Name Change Consultant in Dakshin Dinajpur: Every Block Is Rural, So the Answer Is Simpler

All eight development blocks in this district consist of rural areas only. There is none of the confusion found across much of West Bengal, where a place is counted as urban but has no municipal office. Here the rule is clean: if you are not in a municipal town, a gram panchayat registered your birth. The one thing that does confuse people is that a subdivision goes by two names.

Name Change in Dakshin Dinajpur (Quick Answer)

The Kolkata Gazette Part II route is online, costs Rs 1,100 in government fees and publishes in about seven days. What is local is the affidavit, before a First Class Judicial Magistrate at a court serving your subdivision, and the newspapers. What is district-specific: all eight blocks are wholly rural, so outside the municipal towns a gram panchayat or block office holds your birth record, with no census-town confusion. Your SDO is either Balurghat or the subdivision written variously as Gangarampur, Buniadpur, or Gangarampur at Buniadpur, which are all the same office. And papers naming West Dinajpur are correct for their date.

Birth Certificate Name Correction in Dakshin Dinajpur: Municipality or Gram Panchayat

Across much of West Bengal, working out which office holds your birth record is genuinely hard. Places get counted as urban while having no municipal body, so people travel to a municipal office that does not exist. In neighbouring Malda that catches a great many people.

Dakshin Dinajpur does not have that problem. All eight development blocks here consist of rural areas only: Hili, Balurghat, Kumarganj, Tapan, Gangarampur, Bansihari, Harirampur and Kushmandi. The district's urban units are its municipal towns and nothing else.

So the rule is clean. Municipal town, municipality. Anywhere else, a gram panchayat. There are about 65 gram panchayats in total, across roughly 2,300 villages.

Still read the certificate

The registering authority is printed on it, and that is the office that decides a correction. The birth certificate route explains what happens next, and the Malda page covers the census-town trap you are lucky enough to avoid.

The Local Confusion

Gangarampur Subdivision at Buniadpur: One Subdivision, Two Names

This district has two subdivisions, and one of them is written three different ways depending on who is writing.

You will see it as Gangarampur subdivision, as Buniadpur subdivision, and as Gangarampur at Buniadpur. The district's own bodies use more than one of these. They are the same subdivision: generally listed as Gangarampur, with its office at Buniadpur.

So if a form, an official or an older document uses one name while your paperwork uses another, nothing is wrong and there is nothing to correct. It is one office with more than one label.

The same is true of municipalities

Older sources list two municipalities here and newer ones list three, because Buniadpur is the recent addition alongside Balurghat and Gangarampur. A body appearing or not appearing on a list is a change in local government, not an error in your document.

Certificates

Dakshin Dinajpur Subdivisions and Blocks: Balurghat and Gangarampur

Balurghat is the district headquarters, and there are eight development blocks and about 65 gram panchayats across the district.

Balurghat (Sadar)

Office at Balurghat. The district headquarters and district court, with Balurghat municipality and four wholly rural blocks: Hili, Balurghat, Kumarganj and Tapan.

Gangarampur, at Buniadpur

Office at Buniadpur. The same subdivision you may see written as Buniadpur, with Gangarampur municipality and four wholly rural blocks: Gangarampur, Bansihari, Harirampur and Kushmandi.

The Sub-Divisional Officer is the issuing authority for a caste certificate and sits behind a domicile certificate. With only two offices, and the blocks clearly divided between them, working out which is yours takes a moment.

Not an Error

Old Documents Saying West Dinajpur: No Correction Needed

Dakshin Dinajpur was created on 1 April 1992, when the old West Dinajpur district was divided into Dakshin Dinajpur and Uttar Dinajpur.

So a birth record, a school document or a land paper issued before that date correctly names West Dinajpur. It was accurate on the day it was issued and it remains accurate now. No correction, no affidavit, no gazette.

A gazette notifies a change in a person's name. It cannot say anything about which district an area belonged to in 1988, and anyone charging you to fix that is selling the wrong document.

The northern half of that same split is covered separately.

What does matter

Not the district printed on an old paper, but which office serves you today. That is the one deciding any application you make now.

Know the Number

Name Change Cost in Dakshin Dinajpur: Government Fee and Consultant Fee

The state gazette fee is Rs 1,100, paid to the government through GRIPS. The central fee is also Rs 1,100 for an adult, through BharatKosh. Those do not change from district to district or from person to person.

Beyond that you pay a stamp paper vendor and the newspapers. Reading the official guidelines costs nothing, and downloading your published notification costs nothing.

Every cost separated out, government and otherwise.

One sentence to use

“Please tell me the government fee and your fee as two separate numbers.” Anyone doing honest work answers that immediately.

One of Two Local Steps

Name Change Affidavit in Balurghat or Buniadpur: Which Court

For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.

The district court is at Balurghat. This is a compact district, so the journey is shorter than in most, but on the central route a notary is accepted if that suits you better.

Sign in the old name

On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.

The Other Local Step

Newspaper Advertisement for Name Change in Dakshin Dinajpur

The state route asks for notices in one Bengali and one English daily. Choose a Bengali title that genuinely circulates in your block rather than assuming a Kolkata paper reaches you.

Keep the complete page with masthead and date, and check the wording before it runs, because a notice with a mistake must be published again at your cost.

Newspaper rates and what the notice must contain.

Ask for the full page

Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.

Choosing Help

Choosing a Name Change Agent in Dakshin Dinajpur: Three Questions

Neither consultant nor agent is a regulated title, so the word tells you nothing. Ask three things.

One. Which gazette does my case need, and why?

Two. Whose name goes on the central filing? One correct answer, yours, because the Department of Publication does not permit agents to file for you.

Three. What is the government fee and what is your fee? Two separate numbers.

Apply those to us as readily as to anyone else.

