Name Change Consultant in Purba Medinipur: If a Passport Is Involved, the Quick Route Is Closed
This is a district with a working port at Haldia and a great many families with people at sea or overseas. That matters, because where a passport is in the picture the fast, cheap state gazette is the wrong instrument, and you need the central one. Anyone selling you the seven-day option for a passport case is not helping you.

Name Change in Purba Medinipur (Quick Answer)
Start with one question: is a passport involved? If it is, use the central gazette, not the state one, and expect 30 to 45 days. If it is not, the Kolkata Gazette Part II route applies as everywhere in West Bengal: online, Rs 1,100, about seven days. Locally: the affidavit goes before a First Class Judicial Magistrate at a court serving your subdivision, with the district court at Tamluk. Your SDO is one of four, Tamluk, Haldia, Egra or Contai, and Egra was only created in 2002, so older papers naming Contai subdivision are correct. And in a district that leads the state on literacy, many readers will simply do this themselves, which is fine by us.

| Subdivision | Headquarters | Character | Municipalities |
|---|---|---|---|
| Tamluk | Tamluk | District headquarters and court, seven blocks | Tamluk, Panskura |
| Contai | Contai | Eight blocks, and the Digha coast | Contai |
| Haldia | Haldia | The most urban, around 21 per cent | Haldia |
| Egra | Egra | Created 2002, the most rural at around 3 per cent | Egra |

Passport Name Change in Purba Medinipur: Why You Need the Central Gazette
Most of West Bengal can use the state gazette: about a week, Rs 1,100, applied for online. It is the cheaper and faster instrument and we recommend it constantly.
But a passport is a central document. Where a passport is involved, the reissue process expects a Gazette of India notification, and the state route is the wrong tool however convenient it looks. In a district with a working port and many families in overseas or seagoing employment, this is not an edge case here. It is common.
Three further things worth knowing before you begin. A passport is never edited: every change is a reissue with a new number. Visas do not carry across to the new book. And the order of work matters, because the passport office checks against your other records.
The passport route in full, and why the central gazette is the one passports want.
A test you can apply yourself
If anyone quotes you seven days for a case involving a passport, stop. They are quoting the state route for a job it cannot do, and you will find out months later.
Name Change for Haldia Port and Industrial Employees
Haldia is a major seaport and industrial town, and a large number of people here are in central government or public sector employment. That changes your documents from the first step.
A central government employee executes a deed changing name rather than an ordinary affidavit, and the change is recorded in the Service Book through the Head of Office. In some situations, notably a woman changing only her surname on marriage, the governing order asks for no gazette at all. Public sector employers frequently have their own internal procedure as well.
The position for government employees, set out in full.
Ask before you buy anything
Your establishment section can tell you in one conversation whether you need a deed, a gazette, or only an intimation. That call is free.
Egra Subdivision Since 2002: Old Papers Saying Contai Are Correct
Egra is newer than most people realise. It was created at the 2002 partition of Midnapore, carved out of what had been the Contai subdivision.
So if you live around Egra, Patashpur or Bhagabanpur and your older documents name Contai subdivision, that is correct for its date and needs nothing done to it.
The same applies to the district itself. Papers issued before 1 January 2002 say Midnapore, because that was the district then.
The other half of that partition is covered separately.
No gazette can help with this
A gazette notifies a change in a person's name. It says nothing about which subdivision a village sat in during 1999, and nobody should charge you to fix that.
Purba Medinipur Subdivisions: Tamluk, Contai, Egra and Haldia
Tamluk is the district headquarters, with 25 development blocks and five municipalities across the district.
Tamluk
Headquarters Tamluk. The district headquarters and district court, with two municipalities at Tamluk and Panskura and seven blocks including Nandakumar, Moyna, Kolaghat and Chandipur.
Contai
Headquarters Contai. The largest by population after Tamluk, with eight blocks covering Khejuri and Ramnagar, and the Digha and Mandarmani coast.
Haldia
Headquarters Haldia. The most urban at about 21 per cent, with the port, five blocks including Mahishadal and Sutahata, and 38 gram panchayats.
