaration Exactly as Your Affidavit Reads

The Change of Name screen is a fill-in-the-blanks declaration. In plain form it reads: I (Applicant Name), Son/Daughter/Wife of (Guardian's Name), R/o (Residential Address), have changed my Name from (Existing Name) to (New Name) vide Affidavit No. (Affidavit No) sworn before the (1st Class District Magistrate name). Henceforth I shall be known as (New Full Name) instead of (Existing Full Name) and all my relevant documents should be corrected accordingly. It is further stated that (Existing Full Name) and (New Full Name) is the same and one identical person.

Every field is mandatory. Type the names letter for letter as they appear on the affidavit and the newspaper notice; a mismatch here is the commonest shortfall. The Change of Surname screen is the same with Existing Surname and New Surname. When the fields are complete the system shows a green signal and moves you on.

4

Pay the Fee on GRIPS, Then Record It on the Portal

The Payment Details page shows the printing charges: Rs 1,100 for Change of Name, Rs 1,100 for Change of Surname (all cases, including deletion and reversion), Rs 1,700 for Change of Religion, Rs 1,400 for Change of Gender, Rs 1,400 for a PSU notice.

Payment is made on the West Bengal Government's GRIPS portal (wbifms.gov.in), under Head of Account 0058-00-501-001-14. Complete the payment there; GRIPS generates a receipt with a Deposit ID.

Back on wbgazettepart2.in, enter the Deposit Amount and Deposit ID, upload the receipt copy, click Upload, then Proceed. Green signal for Payment Details.

Every fee and cost on both routes. Never pay by demand draft or at any counter. If the receipt, amount and deposit ID do not match, the file stops here.

5

Upload the Documents Within the Size Limits

Three uploads for everyone: the Advertisement (scanned copy of one recent newspaper notice), the ID Proof (Aadhaar, Passport or Driving Licence; any Government photo ID for Government employees; not more than 2 MB), and the Photo (passport size, not more than 100 KB).

Then the category document: for Change of Name, the affidavit attested by a First Class Judicial Magistrate showing father's or husband's name and residential address; for Change of Surname, the same plus the court decree or order for divorce or separation, or the death certificate; for Religion, the conversion certificate; for Gender, the GID certificate. The full list is in the table below.

Green signal for Uploading Files once every required file is accepted.

6

Preview, Then Final Submit

Tick Uploaded all Required Documents. The Final Submit button appears. Click Preview first and read every line against your affidavit. Then click Final Submit.

The screen shows your application number, WB/PART-II/202X/XXXXXX, and a confirmation SMS goes to the registered mobile. Save the number.

Made a mistake? Use Click to revise within 24 hours of Final Submit. After 24 hours the application cannot be revised and sits in Pending.

7

Track the Status and Download the Notification

Log in any time and open Application Status. A team under the Nodal Officer scrutinises the file. If something is short, an SMS with an OTP link comes and you fix it online; do not start a new application.

When approved, an approval SMS arrives, usually within 7 days of a complete file. Download your notification from the portal Home page; the compiled issue is under the Monthly Gazette tab. Print several copies. Neither needs certification. It is not on egazette.gov.in, which is the Central Gazette portal. What each status means and where the PDF appears.

What we do for clients on this route: draft the affidavit in the format the portal declaration expects, get the Magistrate attestation arranged, book and scan the newspaper notice, compress the files, guide GRIPS payment in your name, fill the declaration with you on a call, and watch the status till the PDF is downloaded. Avoid the Shortfall SMS

Why a Kolkata Gazette Part II Online Application Gets Rejected or Sent Back

❌

Notary affidavit instead of a First Class Judicial Magistrate

The declaration asks for the affidavit number and the Magistrate's name. A notary attestation has neither. Get it sworn before the Magistrate before you register.

❌

Names typed differently from the affidavit or newspaper

Existing Name, New Name and the guardian's name must match all three documents letter for letter, including spacing and initials.

❌

Files over the size limit

ID over 2 MB or photo over 100 KB will not upload and the green signal never appears. Compress before you start.

❌

Deposit ID or amount not matching the GRIPS receipt

Copy the Deposit ID exactly from the GRIPS receipt and enter the same amount. Paying under a different head of account is not accepted.

❌

Address on the affidavit different from the ID proof

The affidavit must show the residential address, and it should match the ID you upload and the address you registered with.

❌

Conversion certificate from a trust or society

For Change of Religion only a certificate from a Mandir, Masjid, Monastery, Gurudwara or Church is accepted, with registration number, sign, stamp, date and both names.

❌

Trying to edit after 24 hours, or filing a second application

After the revise window closes, wait for the shortfall SMS and fix it through the OTP link. A duplicate application means a second fee, and the guideline says false or incomplete information forfeits the fee.

People Also Ask

Common Questions People Search About the Kolkata Gazette Part 2 Application

Three short answers to the searches that bring people to this page.

Can I apply for the Kolkata Gazette Part II without an agent?

Yes, and most people should. The portal is in English, the fields are plain, and the free help desk at Sealdah exists for exactly this. What an agent is worth is the checking before you submit, because a wrong annexure or a mismatched address costs a week. If somebody quotes you a fee for portal access itself, that part is free.

Can I edit my application after Final Submit?

Not on your own. After Final Submit the file goes to the scrutiny team, and the only way back in is the shortfall SMS with its OTP link, which reopens the specific item they ask about. That is why the preview screen matters more than any other screen. Read every field there against the affidavit and the newspaper pages before you press it.

What if the GRIPS payment fails but money is deducted?

Do not pay again immediately. GRIPS reconciles most failed transactions on its own within a few working days, and the successful challan then shows against your application. Keep the bank reference and the challan screen. Paying twice creates a second receipt that has to be untangled later, and the fee for the extra one is not refunded by the portal.

The guideline says the notification is issued within 7 days of submission when all documents are in order. Shortfalls come by SMS with an OTP link and are fixed online; the clock restarts from a complete file.

Can I apply for the Kolkata Gazette Part II for my child?

No. The portal is for applicants aged 18 and above who are domiciled in West Bengal. A minor's name change goes through the Gazette of India by post.

Which languages does the newspaper notice accept for Part II?

The 2022 guideline listed Urdu, Nepali, Santhali, Bengali, English and Hindi. In practice we publish in one Bengali daily and one English daily so the same pages also work for the Gazette of India.
