Name Change Consultant in Purulia: Old Papers Name a State and Subdivision That Have Changed

This district was part of Bihar until 1956, and its subdivisions were redrawn in 2017. So old family documents here can name Bihar or Manbhum, and slightly newer ones can name Purulia Sadar East or Sadar West, subdivisions that no longer exist. None of that is an error in your papers, and none of it needs a gazette.

Name Change in Purulia (Quick Answer)

Two things here are unlike anywhere else. Papers issued before 1 November 1956 name Bihar or Manbhum, because that is when this district joined West Bengal, and papers issued before 6 April 2017 may name Purulia Sadar East or Sadar West, subdivisions abolished in the reorganisation. Neither is an error and neither needs correcting. Otherwise the gazette is the same statewide: Part II online, Rs 1,100, about seven days, and it may be published in Santali as well as Bengali, English, Hindi, Urdu or Nepali. What is local is the affidavit, before a First Class Judicial Magistrate, and the newspapers. Your SDO is one of four: Purulia Sadar, Manbazar, Jhalda or Raghunathpur.

Old Purulia Documents Saying Bihar or Manbhum: No Correction Needed

Purulia was formed on 1 November 1956 out of the old Manbhum district, which until that date was part of Bihar. The transfer was made under the States Reorganisation Act and the Bihar and West Bengal (Transfer of Territories) Act of that year.

So a birth record, a school document or a land paper from this area issued before then correctly names Bihar, or the district as Manbhum. Those documents were accurate on the day they were issued and they are still correct now.

No correction. No affidavit. No gazette. A gazette notifies a change in a person's name and has nothing to say about which state a district belonged to in 1950.

It can be two changes deep

If your family also holds papers from just over the border, remember Jharkhand was created out of Bihar in 2000. Between the two events, older documents in many families here name a state that has since changed twice.

The Recent One

Purulia Sadar East and Sadar West: Subdivisions Changed in 2017

Until 2017 this district had three subdivisions: Purulia Sadar East, Purulia Sadar West and Raghunathpur. With effect from 6 April 2017, following a state government order published in the Kolkata Gazette, it was reorganised into four: Purulia Sadar, Manbazar, Jhalda and Raghunathpur.

So a certificate from ten years ago can name a subdivision that appears on no current list. It is not wrong. It records the position as it was.

What you do need is the current subdivision, because that decides which SDO handles an application you make today.

Note what did that

A gazette notification reorganised the subdivisions, which is what gazettes are actually for. A gazette in your name does something quite different, and is often not needed at all.

Certificates

Purulia Subdivisions Today: Purulia Sadar, Manbazar, Jhalda and Raghunathpur

Purulia is the district headquarters, with twenty blocks and three municipalities across the district.

Purulia Sadar

Headquarters Purulia. The district headquarters and district court, with Purulia municipality and the largest urban share in the district.

Raghunathpur

Headquarters Raghunathpur. Raghunathpur municipality, with the Para, Neturia, Santuri and Kashipur side of the district, and Adra nearby.

Jhalda

Headquarters Jhalda. Jhalda municipality, covering the Jhalda, Jaipur, Arsha and Bagmundi country towards the Ajodhya Hills.

Manbazar

Headquarters Manbazar. The most rural subdivision at under four per cent urban, covering Manbazar, Bundwan and Puncha.

The Sub-Divisional Officer is the issuing authority for a caste certificate and sits behind a domicile certificate. The district administration lists an SDO for each of the four.

Worth Knowing Here

Kolkata Gazette Name Change Notice in Santali for Purulia

The Kolkata Gazette Part II guidelines permit a notification in Bengali, English, Hindi, Urdu, Nepali or Santali, provided the text is legible and within the prescribed size.

That is worth knowing in Purulia, where Santali and Kudmali are additional official languages alongside Bengali, and a substantial number of residents speak them. Anyone who tells you the notice must be in English is simply wrong.

Whether you should is a separate question. The notification will be read later by banks, employers and offices, and many people choose English or Bengali for that practical reason. But it is a choice, and it is yours.