Egra
Headquarters Egra. Created at the 2002 partition out of Contai subdivision, the most rural at about 3 per cent urban, with five blocks including Patashpur and Bhagabanpur.
The gap between them is wide. Haldia is around 21 per cent urban with the district's highest density, so there a municipality may genuinely hold your birth record. Egra is around 3 per cent urban, so there it almost certainly will not, and a gram panchayat holds it instead. The SDO issues a caste certificate and sits behind a domicile certificate.
Can You Apply for a Gazette Name Change Yourself in Purba Medinipur?
Purba Medinipur has the highest literacy rate of any district in West Bengal, with every block and municipality above 80 per cent. It would be dishonest to write this page as though most readers here need a consultant.
For a straightforward adult name change with no passport involved, the whole thing is: an affidavit, two newspaper notices, an online form and Rs 1,100 on GRIPS. There is nothing in it that requires paying anyone, and we have written the portal steps out so you can follow them alone.
When it is worth asking
A passport, a minor, a parent's name on a certificate, a record held by an institution rather than a government office, or a file already refused once. Those are where the order of work decides whether it takes weeks or months.
Name Change Affidavit in Purba Medinipur: Which Court
For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.
The district court is at Tamluk, with courts serving the other subdivisions. From the Ramnagar or Patashpur end the journey is real, and on the central route a notary is accepted instead.
Sign in the old name
On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.
Newspaper Advertisement for Name Change in Purba Medinipur
The state route asks for notices in one Bengali and one English daily. Circulation is reasonable across most of this district, but pick a Bengali title that genuinely reaches your block rather than assuming.
Keep the complete page with masthead and date, and proofread the wording before it runs, because a notice with an error must be published again at your cost.
Ask for the full page
Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.
Choosing a Name Change Agent in Purba Medinipur: Consultant, Agent or Neither
Neither consultant nor agent is a regulated title, so the word tells you nothing. Judge by three answers: which gazette does my case need and why, whose name goes on the central filing, and is there a cheaper route for me.
The second has one correct answer, yours, because the Department of Publication requires the file to be sent by the applicant and does not permit agents to file on your behalf.
The first matters more here than almost anywhere. If someone answers state gazette to a passport case, that single answer tells you enough.
What a consultant can and cannot do, in full.
What nobody can do
File the central gazette in your name, guarantee a date, reverse a refusal, or make a gazette rewrite a register by itself.
Central Gazette of India Name Change from Purba Medinipur, Step by Step
Required where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal. Filed by post, 30 to 45 days, and it accepts a notary.
Fix the exact new name first
Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.
Swear a notarised affidavit
On stamp paper, before a notary. No Magistrate is needed on this route.
Publish the newspaper advertisement
With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.
Prepare the deed changing name proforma
Typed, not handwritten, in the prescribed form, with blocks for two witnesses and their full addresses.
You and both witnesses sign in the old name
Not the new one. This step sends more files back than any other.
Pay on BharatKosh and post the file
Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad, posted to the Department of Publication, Civil Lines, Delhi 110054, in your own name. Agents are not permitted to file for you.
Download it, then update your records
Published in Part IV in 30 to 45 days, free, with no certification needed. Then Aadhaar, then PAN, then the passport reissue.
Kolkata Gazette Name Change Process in Purba Medinipur, Step by Step
For an adult resident of West Bengal with no passport involved. About a week, at Rs 1,100.
Check that no passport is involved
If one is, go back to the central route above. This is the step people skip.
Establish your subdivision and fix the exact name
Tamluk, Haldia, Egra or Contai, and every letter of the new name as it will appear everywhere afterwards.
Affidavit before a First Class Judicial Magistrate (local)
At a court serving your subdivision, with the district court at Tamluk. A notary will not serve on this route. Sign in the old name.
Notices in two daily newspapers (local)
One Bengali and one English daily that genuinely circulate where you live. Keep the complete pages.
Apply online and pay Rs 1,100 on GRIPS
From home, anywhere in the district. Identity proof under 2 MB, photograph under 100 KB.
Wait for the SMS, then download
About seven days where the documents are in order.