What a consultant can and cannot do, in full.

You can also do it alone

Nothing in the state route requires a consultant, and the Part II portal is walked through here screen by screen for anyone who would rather apply themselves.

Route One

Kolkata Gazette Name Change Process in Dakshin Dinajpur, Step by Step

For an adult resident of West Bengal with no passport involved. About a week, at Rs 1,100.

1

Establish your subdivision

Balurghat, or Gangarampur at Buniadpur. It decides your SDO for certificate work, even though it does not affect the gazette.

2

Fix the exact new name

Every letter, used identically on the affidavit, both newspapers, the application and every record afterwards.

3

Affidavit before a First Class Judicial Magistrate (local)

At a court serving your subdivision, with the district court at Balurghat. A notary will not serve on this route. Sign in the old name.

4

Notices in two daily newspapers (local)

One Bengali and one English daily that genuinely circulate where you live. Keep the complete pages.

5

Apply online and pay Rs 1,100 on GRIPS

From home, anywhere in the district. The fee is fixed. Identity proof under 2 MB, photograph under 100 KB.

6

Wait for the SMS, then download

About seven days where the documents are in order. The download is free.

Route Two

Central Gazette of India Name Change from Dakshin Dinajpur, Step by Step

Needed where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal. Filed by post, 30 to 45 days, and it accepts a notary.

1

Fix the exact new name first

Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.

2

Swear a notarised affidavit

On stamp paper, before a notary. No Magistrate is needed on this route.

3

Publish the newspaper advertisement

With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.

4

Prepare the deed changing name proforma

Typed, not handwritten, in the prescribed form, with blocks for two witnesses and their full addresses.

5

You and both witnesses sign in the old name

Not the new one. This step sends more files back than any other.

6

Pay on BharatKosh and post the file

Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name. Agents are not permitted to file for you.

7

Download it, then update your records

Published in Part IV in 30 to 45 days, free, with no certification needed. Then Aadhaar, then PAN, then everything else.

How the two routes compare, with the benefits of each set out side by side.

Areas We Serve

We work throughout the district, and only two steps depend on where you live.

What your location decides. The affidavit, at a court serving your subdivision on the state route, and the newspaper notices.

What it does not decide. Everything else. The application is online, the central file goes by post, and drafting, checking and follow-up happen by phone and email. From Balurghat or from Kushmandi, that part is identical.

We do not claim an office here

Our address is 3 Circus Avenue, Park Circus, Ballygunge, Kolkata 700017, and the team also works from Delhi NCR. We have no branch office in this district and will not pretend otherwise.

Balurghat Subdivision

Balurghat, Hili, Kumarganj, Tapan, Patiram, Trimohini.

Gangarampur at Buniadpur Subdivision

Gangarampur, Buniadpur, Bansihari, Harirampur, Kushmandi, Daulatpur.

If your village is not named the district is still covered; the list follows the two subdivisions rather than all 65 gram panchayats.

FAQ & People Also Ask

Name Change in Dakshin Dinajpur: Frequently Asked Questions

Which office holds my birth record in Dakshin Dinajpur?

Almost certainly a gram panchayat or block office. This district is unusually clear-cut: all eight of its development blocks consist of rural areas only, so the district's urban units are its municipal towns and nothing else. If you do not live in Balurghat, Gangarampur or Buniadpur town, a panchayat registered your birth.

Are there census towns here?

No, and that is what makes this district simpler than most. In many parts of West Bengal a place can be counted as urban while having no municipal body, which sends people to offices that do not exist. Here the blocks are wholly rural, so the question answers itself.

Is my subdivision called Gangarampur or Buniadpur?

Both names are in use for the same subdivision, and that trips people up constantly. The subdivision is generally listed as Gangarampur, with its office at Buniadpur, so you will see it written as Gangarampur, as Buniadpur, and as Gangarampur at Buniadpur. They are not three places. If a form or an official uses one name and your paperwork uses another, nothing is wrong.

Which blocks are under which subdivision?

Balurghat subdivision covers Hili, Balurghat, Kumarganj and Tapan. Gangarampur subdivision, at Buniadpur, covers Gangarampur, Bansihari, Harirampur and Kushmandi. Balurghat is the district headquarters.

How many municipalities are there?

Balurghat and Gangarampur are the long-established ones. The Zilla Parishad also lists Buniadpur, which is why some older sources say two municipalities and newer ones say three. If your papers name a body that is not on a current list, that is a change in local government, not a mistake in your document.

My family papers say West Dinajpur. Is that a problem?

No. Dakshin Dinajpur was created on 1 April 1992 by the division of the old West Dinajpur district into Dakshin Dinajpur and Uttar Dinajpur. Anything issued before that date correctly names West Dinajpur, and it needs no correction, no affidavit and no gazette.

Could a gazette fix an old district name?

No, and nobody should sell you one for it. A gazette notifies a change in a person's name. It has nothing to say about which district an area belonged to in 1988.

Where do I swear the affidavit?

At a court serving your subdivision, with the district court at Balurghat. For the state gazette it must be before a First Class Judicial Magistrate. The central route accepts a notary instead.

What does the gazette cost?

Rs 1,100 for the state route, paid to the government through GRIPS, the same figure everywhere in West Bengal. Add stamp paper and two newspaper notices. Reading the guidelines is free and downloading the published notification is free.

Which newspaper should I use?

One Bengali and one English daily for the state route. Choose a Bengali title that genuinely circulates in your block, keep the complete page with masthead and date, and check the wording before it runs.

Do I have to travel to Balurghat for the gazette?

No. The Part II application is made online from anywhere and the central file goes by post. Travel is needed only for the affidavit and, later, for an Aadhaar update at a Seva Kendra.

Can a consultant file the central gazette for me?

No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
