Name Change Consultant in Darjeeling: Your Gazette Notice Can Be Published in Nepali
This is the clearest case of it in West Bengal. Nepali is an official language of Darjeeling district, and it is also one of the six languages the Kolkata Gazette Part II permits. So a Nepali notification here is both natural and expressly allowed. If anyone tells you the notice must be in Bengali or English, they are simply wrong.

Name Change in Darjeeling (Quick Answer)
The Kolkata Gazette Part II route is online, costs Rs 1,100 and publishes in about seven days, and here the notification may be in Nepali, which is an official language of this district and one of the six the gazette accepts. What is local is the affidavit, before a First Class Judicial Magistrate, and the newspapers, which are still one Bengali and one English daily whatever language the gazette entry uses. Your SDO is one of four: Darjeeling Sadar, Kurseong, Mirik or Siliguri. The three hill subdivisions fall under the GTA and Siliguri does not, though that changes nothing about the gazette. And papers naming Darjeeling for a Kalimpong address are correct for their date.

| Subdivision | Hills or plains | Urban body |
|---|---|---|
| Siliguri | Plains, the Terai. Not under the GTA | Siliguri Municipal Corporation |
| Darjeeling Sadar | Hills. Under the GTA | Darjeeling municipality |
| Kurseong | Hills. Under the GTA | Kurseong municipality |
| Mirik | Hills. Under the GTA | Mirik municipality |

Kolkata Gazette Name Change Notice in Nepali for Darjeeling
Two things line up here that do not line up anywhere else in West Bengal.
Nepali is an official language of Darjeeling district. And Nepali is one of the six languages the Kolkata Gazette Part II guidelines permit for a notification, alongside Bengali, English, Hindi, Urdu and Santali.
So publishing in Nepali here is not a concession or a special request. It is the ordinary rule meeting the ordinary language of the place. Anyone who tells you a gazette notice must be in Bengali or English is wrong, and it is worth knowing that before you are talked into paying for a translation you did not need.
Whether you should is yours to decide
Your notification will be read later by banks, employers and offices, some outside the district, and many people pick English or Bengali for that reason alone. That is a practical judgement, not a rule, and it is yours.
One thing people mix up: the newspapers are separate. The state route still asks for notices in one Bengali and one English daily, whatever language the gazette entry itself uses. The Part II guidelines explained clause by clause.
GTA and Name Change in Darjeeling: Same Gazette, Same Fee
The Gorkhaland Territorial Administration is a semi-autonomous administrative body under the Government of West Bengal. It covers the three hill subdivisions, Darjeeling, Kurseong and Mirik, together with Kalimpong district. The Siliguri subdivision, in the plains, does not fall under it.
For a name change, the honest answer is that this changes nothing about the gazette. The Kolkata Gazette Part II is a state publication. Its guidelines, its Rs 1,100 fee and its roughly seven day timeline are the same in Darjeeling as in Kolkata.
Where it can matter is locally, when you are working out which body handles a particular certificate or record in your area. There the sensible step is to ask rather than assume, because we would rather say that than guess on your behalf.
What we will not do
Tell you the hills have a separate gazette, or a different fee, or a special procedure. They do not, and anyone charging a premium on that basis is inventing it.
Darjeeling Subdivisions: Sadar, Kurseong, Mirik and Siliguri
Darjeeling is the district headquarters, with nine development blocks across the four subdivisions.
Darjeeling Sadar
Headquarters Darjeeling. The district headquarters and district court, with Darjeeling municipality and three blocks: Darjeeling Pulbazar, Rangli Rangliot and Jorebunglow Sukhiapokhri. Under the GTA.
Siliguri
Headquarters Siliguri. The largest subdivision and the one in the plains, with Siliguri Municipal Corporation and four blocks: Matigara, Naxalbari, Phansidewa and Kharibari. Not under the GTA.
Kurseong
Headquarters Kurseong. The smallest, with Kurseong municipality and the Kurseong block. Under the GTA.
Mirik
Headquarters Mirik. A subdivision in its own right, not a block under Kurseong as older sources say, with Mirik municipality and the Mirik block. Under the GTA.
Worth flagging: plenty of published material still describes Mirik as a block under Kurseong subdivision. It is a subdivision in its own right now, with its own office. The Sub-Divisional Officer issues a caste certificate and sits behind a domicile certificate, so an out-of-date list can cost you a journey up or down the hill.
Kalimpong Documents Saying Darjeeling: No Correction Needed
Kalimpong was a subdivision of Darjeeling district until 14 February 2017, when it became a district of its own.
