Most districts have one kind of higher education institution. This one has two, and they are not governed by the same rules.
IIT Kharagpur is a centrally funded institute of national importance. A correction to its records follows its own registrar's procedure, not the pattern used by West Bengal state universities.
Vidyasagar University at Midnapore is a state university, so it follows the ordinary West Bengal route, working from its own records and what you submitted at admission.
The practical instruction is the same in both cases: ask the institution first, before preparing an affidavit or paying for anything. What satisfies one may not satisfy the other.
School records are separate again

Ghatal is worth singling out. It is the smallest subdivision by area yet holds five of the district's seven municipalities, at Ghatal, Ramjibanpur, Chandrakona, Khirpai and Kharar, with the highest population density in the district. So in Ghatal a municipality genuinely may hold your birth record, which is untrue across most of rural West Bengal. Elsewhere in the district, expect a gram panchayat or block office. The SDO issues a caste certificate and sits behind a domicile certificate.
Old Documents Saying Midnapore or Paschim Medinipur: No Correction Needed
This district has been through two divisions in twenty years. The old Midnapore district was split on 1 January 2002 into Paschim Medinipur and Purba Medinipur. Then on 4 April 2017 the Jhargram subdivision left to become a district of its own.
So papers issued before 2002 say Midnapore, and papers issued between 2002 and 2017 for what is now Jhargram say Paschim Medinipur. Both are correct for their dates and neither needs a correction, an affidavit or a gazette.

What actually matters
Not the district printed on an old document, but which office serves you today. That is the one deciding any application you make now.
Documents Damaged by Flooding in Ghatal and Kharagpur: No Gazette Needed
Waterlogging in the rainy season affects Ghatal and the southern parts of Kharagpur subdivision around Sabang, Pingla and Narayangarh. Damaged or destroyed papers are a familiar problem here.
It is worth saying plainly that this is not a name problem and does not need a gazette. Apply to the office that issued the document for a fresh certified copy. A birth certificate comes again from the registering body; a board document through your school.
