Name Change in Malda (Quick Answer)

The Kolkata Gazette Part II route is online, costs Rs 1,100 in government fees, and publishes in about seven days. That fee is the same everywhere in West Bengal. What is local is the affidavit, before a First Class Judicial Magistrate at a court serving your subdivision, and the newspapers. What is district-specific: Malda has only two municipalities, English Bazar and Old Malda, and both are in Malda Sadar. The whole of Chanchal subdivision has no municipal body. And many places here are census towns, which look urban but have no municipal office, so a gram panchayat or block office holds most people's records.

Gazette Name Change Cost in Malda: Government Fee and Consultant Fee

The single most useful thing we can tell anyone in this district is what the government actually charges, because once you know it you cannot be overcharged without noticing.

The state gazette fee is Rs 1,100, paid to the government through GRIPS. The central gazette fee is also Rs 1,100 for an adult, paid through BharatKosh. Those figures do not change from district to district or from person to person.

Beyond that you pay a stamp paper vendor, and you pay the newspapers for two notices. Reading the official guidelines costs nothing, and downloading your published notification costs nothing.

A consultant may reasonably charge for their own work. What is not reasonable is one large figure with no breakdown.

Every cost separated out, government and otherwise.

One sentence to use

“Please tell me the government fee and your fee as two separate numbers.” Anyone doing honest work will answer that in a moment. Anyone who will not is telling you something.

The Malda Trap

Census Towns in Malda: Why There Is No Municipal Office for Your Records

This is the thing that sends people in Malda to the wrong office more than any other, and almost nobody explains it.

A census town is a place the census counts as urban because of its size and how people work there. It is not a municipality. It has no municipal body, no municipal office and no municipal registrar. Malda Sadar subdivision alone has around 26 of them.

So you can live somewhere that is called a town, is described as urban, and appears in urban lists, and still have no municipal office to go to. Your birth was registered through a gram panchayat or block office, and that is where a correction goes.

The certificate settles it

The registering authority is printed on your birth certificate. Read that, not the name of your town. The birth certificate route explains what happens next.

Certificates

Malda Sadar and Chanchal Subdivisions: Only One Has Municipalities

English Bazar is the district headquarters, with 15 development blocks and around 146 gram panchayats across the district.

Malda Sadar

Headquarters English Bazar. The district headquarters and district court, with both of the district's municipalities, nine blocks, about 97 gram panchayats and around 26 census towns.

Chanchal

Headquarters Chanchal. No municipality at all, around 99 per cent rural, with six blocks including Ratua and Harishchandrapur and about 49 gram panchayats.

Both of the district's municipalities, English Bazar and Old Malda, sit in Malda Sadar. The Sub-Divisional Officer is the issuing authority for a caste certificate and sits behind a domicile certificate, so knowing which of the two you belong to saves a journey.

Worth Knowing

Birth Certificate Name Correction on the Chanchal Side

Chanchal subdivision has no municipality at all. Around 1.3 million people live there, served by six blocks and roughly 49 gram panchayats. Chanchal itself is a census town, not a municipal town.

So if you are in Ratua, Harishchandrapur, Samsi or the country around them, do not travel to English Bazar looking for a municipal counter. Your records sit with a panchayat or block office, and your SDO is at Chanchal.

What is not local

The gazette itself. The Part II application is online and the central file goes by post, so neither needs a trip to English Bazar or Chanchal.

Ask This First

Do You Need a Gazette for a Name Correction in Malda?

Before anyone sells you a notification, it is worth knowing that a gazette does not rewrite any register by itself. It is supporting proof. You still apply to each authority separately afterwards.

And several common situations need no gazette. A spelling your own documents already support can often be fixed on those documents. A surname taken on marriage is frequently handled on the marriage certificate. A parent's name wrong on your certificate is usually their document problem, not your gazette.

When a spelling needs no gazette, and why a father's name is almost never yours to notify.

We will say so

If your case does not need a gazette, we will tell you, even though it means no work for us. That is the whole point of writing this down.

One of Two Local Steps

Name Change Affidavit in Malda: Which Court

For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.

The district court is at English Bazar. From the northern blocks of Chanchal subdivision that is a long day, and on the central route a notary is accepted instead.

Sign in the old name

On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.

The Other Local Step

Newspaper Advertisement for Name Change in Malda

The state route asks for notices in one Bengali and one English daily. Choose a Bengali title that genuinely circulates in your block rather than assuming a Kolkata paper reaches you.

Check the wording against your agreed spelling before it runs. A notice with a mistake has to be published again at your cost, and that is money nobody gets back.

Newspaper rates and what the notice must contain.

Ask for the full page

Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.

Choosing Help

Choosing a Name Change Agent in Malda: Three Questions

Neither consultant nor agent is a regulated title, so the word on the board tells you nothing. Ask three things instead.

One. Which gazette does my case need, and why? A clear answer with a reason is a good sign.

Two. Whose name goes on the central filing? There is one correct answer, yours, because the Department of Publication does not permit agents to file on your behalf.

Three. What is the government fee and what is your fee? Two separate numbers, every time.

Apply those to us as readily as to anyone else.

What a consultant can and cannot do, in full.

You can also do it alone

Nothing in the state route requires a consultant. The Part II portal is walked through here screen by screen for anyone who would rather apply themselves.

Route One

Kolkata Gazette Name Change Process in Malda, Step by Step

For an adult resident of West Bengal with no passport involved. About a week, at Rs 1,100.