So anyone with roots there holds documents naming Darjeeling, and those documents are correct. A certificate records the position on the day it was issued and does not become false when a boundary moves. No correction, no affidavit, no gazette.
What changed is only where you apply now, which is the Kalimpong administration.
The same is true of old blocks
If a document names a block or subdivision arrangement that no longer matches today's lists, that is history rather than error. Ask what serves you now, and leave the old paper alone.
Siliguri Municipal Corporation Wards in Darjeeling and Jalpaiguri
Siliguri Municipal Corporation is centred in this district, but a number of its wards lie inside Jalpaiguri district. So two people in the same corporation can be in different districts for administrative purposes.
That matters when you are asked where you live. For a birth record the corporation is likely the registering body either way. For a caste or domicile certificate, which runs through the SDO, the answer depends on which district your ward sits in.
The Jalpaiguri side of that overlap, for anyone on the other half of it.
Name both
When you ask anyone for help, give your ward and your district. Most of the confusion in this belt comes from giving only one of the two.
Birth Certificate Name Correction in Darjeeling: Who Holds Your Record
This is one of the more urban districts in West Bengal, with roughly two fifths of people in urban areas, so a municipal body is a realistic answer here more often than in most of the state.
Four possibilities: Siliguri Municipal Corporation, or the municipalities at Darjeeling, Kurseong or Mirik, or a gram panchayat covering your area. Mirik subdivision is the most rural of the four at around 80 per cent.
A tea garden in your address is not itself a registering authority. Unless you are inside a municipal area, the gram panchayat covering that estate registered the birth.
Read the certificate
The registering authority is printed on it, which settles the question faster than any list. The birth certificate route explains what happens next.
Name Change Affidavit in Darjeeling: Which Court
For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.
The district court is at Darjeeling. In the hills, distance on a map understates the journey, and a trip from Mirik or the far side of a subdivision can take most of a day. On the central route a notary is accepted instead, which is a real consideration here.
Sign in the old name
On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.
Newspaper Advertisement for Name Change in Darjeeling
The state route asks for notices in one Bengali and one English daily. That requirement does not change because your gazette entry is in Nepali, and it catches people out here more than anywhere.
Keep the complete page with masthead and date, and check the wording before it runs, because a notice with a mistake must be published again at your cost.
Ask for the full page
Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.
Choosing a Name Change Agent in Darjeeling: Three Questions
Neither consultant nor agent is a regulated title, so the word tells you nothing. Ask three things.
One. Which gazette does my case need, and why?
Two. Whose name goes on the central filing? One correct answer, yours, because the Department of Publication does not permit agents to file for you.
Three. What is the government fee and what is your fee? Two separate numbers.
In this district, add one more: if anyone claims the hills have a different gazette or a higher fee, stop there. They do not.
What a consultant can and cannot do, in full.
You can also do it alone
Nothing in the state route requires a consultant, and the Part II portal is walked through here screen by screen.
Kolkata Gazette Name Change Process in Darjeeling, Step by Step
For an adult resident of West Bengal with no passport involved. About a week, at Rs 1,100.
Establish your subdivision
Darjeeling Sadar, Kurseong, Mirik or Siliguri. It decides your SDO for certificate work, even though it does not affect the gazette.
Fix the exact new name, and choose the language
Every letter, used identically everywhere afterwards. The notification may be in Nepali, Bengali, English, Hindi, Urdu or Santali.
Affidavit before a First Class Judicial Magistrate (local)
At a court serving your subdivision, with the district court at Darjeeling. A notary will not serve on this route. Sign in the old name.
Notices in two daily newspapers (local)
One Bengali and one English daily, even if your gazette entry is in Nepali. Keep the complete pages.
Apply online and pay Rs 1,100 on GRIPS
From home, anywhere in the district, hills or plains. The fee is fixed. Identity proof under 2 MB, photograph under 100 KB.
Wait for the SMS, then download
About seven days where the documents are in order. The download is free.
Central Gazette of India Name Change from Darjeeling, Step by Step
Needed where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal. Filed by post, 30 to 45 days, and it accepts a notary.
Fix the exact new name first
Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.
Swear a notarised affidavit
On stamp paper, before a notary. In the hills, where reaching a Magistrate can take a day, this is the biggest practical difference from the state route.
Publish the newspaper advertisement
With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.
Prepare the deed changing name proforma
Typed, not handwritten, in the prescribed form, with blocks for two witnesses and their full addresses.