The newspapers are separate

The state route still asks for notices in one Bengali and one English daily. The language of the gazette entry and the language of the newspaper notices are different questions.

Birth Records

Birth Certificate Name Correction in Purulia: Who Holds Your Record

Purulia is around 87 per cent rural, with only three municipalities, at Purulia, Jhalda and Raghunathpur, across more than 6,200 square kilometres. It has the lowest population density of any district we have written about.

So outside those three towns the registering body is a gram panchayat or block office, and in the Manbazar subdivision, which is under four per cent urban, that is very nearly universal.

Read the certificate

The registering authority is printed on it, and that is the office that decides a correction. The birth certificate route explains the rest.

A Bigger Part of the Work Here

Caste Certificate Name Correction in Purulia: The SDO

Purulia has a high share of Scheduled Caste and Scheduled Tribe residents, higher for tribal households than most districts in the state. Those certificates are issued through the Sub-Divisional Officer, so when a name is corrected the certificate usually has to be corrected too.

The rule that matters: correct the existing certificate, do not apply afresh. A new application restarts verification and can leave you holding two genuine certificates in two names, which is a worse position than the one you began in.

The caste certificate route, including the two paths depending on whether yours has already been issued.

Order of work

Aadhaar and PAN first, because everything is checked against them, then the certificate with the corrected documents behind it.

One of Two Local Steps

Name Change Affidavit in Purulia: Which Court

For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.

The district court is at Purulia. From Bagmundi, Bundwan or the Ajodhya Hills country that is a long journey, and this is a district where the central route's acceptance of a notary is worth weighing seriously, provided your case has another reason to go that way.

Sign in the old name

On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.

The Other Local Step

Newspaper Advertisement for Name Change in Purulia

The state route asks for notices in one Bengali and one English daily. In a district this rural and this large, choose a Bengali daily that genuinely circulates in your block rather than assuming a Kolkata title reaches you.

Keep the complete page with masthead and date, and proofread the wording before it runs, because a notice with an error must be published again at your cost.

Newspaper rates and what the notice must contain.

Ask for the full page

Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.

Choosing Help

Choosing a Name Change Agent in Purulia: Consultant, Agent or Neither

Neither consultant nor agent is a regulated title, so the word tells you nothing. Judge by three answers: which gazette does my case need and why, whose name goes on the central filing, and is there a cheaper route for me.

The second has one correct answer, yours, because the Department of Publication requires the file to be sent by the applicant and does not permit agents to file on your behalf.

What a consultant can and cannot do, in full.

In this district especially

If the only thing puzzling you is a paper saying Bihar or Sadar West, you need nobody at all. Neither is a problem, and anyone charging to fix one should be turned down.

Route One

Kolkata Gazette Name Change Process in Purulia, Step by Step

For an adult resident of West Bengal with no passport involved. About a week, at Rs 1,100.

1

Establish your current subdivision

Purulia Sadar, Manbazar, Jhalda or Raghunathpur, as reorganised in 2017, not whichever your old papers name.

2

Fix the exact new name

Every letter, used identically on the affidavit, both newspapers, the application and every record afterwards.

3

Affidavit before a First Class Judicial Magistrate (local)

At a court serving your subdivision, with the district court at Purulia. A notary will not serve on this route. Sign in the old name.

4

Notices in two daily newspapers (local)

One Bengali and one English daily that genuinely circulate where you live. Keep the complete pages.

5

Apply online and pay Rs 1,100 on GRIPS

From home, anywhere in the district. Identity proof under 2 MB, photograph under 100 KB.

6

Wait for the SMS, then download

About seven days where the documents are in order.

Route Two

Central Gazette of India Name Change from Purulia, Step by Step

Needed where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal. Filed by post, 30 to 45 days, and it accepts a notary.

1

Fix the exact new name first

Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.

2

Swear a notarised affidavit

On stamp paper, before a notary. Across a district of more than 6,200 square kilometres this is the single biggest practical difference from the state route.

3

Publish the newspaper advertisement

With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.

4

Prepare the deed changing name proforma

Typed, not handwritten, in the prescribed form, with blocks for two witnesses and their full addresses.

5

You and both witnesses sign in the old name

Not the new one. This step sends more files back than any other.

