Birth Certificate Name Change in West Bengal: Four Services, One Portal
The state portal offers four different things and people routinely file the wrong one. A birth registered without a name needs child name registration, not a correction. A birth never registered needs delayed registration. Only an entry that is actually wrong is a correction, and since the Health Department tightened the rules, those are examined far more closely than they used to be.

Birth Certificate Name Change in West Bengal (Quick Answer)
Everything runs through the Janma-Mrityu Tathya portal of the Health and Family Welfare Department, and through the local body that registered the birth. Pick the right service: correction where an entry is wrong, child name registration where the birth was registered with the name field left blank, and delayed registration where the birth was never registered in time. A spelling error is a correction under the Registration of Births and Deaths Act, decided by the Registrar, and needs no gazette. A gazette matters only where a person changes their name later in life, which does not alter the birth record and is not meant to. Since a Health Department directive issued to every district and to the KMC Commissioner, these applications are scrutinised more closely.

| Your situation | Service | Gazette? |
|---|---|---|
| The certificate spells a name wrongly | Birth certificate correction | No |
| The birth was registered with no name entered | Child name registration | No |
| The birth was never registered in time | Delayed registration | No |
| A parent's name is wrong on the certificate | Correction, on evidence of the correct name | Only if that parent changed their own name |
| You changed your name as an adult | Nothing on the birth certificate (why) | Yes, for your other records |
| The child was adopted | A new certificate is issued (in detail) | Usually no |
| Parents are divorced and the child's name is to change | Ask the Registrar; a restriction has been reported | Take legal advice first |

