Name Change Consultant in Jhargram: Three District Names on Your Papers, All Correct
A grandparent's document here says Midnapore. A parent's says Paschim Medinipur. Yours says Jhargram. Nothing is wrong with any of them, because this place has been in three districts as boundaries were redrawn in 2002 and again in 2017. The good news is the rest: Jhargram is the simplest district in West Bengal, with one subdivision and one SDO.

Name Change in Jhargram (Quick Answer)
Two things to know. First, your family's papers may name three different districts, because this area was in Midnapore until 2002, Paschim Medinipur until 2017, and has been Jhargram since 4 April 2017. All of them are correct for their dates and none needs correcting. Second, this is the simplest district in the state: one subdivision, Jhargram Sadar, so one SDO, and one municipality against roughly 79 gram panchayats, so a panchayat or block office almost certainly holds your birth record. The gazette itself is the same statewide: Part II online, Rs 1,100, about seven days, and it may be published in Santali as well as Bengali or English.

| Your document says | It was issued | What to do |
|---|---|---|
| Midnapore, or Medinipur | Before 1 January 2002 | Nothing |
| Paschim Medinipur | Between 2002 and April 2017 | Nothing |
| Jhargram | Since 4 April 2017 | Nothing |
| Your own name misspelt | Any date | Correct it with your documents |
| A name you no longer use | Any date | Gazette, state or central |

Old Papers Saying Midnapore or Paschim Medinipur: No Correction Needed
Few places in India have changed district three times in a generation. This one has.
Until 1 January 2002 this area was part of the old Midnapore district, once the largest district in India. On that date Midnapore was divided, and this area became part of Paschim Medinipur. Then on 4 April 2017 the Jhargram subdivision was raised to a district in its own right, the twenty-second in West Bengal.
So a single family can hold three documents naming three districts, and all three are accurate. A document records the position on the day it was issued.
Nothing needs doing
No correction, no affidavit, no gazette. A gazette notifies a change in a person's name and can say nothing about which district a village sat in during 1998. Anyone charging you to fix this is selling the wrong thing.
Jhargram Subdivision and Its Eight Blocks: One SDO
Every other district guide on this site opens by asking which of three, four or five subdivisions you live in, because it decides your Sub-Divisional Officer. Here that question has one answer.
Jhargram has a single subdivision, Jhargram Sadar, covering eight development blocks: Jhargram, Jamboni, Binpur I, Binpur II, Gopiballavpur I, Gopiballavpur II, Sankrail and Nayagram. One SDO office serves the lot.
That makes a caste or domicile certificate application simpler here than almost anywhere in West Bengal, because there is no possibility of approaching the wrong office.
Still worth a phone call
Ask what the office wants before you travel. In a district this size a wasted journey costs a day, and the answer costs a phone call.
Birth Certificate Name Correction in Jhargram: Who Holds Your Record
Jhargram is around 96 per cent rural. It has one municipality, at Jhargram town, and one census town at Silda, against roughly 79 gram panchayats and more than 2,500 inhabited villages.
So unless your birth was registered in Jhargram town itself, the registering body is a gram panchayat or block office, and that is the office that decides a correction. All eight blocks consist of rural areas.
Read the certificate
The registering authority is printed on it. Do not go looking for a municipal office that does not serve your village. The birth certificate route explains the rest.
Caste and Tribe (SC and ST) Certificate Name Correction in Jhargram
Jhargram has the highest share of Scheduled Tribe residents of any district we have written about, alongside a substantial Scheduled Caste population. Those certificates are issued through the Sub-Divisional Officer, and here that means the one office at Jhargram.
So when a name is corrected, the certificate almost always has to be corrected alongside it. The rule that matters: correct the existing certificate, do not apply afresh. A new application restarts verification and can leave you holding two genuine certificates in two names, which is worse than where you started.
The caste certificate route, including the two paths depending on whether yours has already been issued, and why a father's name is the evidence on that certificate.
Order of work
Aadhaar and PAN first, because everything is checked against them, then the certificate with the corrected documents behind it.
Kolkata Gazette Name Change Notice in Santali
The Kolkata Gazette Part II guidelines permit a notification in Bengali, English, Hindi, Urdu, Nepali or Santali, provided the text is legible and within the prescribed size.
Given how many people in this district speak Santali, that is worth knowing, and anyone who tells you the notice must be in English is simply wrong.
Whether you should is a different question. The notification will be read later by banks, employers and government offices, and many people choose Bengali or English for that practical reason. It is a choice, and it is yours to make.
The newspapers are separate
The state route still asks for notices in one Bengali and one English daily. The language of the gazette entry and the language of the newspaper notices are two different questions.
Name Change Affidavit in Jhargram: Which Court
For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.
From Nayagram, Sankrail or the Belpahari and Kankrajhor country, reaching the court is a real journey across more than 3,000 square kilometres of largely forested district.
On the central route a notary is accepted, and where your case has another reason to go centrally, that convenience counts here.
Sign in the old name
On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.
Newspaper Advertisement for Name Change in Jhargram
The state route asks for notices in one Bengali and one English daily. In a district this rural, choose a Bengali daily that genuinely circulates in your block rather than assuming a Kolkata title reaches you.
Keep the complete page with masthead and date, and proofread the wording before it runs, because a notice with an error must be published again at your cost.
Booking from a village
You do not need to visit a newspaper office. Ask for the full page to be sent to you afterwards, not a cutting.
Choosing a Name Change Agent in Jhargram: Consultant, Agent or Neither
Neither consultant nor agent is a regulated title, so the word tells you nothing. Judge by three answers: which gazette does my case need and why, whose name goes on the central filing, and is there a cheaper route for me.
The second has one correct answer, yours, because the Department of Publication requires the file to be sent by the applicant and does not permit agents to file on your behalf.
What a consultant can and cannot do, in full.
In this district especially
If the only thing puzzling you is a paper naming Midnapore or Paschim Medinipur, you need nobody. That is not a problem and should not cost you anything.

