Name Change Consultant in Uttar Dinajpur: Your Gazette Notice Can Be Published in Urdu
The Kolkata Gazette Part II accepts a notification in Bengali, English, Hindi, Urdu, Nepali or Santali. That matters here more than almost anywhere, because Urdu holds official language status in several blocks of this district under the state's 2012 language law. If someone tells you the notice must be in English, they are wrong.

Name Change in Uttar Dinajpur (Quick Answer)
The Kolkata Gazette Part II route is online, costs Rs 1,100 in government fees and publishes in about seven days, and the notification may be in Bengali, English, Hindi, Urdu, Nepali or Santali. What is local is the affidavit, before a First Class Judicial Magistrate, and the newspapers. What is district-specific: your SDO is either Raiganj or Islampur, and they sit about 110 km apart, so check before you travel. Older family papers may name West Dinajpur, and on the Islampur side may name Bihar or Purnea. All of those are correct for their dates and none needs a gazette.

Kolkata Gazette Name Change Notice in Urdu for Uttar Dinajpur
The Kolkata Gazette Part II guidelines permit a notification in Bengali, English, Hindi, Urdu, Nepali or Santali, provided the text is legible and within the prescribed size. That is the rule for the whole state.
It carries particular weight in this district. Under the West Bengal Official Language (Amendment) Act, 2012, in force from December 2012, Urdu was given official language status in areas with more than ten per cent Urdu-speaking population. In Uttar Dinajpur, the blocks of Goalpokhar I, Goalpokhar II and Islampur, and Islampur municipality, were identified as meeting that threshold.
So if you are told the notice must be in English or Bengali, that is simply not the rule.
Whether you should is a different question
Your notification will be read later by banks, employers and offices, and some handle Bengali or English more readily. Many people choose one of those for that practical reason. It is a choice, and it is yours, not something anyone can decide for you.
One thing people mix up: the newspapers are separate. The state route still asks for notices in one Bengali and one English daily, whatever language the gazette entry itself is in. The Part II guidelines explained clause by clause.
Old Papers Saying Bihar, Purnea or West Dinajpur: No Correction Needed
Few districts have moved as much as this one, and on the Islampur side a family can hold documents naming four different things, all correct.
Areas including the Goalpokhar, Islampur and Chopra thanas were transferred from Purnea district in Bihar to West Bengal in 1956, and were placed in the Raiganj subdivision of West Dinajpur. Islampur subdivision itself was only formed in March 1959. Then on 1 April 1992, West Dinajpur was divided into Uttar Dinajpur and Dakshin Dinajpur.
So a very old paper may say Bihar, a later one West Dinajpur, and a recent one Uttar Dinajpur. Every one of them records the position on the day it was issued, and none needs correcting.
No gazette can help with this
A gazette notifies a change in a person's name. It says nothing about which state or district an area belonged to in 1950, and nobody should charge you to fix that.
Raiganj and Islampur Subdivisions: About 110 km Apart
Raiganj is the district headquarters. The distance between the two subdivision offices is the practical fact to know here.
Raiganj
Headquarters Raiganj. The district headquarters and district court, with Raiganj and Kaliaganj municipalities, four blocks and about 39 gram panchayats.
Islampur
Headquarters Islampur. Around 110 km away, with Islampur and Dalkhola municipalities, five blocks and about 59 gram panchayats, and the blocks where Urdu has official status.
Raiganj subdivision covers the Raiganj, Hemtabad, Kaliaganj and Itahar blocks. Islampur subdivision covers Chopra, Islampur, Goalpokhar I, Goalpokhar II and Karandighi. Going to the wrong one costs most of a day, and the Sub-Divisional Officer is who issues a caste certificate and sits behind a domicile certificate.
Birth Certificate Name Correction in Uttar Dinajpur: Who Holds Your Record
The district is around 88 per cent rural, with four municipalities in total: Raiganj and Kaliaganj in Raiganj subdivision, Islampur and Dalkhola in Islampur subdivision.