You and both witnesses sign in the old name
Not the new one. This step sends more files back than any other.
Pay on BharatKosh and post the file
Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name. Agents are not permitted to file for you.
Download it, then update your records
Published in Part IV in 30 to 45 days, free, with no certification needed. Then Aadhaar, then PAN, then everything else.
How the two routes compare, with the benefits of each set out side by side.
Name Change Services Across Darjeeling District and Siliguri
We work throughout the district, hills and plains, and only two steps depend on where you live.
What your location decides. The affidavit, at a court serving your subdivision on the state route, and the newspaper notices.
What it does not decide. Everything else. The application is online, the central file goes by post, and drafting, checking and follow-up happen by phone and email. From Darjeeling town or from Kharibari, that part is identical, and it does not change because you are inside or outside the GTA area.
We do not claim an office here
Our address is 3 Circus Avenue, Park Circus, Ballygunge, Kolkata 700017, and the team also works from Delhi NCR. We have no branch office in this district and will not pretend otherwise.
Darjeeling Sadar Subdivision
Darjeeling, Pulbazar, Rangli Rangliot, Jorebunglow, Sukhiapokhri, Ghum.
Siliguri Subdivision
Siliguri, Matigara, Naxalbari, Phansidewa, Kharibari, Bagdogra.
Kurseong Subdivision
Kurseong, Cart Road, Sonada, Tindharia.
Mirik Subdivision
Mirik, Soureni, Thurbo.
If your town or tea garden is not named the district is still covered; the list follows the four subdivisions as they stand today.
Name Change in Darjeeling: Frequently Asked Questions
Can I publish my gazette notice in Nepali?
Yes, and this is the clearest case of it anywhere in West Bengal. Nepali is an official language of Darjeeling district, and it is also one of the six languages the Kolkata Gazette Part II guidelines permit, alongside Bengali, English, Hindi, Urdu and Santali. So a Nepali notification is both natural here and expressly allowed.
Should I use Nepali or English?
That is your choice and nobody else's. The practical consideration is that your notification will be read later by banks, employers and offices, some of them outside the district, which is why many people choose English or Bengali. But if someone tells you Nepali is not permitted, they are wrong.
Do the newspapers have to be Bengali and English?
Yes, that is separate. The state route asks for notices in one Bengali and one English daily whatever language your gazette entry uses. People confuse the two questions constantly.
What is the GTA, and does it change my name change?
The Gorkhaland Territorial Administration is a semi-autonomous administrative body under the West Bengal government, covering the three hill subdivisions of Darjeeling, Kurseong and Mirik, along with Kalimpong district. For the gazette itself it changes nothing: the Kolkata Gazette Part II is a state publication and its guidelines, fee and timeline are the same across West Bengal. Where local offices are concerned, ask which body serves your area.
So the hills and the plains are administered differently?
In part, yes. The hill subdivisions fall under the GTA, while the Siliguri subdivision in the Terai does not. It is worth knowing when you are asked which authority handles something locally, though it makes no difference to the gazette route or its cost.
How many subdivisions does the district have now?
Four: Darjeeling Sadar, Kurseong, Mirik and Siliguri. Note that Mirik is a subdivision in its own right now. Older sources describe Mirik as a block under Kurseong subdivision, which is out of date.
My papers say Darjeeling but I live in Kalimpong.
They are correct for their date. Kalimpong was a subdivision of Darjeeling district until 14 February 2017, when it became a district of its own. Documents issued before then name Darjeeling and need no correction, affidavit or gazette. Your applications today go to the Kalimpong administration.
Which are the urban bodies here?
Siliguri Municipal Corporation, plus municipalities at Darjeeling, Kurseong and Mirik. This is one of the more urban districts in West Bengal, with roughly two fifths of people living in urban areas.
I live in a Siliguri corporation ward. Am I in Darjeeling district?
Possibly not for every purpose. Siliguri Municipal Corporation is centred in Darjeeling district but a number of its wards lie inside Jalpaiguri district. Name both your ward and your district when you ask anyone for help, because giving only one is where the confusion starts.
Which office holds my birth record?
The body that registered it, printed on the certificate: the Siliguri corporation, one of the three municipalities, or the gram panchayat covering your area. A tea garden in the address is not itself a registering authority.
Where do I swear the affidavit?
At a court serving your subdivision, with the district court at Darjeeling. For the state gazette it must be before a First Class Judicial Magistrate. The central route accepts a notary, which is worth weighing given the travel times in the hills.
Can a consultant file the central gazette for me?
No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