1

Establish your subdivision

Malda Sadar or Chanchal. It decides your SDO for certificate work, even though it does not affect the gazette.

2

Fix the exact new name

Every letter, used identically on the affidavit, both newspapers, the application and every record afterwards.

3

Affidavit before a First Class Judicial Magistrate (local)

At a court serving your subdivision, with the district court at English Bazar. A notary will not serve on this route. Sign in the old name.

4

Notices in two daily newspapers (local)

One Bengali and one English daily that genuinely circulate where you live. Keep the complete pages.

5

Apply online and pay Rs 1,100 on GRIPS

From home, anywhere in the district. The fee is fixed. Identity proof under 2 MB, photograph under 100 KB.

6

Wait for the SMS, then download

About seven days where the documents are in order. The download is free.

Route Two

Central Gazette of India Name Change from Malda, Step by Step

Needed where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal. Filed by post, 30 to 45 days, and it accepts a notary.

1

Fix the exact new name first

Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.

2

Swear a notarised affidavit

On stamp paper, before a notary. No Magistrate is needed on this route.

3

Publish the newspaper advertisement

With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.

4

Prepare the deed changing name proforma

Typed, not handwritten, in the prescribed form, with blocks for two witnesses and their full addresses.

5

You and both witnesses sign in the old name

Not the new one. This step sends more files back than any other.

6

Pay on BharatKosh and post the file

Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name. Agents are not permitted to file for you.

7

Download it, then update your records

Published in Part IV in 30 to 45 days, free, with no certification needed. Then Aadhaar, then PAN, then everything else.

How the two routes compare, with the benefits of each set out side by side.

Areas We Serve

Name Change Services Across Malda District and English Bazar

We work throughout the district, and only two steps depend on where you live.

What your location decides. The affidavit, at a court serving your subdivision on the state route, and the newspaper notices.

What it does not decide. Everything else. The application is online, the central file goes by post, and drafting, checking and follow-up happen by phone and email. From English Bazar or from Harishchandrapur, that part is identical.

We do not claim an office here

Our address is 3 Circus Avenue, Park Circus, Ballygunge, Kolkata 700017, and the team also works from Delhi NCR. We have no branch office in this district and will not pretend otherwise.

Malda Sadar Subdivision

English Bazar, Old Malda, Gazole, Habibpur, Bamangola, Manikchak, Kaliachak, Pakuahat, Bulbulchandi.

Chanchal Subdivision

Chanchal, Ratua, Harishchandrapur, Samsi, Malatipur, Kharba, Mashaldaha, Daulatnagar.

If your village is not named the district is still covered; the list follows the two subdivisions rather than all 146 gram panchayats.

FAQ & People Also Ask

Name Change in Malda: Frequently Asked Questions

What does a gazette name change actually cost in Malda?

The government fee is Rs 1,100, the same for everyone in West Bengal. On top of that you pay for stamp paper, the affidavit, and two newspaper notices. Nothing about living in Malda makes it cost more. If someone quotes you a single large figure without separating the government fee from their own charge, ask them to break it down before you pay anything.

I live in a census town. Which municipal office do I go to?

None, and this catches a lot of people here. A census town is a place the census counts as urban, but it has no municipal body of its own. Malda Sadar subdivision alone has around 26 census towns. If you live in one, your birth was registered through a gram panchayat or block office, not a municipality, and that is where a correction goes.

Which are the actual municipalities in Malda?

Only two: English Bazar and Old Malda, and both are in Malda Sadar subdivision. That is the whole district.

So Chanchal subdivision has no municipality at all?

Correct. Chanchal subdivision is around 99 per cent rural with no municipal body, serving roughly 1.3 million people through six blocks and about 49 gram panchayats. Its one urban unit, Chanchal itself, is a census town rather than a municipality.

How many subdivisions does the district have?

Two: Malda Sadar, with headquarters at English Bazar, and Chanchal. English Bazar is the district headquarters. There are 15 development blocks and around 146 gram panchayats across the district.

I live in Harishchandrapur or Ratua. Where is my SDO?

At Chanchal, since those blocks fall under Chanchal subdivision, not Malda Sadar. That matters for a caste or domicile certificate, and it saves a wasted trip to English Bazar.

Where do I swear the affidavit?

At a court serving your subdivision, with the district court at English Bazar. For the state gazette it must be before a First Class Judicial Magistrate. The central route accepts a notary instead.

Can someone in my family help me fill the online form?

Yes. Someone can sit with you and help you complete it, and there is nothing wrong with that. What must be yours is the substance: your affidavit, your details, your name. Do not let anyone submit an application in your name with details you have not read and agreed.

What should I check before I pay anyone?

Three things. Ask which gazette your case needs and why. Ask whose name the central file will be posted in, which must be yours. And ask for the government fee and their own charge as separate figures. Anyone who will not answer those three is not the person to use.

Do I need a gazette at all?

Often not. A spelling that your own documents already support, or a surname taken on marriage, can frequently be handled without one. That is worth establishing before anyone sells you a notification, because a gazette does not rewrite any register by itself.

Which newspaper should I use?

One Bengali and one English daily for the state route. Pick a Bengali daily that genuinely circulates in your block, keep the complete page with masthead and date, and check the wording before it runs, because a notice with a mistake has to be published again at your cost.

Can a consultant file the central gazette for me?

No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