Islampur subdivision is around 94 per cent rural, served by five blocks and about 59 gram panchayats across some 730 inhabited villages. So outside those four towns, a gram panchayat or block office registered your birth, and that is the office that decides a correction.
Read the certificate
The registering authority is printed on it. That settles the question better than the name of your town does. The birth certificate route explains the rest.
Name Change Cost in Uttar Dinajpur: Government Fee and Consultant Fee
The state gazette fee is Rs 1,100, paid to the government through GRIPS. The central fee is also Rs 1,100 for an adult, through BharatKosh. Those do not change from district to district or person to person.
Beyond that you pay a stamp paper vendor and the newspapers. Reading the guidelines costs nothing and downloading your published notification costs nothing.
Every cost separated out, government and otherwise.
One sentence to use
“Please tell me the government fee and your fee as two separate numbers.” Anyone doing honest work answers that immediately.
Name Change Affidavit in Raiganj or Islampur: Which Court
For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.
The district court is at Raiganj. From the Chopra or Goalpokhar end of Islampur subdivision that is a serious journey, and on the central route a notary is accepted instead.
Sign in the old name
On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.
Newspaper Advertisement for Name Change in Uttar Dinajpur
The state route asks for notices in one Bengali and one English daily, and this is separate from the language of your gazette entry.
Choose a Bengali title that genuinely circulates in your block, keep the complete page with masthead and date, and check the wording before it runs, because a notice with a mistake must be published again at your cost.
Ask for the full page
Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.
Choosing a Name Change Agent in Uttar Dinajpur: Three Questions
Neither consultant nor agent is a regulated title, so the word tells you nothing. Ask three things.
One. Which gazette does my case need, and why?
Two. Whose name goes on the central filing? One correct answer, yours, because the Department of Publication does not permit agents to file for you.
Three. What is the government fee and what is your fee? Two separate numbers.
Apply those to us as readily as to anyone else.
What a consultant can and cannot do, in full.
You can also do it alone
Nothing in the state route requires a consultant, and the Part II portal is walked through here screen by screen. Someone may sit with you and help you fill it in; what must be yours is the substance.
Kolkata Gazette Name Change Process in Uttar Dinajpur, Step by Step
For an adult resident of West Bengal with no passport involved. About a week, at Rs 1,100.
Establish your subdivision
Raiganj or Islampur, about 110 km apart. It decides your SDO for certificate work, even though it does not affect the gazette.
Fix the exact new name, and choose the language
Every letter, used identically everywhere afterwards. The notification may be in Bengali, English, Hindi, Urdu, Nepali or Santali.
Affidavit before a First Class Judicial Magistrate (local)
At a court serving your subdivision, with the district court at Raiganj. A notary will not serve on this route. Sign in the old name.
Notices in two daily newspapers (local)
One Bengali and one English daily, whatever language the gazette entry uses. Keep the complete pages.
Apply online and pay Rs 1,100 on GRIPS
From home, anywhere in the district. The fee is fixed. Identity proof under 2 MB, photograph under 100 KB.
Wait for the SMS, then download
About seven days where the documents are in order. The download is free.
Central Gazette of India Name Change from Uttar Dinajpur, Step by Step
Needed where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal. Filed by post, 30 to 45 days, and it accepts a notary.
Fix the exact new name first
Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.
Swear a notarised affidavit
On stamp paper, before a notary. No Magistrate is needed on this route, which matters from the far end of Islampur subdivision.
Publish the newspaper advertisement
With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.
Prepare the deed changing name proforma
Typed, not handwritten, in the prescribed form, with blocks for two witnesses and their full addresses.
You and both witnesses sign in the old name
Not the new one. This step sends more files back than any other.
Pay on BharatKosh and post the file
Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name. Agents are not permitted to file for you.
Download it, then update your records
Published in Part IV in 30 to 45 days, free, with no certification needed. Then Aadhaar, then PAN, then everything else.