Janma-Mrityu Tathya Portal: Four Birth Certificate Services
The Janma-Mrityu Tathya portal lists them separately for a reason, and choosing wrongly is the commonest way to lose a month:
- New registration, for a birth being registered within the time allowed
- Delayed registration, for a birth not registered in time, with its own evidence requirements
- Child name registration, for a birth registered with the name field left blank
- Birth certificate correction, for an entry that is genuinely wrong
Read your certificate first
Does it carry a wrong name, or no name at all, or does no certificate exist? Those are three different applications, and the answer is on the document in front of you.
Child Name Registration in a Birth Certificate Is Not a Correction
When a birth is registered promptly, parents who have not yet settled on a name may leave the name field blank. That is deliberate and sensible: it registers the birth inside the permitted period and avoids delayed charges on the registration itself. The name is added afterwards through child name registration.
Years later, the family looks at a certificate with no name on it and files a correction, which asks the Registrar to correct an entry that was never made. The application fails, and everyone concludes the system is difficult when the wrong form was chosen.
If the certificate has a blank where the name should be
That is the case this service exists for. Ask your local body for child name registration by that name, and take the original certificate with you.
West Bengal Health Department Directive on Birth Certificate Corrections
The West Bengal Health Department tightened name correction on birth certificates, issuing a directive to the Chief Medical Officer of Health and District Magistrate of every district and to the Commissioner of the Kolkata Municipal Corporation. The reported effects:
- Names on birth certificates are no longer corrected at will
- A typographical error is corrected only against specified documents
- Where the parents are divorced, the child's registered name is not to be changed or amended
The practical consequence is that files are examined rather than processed, and a weak application is refused rather than queried.
If you are in the divorce situation
Speak to the Registrar about your specific case, and take legal advice before spending anything, because a family court order may bear on it. Do not rely on an agent's assurance that it can be arranged.
Birth Certificate Name Correction by the Registrar, Not a Gazette
This is where people are most often oversold. A misspelt entry in a registered record is corrected under the Registration of Births and Deaths Act by the Registrar who holds that record. It is a correction of the register, and a gazette has no part in it.
A gazette is a published declaration that a person has adopted a different name. It does not reach back into a register, and no Registrar is waiting for one before fixing a transposed letter. What a gazette actually does, and why the two documents are meant to differ. If someone quotes you a gazette fee for a birth certificate spelling error, ask which office asked for it.
The exception
Where a parent named on the certificate has genuinely changed their own name, it is that parent's gazette which supports updating the parent field. That is still not your gazette.
Which Office Corrects Your Birth Certificate: KMC, HMC, Municipality or Panchayat
Registration follows the place of birth, not where you live now. So the office that holds your record is the one where the birth was registered:
- Kolkata Municipal Corporation for births in Kolkata
- Howrah Municipal Corporation for Howrah, with its own sub-office arrangements
- NKDA for New Town
- The municipality or panchayat of the place of birth elsewhere in the state
Howrah has its own arrangements, which catch out families who assume Kolkata rules apply across the river.
Born elsewhere in India?
Then the registering authority in that state holds the record, and the West Bengal portal cannot correct it. Approach the local body where the birth was registered.
Documents and Upload Limits for Birth Certificate Correction
- The existing birth certificate, where one was issued
- The hospital or nursing home record of the birth
- Parents' identity documents
- Evidence supporting the correct entry, such as school admission records from the period
- An affidavit where the local body asks for one
Scan, do not photograph
Some local bodies cap each upload at a few hundred kilobytes. A clean scan meets that easily; a phone photograph of a page usually does not, and gets compressed into something unreadable. Requirements differ by office, so confirm the current list with your Registrar.
How to Apply for Birth Certificate Correction on the State Portal
Open janma-mrityutathya.wb.gov.in
The Health and Family Welfare Department portal handles registration, delayed registration, child name registration, correction, tracking and download for the state.
Choose the correct service
Correction, child name registration or delayed registration. Confirm which by looking at what your certificate actually says.
Enter the details and upload
Within the size limits your local body sets. Enter the corrected entry exactly as your supporting document prints it.
Track the application
With the reference number, on the portal. The local Registrar decides; the portal is the channel.
Download the certificate
Approved certificates are issued digitally signed, and West Bengal certificates carry a QR code that verifiers can scan against the portal.
The child's case in detail, including the three types of application and the parents' documents.
When a Gazette Is Needed for a Birth Certificate Name Change
Not for correcting the register. It matters when a person changes their name in adult life: the birth record keeps the name registered at the time, and the gazette establishes the new name for everything going forward.
Fix the exact new name
Used identically on the affidavit, both newspapers and every record you update afterwards.
Affidavit
Before a First Class Judicial Magistrate for the state route, since the portal asks for the affidavit number and the Magistrate's name. A notary suffices for the central route.
Notices in two daily newspapers
One Bengali and one English daily, complete pages kept with masthead and date.
Apply on the right portal
Kolkata Gazette Part II for an adult West Bengal resident, published in about a week. Gazette of India where a passport or a minor is involved, or you live outside the state.
Pay the fee
Rs 1,100 for an adult on GRIPS for the state route, or Rs 1,700 for a minor on BharatKosh centrally.
Update everything except the birth certificate
Aadhaar, PAN, bank, passport. The birth record stays as it is, and that is correct: it records what happened then, not what you are called now.
Using the Corrected Birth Certificate for School, Board and Aadhaar Records
School records
The admission register was built from the birth certificate, so a corrected certificate is what supports a school correction. The school half of the job.
Board certificates
WBBSE and WBCHSE read the birth certificate as primary evidence.
Aadhaar and the rest
Aadhaar, then PAN, then everything downstream.
Birth Certificate Name Change: Frequently Asked Questions
How do I change a name on a birth certificate in West Bengal?
Through the Janma-Mrityu Tathya portal of the Health and Family Welfare Department, or at the local body that registered the birth. Choose the right service first: birth certificate correction where an entry is wrong, child name registration where the birth was registered without a name, and delayed registration where the birth was never registered within the time allowed. Filing the wrong one is the commonest reason applications come back.
What is child name registration, and how is it different from a correction?
When a birth is registered, parents may leave the name field blank if they have not decided on a name, which avoids delayed charges on the registration itself. The name is then added later through child name registration. That is not a correction, because nothing was recorded wrongly. If you file a correction for a certificate that never carried a name, you are asking the Registrar to correct something that does not exist.
Have the rules become stricter?
Yes. A West Bengal Health Department directive tightened name correction on birth certificates, and it went to the Chief Medical Officer of Health and District Magistrate of every district and to the Commissioner of the Kolkata Municipal Corporation. Reported effects include that names can no longer be corrected at will, and that a typographical error is corrected only against specified documents.
Is it true a child's name cannot be changed if the parents are divorced?
That restriction has been reported as part of the same directive: where the parents are divorced, the registered name of the child is not to be changed or amended. If that is your situation, ask the Registrar directly what applies to your case before spending anything, and take legal advice, because this is a point on which a family court order may matter.
Does a spelling error need a gazette?
No. A spelling error in a registered entry is a correction under the Registration of Births and Deaths Act, made by the Registrar who holds the record, not a matter for a gazette. Anyone selling you a gazette to fix a misspelt entry is selling you something the Registrar did not ask for.
When is a gazette actually relevant?
Where a person genuinely changes their name later in life. That does not alter the birth record, which registered the name given at the time, and it is not meant to. The gazette establishes the new name for Aadhaar, PAN, the passport and everything else going forward.
Which office handles my case?
The local body that registered the birth: the Kolkata Municipal Corporation for Kolkata, the Howrah Municipal Corporation for Howrah, NKDA for New Town, or the municipality or panchayat of the place of birth elsewhere. Applications are made through the state portal, and the local Registrar decides.
What is delayed registration?
Registration of a birth after the period allowed under the Act has passed. It is a different application from a correction, with its own evidence requirements, and for very old births it can involve an order from a competent authority. Portals and local bodies list it separately for that reason.
What documents are needed?
It depends on the service and the local body, but typically the existing certificate, hospital records of the birth, the parents' identity documents, and proof supporting the correct entry. Some local bodies cap document uploads at a small size, so scan cleanly rather than photographing a page. Ask your Registrar for the current list.
How long does it take?
It varies widely by local body and by how complete the file is. Incomplete or mismatched documents are the main cause of delay, and since the tightening of the rules, offices are examining these applications more carefully than they once did.
Can an adult correct their own birth certificate?
Yes, the record can be corrected on proper evidence, though older entries are harder because the supporting records are harder to produce. Where the birth was never registered at all, delayed registration comes first, and there is no correcting a record that does not exist.
Do you handle birth certificate corrections?
We prepare gazette notifications and the documentation around a name change. A registered entry is corrected by the Registrar under the Act, and we will tell you when that is what you need rather than a gazette, because it usually is.