6

Pay on BharatKosh and post the file

Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name. Agents are not permitted to file for you.

7

Download it, then update your records

Published in Part IV in 30 to 45 days, free, with no certification needed. Then Aadhaar, then PAN, then everything else.

How the two routes compare, with the benefits of each set out side by side.

Areas We Serve

Name Change Services Across Purulia District

We work throughout the district, and only two steps depend on where you live.

What your location decides. The affidavit, at a court serving your subdivision on the state route, and the newspaper notices. In a district this large both need planning.

What it does not decide. Everything else. The application is online, the central file goes by post, and drafting, checking and follow-up happen by phone and email. From Purulia town or from Bagmundi, that part is identical.

We do not claim an office here

Our address is 3 Circus Avenue, Park Circus, Ballygunge, Kolkata 700017, and the team also works from Delhi NCR. We have no branch office in this district and will not pretend otherwise.

Raghunathpur Subdivision

If your village or block is not named the district is still covered; the list follows the four subdivisions as reorganised in 2017.

FAQ & People Also Ask

Name Change in Purulia: Frequently Asked Questions

My family's old papers say Bihar, not West Bengal. Is that an error?

No. Purulia was formed on 1 November 1956 out of the old Manbhum district, which until then was part of Bihar, under the States Reorganisation Act and the Bihar and West Bengal (Transfer of Territories) Act of that year. Documents from this area issued before then correctly name Bihar or Manbhum. That is a change in the map, not a mistake in your papers, and it needs no correction, affidavit or gazette.

My certificate says Purulia Sadar East or Purulia Sadar West. Those subdivisions do not appear anywhere now.

Correct, and again nothing is wrong. The subdivisions were reorganised with effect from 6 April 2017, by a state government order published in the Kolkata Gazette. The district went from three subdivisions to four, and the old Sadar East and Sadar West names went with the change. Your document was accurate on the day it was issued.

So which subdivisions exist now?

Four: Purulia Sadar, Manbazar, Jhalda and Raghunathpur. The district administration lists a Sub-Divisional Officer for each, alongside twenty blocks and three municipalities.

Can I publish the gazette notice in Santali?

Yes. The Kolkata Gazette Part II guidelines permit publication in Bengali, English, Hindi, Urdu, Nepali or Santali, provided the text is legible and within the prescribed size. That matters in this district, where Santali and Kudmali are additional official languages alongside Bengali.

Should I publish in Santali, though?

That is a practical choice rather than a rule. The notification will be read later by banks, offices and employers, so many people choose English or Bengali for that reason. But it is a choice, and anyone who tells you the notice must be in English is wrong.

Which office holds my birth record?

Almost certainly a gram panchayat or block office. The district is around 87 per cent rural with only three municipalities, at Purulia, Jhalda and Raghunathpur, across more than 6,200 square kilometres. The registering authority is printed on the certificate.

Where do I swear the affidavit?

At a court serving your subdivision, with the district court at Purulia. For the state gazette it must be before a First Class Judicial Magistrate. The central route accepts a notary, which is a real advantage in a district with the lowest population density we have written about.

A lot of people here hold caste certificates. Does that change anything?

It adds a step. This district has a high share of Scheduled Caste and Scheduled Tribe residents, and those certificates are issued through the Sub-Divisional Officer. When your name changes, the certificate needs correcting rather than reapplying, because a fresh application can leave you holding two genuine certificates in two names.

Which newspaper should I use?

One Bengali and one English daily for the state route. Choose a Bengali daily that genuinely circulates in your block, keep the complete page with masthead and date, and proofread the wording before it runs.

My family papers are from just across the Jharkhand border.

Then note that Jharkhand itself was created out of Bihar in 2000, so papers from that area before then say Bihar. Combined with Purulia's own history, that means older documents in many families here name a state that has since changed twice. None of it is an error.

Is a consultant different from an agent?

No. Neither is a regulated title, so the word tells you nothing. Judge by three answers: which gazette your case needs and why, whose name goes on the central filing, and whether a cheaper route exists for you.

Can a consultant file the central gazette for me?

No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