How the two routes compare, with the benefits of each set out side by side.
Name Change Services Across Purba Medinipur, Tamluk and Haldia
We work throughout the district, and only two steps depend on where you live.
What your location decides. The affidavit, at a court serving your subdivision on the state route, and the newspaper notices.
What it does not decide. Everything else. The application is online, the central file goes by post, and drafting, checking and follow-up happen by phone and email. From Haldia or from Patashpur, that part is identical.
We do not claim an office here
Our address is 3 Circus Avenue, Park Circus, Ballygunge, Kolkata 700017, and the team also works from Delhi NCR. We have no branch office in this district and will not pretend otherwise.
Tamluk Subdivision
Tamluk, Panskura, Kolaghat, Mecheda, Nandakumar, Moyna, Chandipur, Shahid Matangini.
Haldia Subdivision
Haldia, Durgachak, Mahishadal, Sutahata, Geonkhali, Chaitanyapur.
Contai Subdivision
Contai, Kanthi, Digha, Mandarmani, Shankarpur, Ramnagar, Khejuri, Junput.
Egra Subdivision
Egra, Patashpur, Bhagabanpur, Paniparul, Amarshi.
If your village or block is not named the district is still covered; the list follows the four subdivisions rather than all 223 gram panchayats.
Name Change in Purba Medinipur: Frequently Asked Questions
I work at sea or overseas and hold a passport. Which route do I use?
The central one, and this matters more here than in most districts. Where a passport is involved the Kolkata Gazette Part II route is not the right instrument, because a passport is a central document and the reissue process expects a Gazette of India notification. Anyone selling you the quicker state gazette for a passport case is doing you no favour.
Why does that matter so much in this district?
Because Haldia is a working port and a great many families here have people at sea or in overseas employment. A passport is never edited. Every change is a reissue with a new number, and visas do not carry across to the new book, so the sequence and the timing need thinking about before you start.
How many subdivisions does the district have?
Four: Tamluk, Haldia, Egra and Contai, with 25 development blocks between them. Tamluk is the district headquarters.
My old papers name Contai subdivision but I live near Egra.
That is expected and is not an error. Egra was created as a subdivision at the 2002 partition, out of what had been the Contai subdivision. Documents issued before then correctly name Contai. They need no correction, no affidavit and no gazette.
My papers say Midnapore.
Also correct. The old Midnapore district was divided into Purba Medinipur and Paschim Medinipur on 1 January 2002, so anything issued before that date names Midnapore and remains accurate for its date.
Which office holds my birth record?
The body that registered it, printed on the certificate. The district is about 92 per cent rural with five municipalities, at Tamluk, Panskura, Haldia, Egra and Contai, so outside those towns a gram panchayat or block office holds it.
Is Haldia different from the rest of the district?
Considerably. Haldia subdivision is around 21 per cent urban against about 3 per cent in Egra, and has the district's highest population density. So in and around Haldia town the municipality may well hold your record, while in the Egra and Patashpur country it almost certainly will not.
I work for the port or an industrial employer at Haldia.
Then ask your establishment section before preparing anything. Central government employees execute a deed changing name rather than an ordinary affidavit, with the change recorded in the Service Book, and in some situations the governing order asks for no gazette at all. Public sector employers often have their own internal procedure too.
Can I do the whole thing myself?
Very often, yes, and in this district more than most. The Part II application is online, the fee is Rs 1,100 paid on GRIPS, and nothing in it requires a consultant. Where your case is a straightforward adult name change with no passport involved, you can do it without paying anyone.
When would I actually need help?
When the case is not straightforward: a passport reissue, a minor, a father's or mother's name on a certificate, a document held by an institution rather than a government office, or a file that has already been refused once. Those are the situations where getting the order of work wrong costs months.
Where do I swear the affidavit?
At a court serving your subdivision, with the district court at Tamluk. For the state gazette it must be before a First Class Judicial Magistrate; the central route accepts a notary.
Which newspaper should I use?
One Bengali and one English daily for the state route. Keep the complete page with masthead and date rather than a clipping, and proofread the wording before it runs, since a notice with an error must be published again at your cost.