Central Gazette of India Name Change from Jhargram, Step by Step
Needed where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal. Filed by post, 30 to 45 days, and it accepts a notary.
Fix the exact new name first
Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.
Swear a notarised affidavit
On stamp paper, before a notary. Across a forested district of more than 3,000 square kilometres this is the single biggest practical difference from the state route.
Publish the newspaper advertisement
With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.
Prepare the deed changing name proforma
Typed, not handwritten, in the prescribed form, with blocks for two witnesses and their full addresses.
You and both witnesses sign in the old name
Not the new one. This step sends more files back than any other.
Pay on BharatKosh and post the file
Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name. Agents are not permitted to file for you.
Download it, then update your records
Published in Part IV in 30 to 45 days, free, with no certification needed. Then Aadhaar, then PAN, then everything else.
How the two routes compare, with the benefits of each set out side by side.
Name Change Services Across Jhargram District
We work throughout the district, and only two steps depend on where you live.
What your location decides. The affidavit, at the court on the state route, and the newspaper notices. From the further blocks both need planning.
What it does not decide. Everything else. The application is online, the central file goes by post, and drafting, checking and follow-up happen by phone and email. From Jhargram town or from Nayagram, that part is identical.
We do not claim an office here
Our address is 3 Circus Avenue, Park Circus, Ballygunge, Kolkata 700017, and the team also works from Delhi NCR. We have no branch office in this district and will not pretend otherwise.
Jhargram and Jamboni
Jhargram, Jamboni, Chilkigarh, Dubrajpur side.
Binpur

Gopiballavpur

Sankrail and Nayagram
Sankrail, Nayagram, Rohini, Khargeria side.
If your village is not named the district is still covered; the list follows the eight blocks rather than all 79 gram panchayats.
Name Change in Jhargram: Frequently Asked Questions
My family papers name three different districts. Which one is right?
All of them, for their own dates. This place was part of the old Midnapore district until 1 January 2002, then part of Paschim Medinipur, and since 4 April 2017 it has been the Jhargram district in its own right. So a grandparent's paper may say Midnapore, a parent's may say Paschim Medinipur and yours may say Jhargram, and every one of them is correct for the day it was issued.
Do any of those need correcting?
No. A document records the position when it was issued and does not become false because a boundary moved afterwards. None of it needs an affidavit, a correction or a gazette, and no gazette could change a district name in any case.
How many subdivisions does Jhargram have?
One: Jhargram Sadar. This is the simplest district in West Bengal, so unlike most districts there is no question of which Sub-Divisional Officer you belong to. There is one, at Jhargram.
Which office holds my birth record?
Almost certainly a gram panchayat or block office. The district has a single municipality, at Jhargram, against roughly 79 gram panchayats and more than 2,500 inhabited villages, and it is around 96 per cent rural.
Which blocks make up the district?
Eight: Jhargram, Jamboni, Binpur I, Binpur II, Gopiballavpur I, Gopiballavpur II, Sankrail and Nayagram. All of them consist of rural areas, with Silda as the district's one census town alongside Jhargram municipality.
A lot of people here hold ST certificates. Does that change the process?
It makes the certificate step more important than in most districts. Jhargram has the highest share of Scheduled Tribe residents of any district we have written about, and those certificates are issued through the Sub-Divisional Officer. When a name is corrected the certificate has to be corrected too, and correcting it is not the same as applying afresh.
Why does that distinction matter?
Because a fresh application restarts verification and can leave you holding two genuine certificates in two names, which is a worse problem than the one you began with. Correct the existing certificate through the office that issued it.
Can I publish the gazette notice in Santali?
Yes. The Kolkata Gazette Part II guidelines permit Bengali, English, Hindi, Urdu, Nepali or Santali. Whether you should is a separate question, since banks and offices will read the notification later, and many people choose Bengali or English for that reason. But the choice is yours and nobody can tell you it must be in English.
Where do I swear the affidavit?
At the court serving the district. For the state gazette it must be before a First Class Judicial Magistrate. The central route accepts a notary, which is worth weighing from the Nayagram, Sankrail or Belpahari side of the district.
Which newspaper should I use?
One Bengali and one English daily for the state route. In a district this rural, pick a Bengali daily that genuinely circulates in your block, and keep the complete page with masthead and date rather than a clipping.
Is a consultant different from an agent?
No. Neither is a regulated title, so the word tells you nothing. Judge by three answers: which gazette your case needs and why, whose name goes on the central filing, and whether a cheaper route exists for you.
Can a consultant file the central gazette for me?
No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