How the two routes compare, with the benefits of each set out side by side.
Name Change Services Across Uttar Dinajpur, Raiganj and Islampur
We work throughout the district, and only two steps depend on where you live.
What your location decides. The affidavit, at a court serving your subdivision on the state route, and the newspaper notices.
What it does not decide. Everything else. The application is online, the central file goes by post, and drafting, checking and follow-up happen by phone and email. From Raiganj or from Goalpokhar, that part is identical, which matters when the two subdivisions are 110 km apart.
We do not claim an office here
Our address is 3 Circus Avenue, Park Circus, Ballygunge, Kolkata 700017, and the team also works from Delhi NCR. We have no branch office in this district and will not pretend otherwise.
Raiganj Subdivision
Raiganj, Kaliaganj, Hemtabad, Itahar, Bindole, Radhikapur.
Islampur Subdivision
Islampur, Dalkhola, Chopra, Goalpokhar, Karandighi, Panjipara, Chakulia, Raniganj.
If your village is not named the district is still covered; the list follows the two subdivisions rather than every gram panchayat.
Name Change in Uttar Dinajpur: Frequently Asked Questions
Can I publish my gazette notice in Urdu?
Yes. The Kolkata Gazette Part II guidelines permit a notification in Bengali, English, Hindi, Urdu, Nepali or Santali, provided the text is legible and within the prescribed size. Anyone who tells you it must be in English or Bengali is wrong.
Is Urdu actually an official language here?
In parts of this district, yes.
Should I publish in Urdu, though?
That is a practical choice rather than a rule, and it is yours to make. The notification will be read later by banks, employers and offices, some of which will find Bengali or English easier to process. Many people choose one of those for that reason alone. But nobody can refuse you the language the guidelines allow.
What about the newspapers? Do those have to be Bengali and English?
The state route asks for notices in one Bengali and one English daily. The language of the newspaper notices and the language of the gazette entry are two separate questions, and people often confuse them.
My family papers say West Dinajpur. Is that wrong?
No. Uttar Dinajpur was created on 1 April 1992 by the division of the old West Dinajpur district into Uttar Dinajpur and Dakshin Dinajpur. Anything issued before that date correctly names West Dinajpur. It needs no correction, no affidavit and no gazette.
My older family papers name Bihar or Purnea district.
That is expected on the Islampur side and is also not an error. Areas including the Goalpokhar, Islampur and Chopra thanas were transferred from Purnea district in Bihar to West Bengal in 1956, and Islampur subdivision itself was only formed in March 1959. So depending on the date, a document from that area may correctly name Bihar, or West Dinajpur, or Uttar Dinajpur. All are accurate for when they were issued.
How far apart are the two subdivisions?
Around 110 km, which is the practical thing to know here. Raiganj and Islampur are the two subdivisions, and going to the wrong Sub-Divisional Officer costs most of a day. Confirm which one your block falls under before you travel.
Which blocks are under which subdivision?
Raiganj subdivision covers the Raiganj, Hemtabad, Kaliaganj and Itahar blocks. Islampur subdivision covers Chopra, Islampur, Goalpokhar I, Goalpokhar II and Karandighi.
Which are the municipalities?
Four: Raiganj and Kaliaganj in Raiganj subdivision, and Islampur and Dalkhola in Islampur subdivision. Outside those four towns the district is heavily rural, so a gram panchayat or block office holds most people's birth records.
What should the gazette cost me?
The government fee is Rs 1,100 for the state route, the same for everyone in West Bengal, plus stamp paper and two newspaper notices. Reading the guidelines is free and downloading the published notification is free. Ask anyone you deal with for the government fee and their own fee as two separate figures.
Where do I swear the affidavit?
At a court serving your subdivision, with the district court at Raiganj. For the state gazette it must be before a First Class Judicial Magistrate. The central route accepts a notary, which matters from the Islampur end.
Can a consultant file the central gazette for me?
No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
