Name Change in Education Documents in West Bengal: The Admission Register Decides

Boards and universities do not look at your certificate. They look at the record behind it: the admission register, the enrolment form, the examination forms. If the name you are asking for matches that record, you are correcting a printing error and it is an administrative job. If it does not, you are asking to be recorded as a different person, and that needs a gazette notification or a court. Everything else on this page follows from that one test.

How to Change a Name on Education Documents (Quick Answer)

Start with the admission register, because that is what the institution checks. If the name you want matches the register, the enrolment form and the examination forms, it is a correction and needs no gazette. If it does not, it is treated as a change of identity and needs a gazette notification, or a court order where the case is old or has been refused. Apply through the institution: a school forwards to WBBSE or WBCHSE, a college forwards to the university examination section. Use the institution's own affidavit format where it publishes one, as the University of Calcutta does. Expect one to two weeks for school verification and often 30 to 60 days at the board. An affidavit alone is not enough; it supports evidence rather than replacing it.

Correction or Change of Name: Check the School Admission Register

A certificate is printed from a record. When you ask for a change, the institution goes back to that record, the admission register, the enrolment form, the examination forms, and asks one question: does the name being requested match what we already hold?

If it matches, the certificate is simply wrong and the institution is putting it right. Administrative, comparatively quick, and no gazette.

If it does not match, you are asking the institution to certify a name it never recorded. That is a change of identity as far as the office is concerned, and it wants a published notification, sometimes with a court order behind it.

Look before you apply

How to get the register page and the Head of Institution letter. Ask your school or college for a copy of the admission register entry, or your university registration certificate. Five minutes with that page tells you which of the two roads you are on, and stops you buying a gazette you may not need or applying for a correction that was never going to be granted.

The Route

Apply Through Your School or College, Not Straight to WBBSE or WBCHSE

This is where most time is lost. You do not walk into the board or the university with a form. The school verifies your request against its own records and forwards it to WBBSE or WBCHSE; the college does the same and forwards to the university's examination or academic section. The Head of Institution signs, and the file moves with that signature on it.

For an old case where the institution has closed, merged or lost its records, direct submission is sometimes allowed. Ask the board before assuming either way.

The board route in detail: WBBSE's correction form, the attestation chain and the cash challan at Park Street.

Start with the school office

Not the board's website, not an agent. The clerk who holds the admission register can tell you in one visit whether your case is a correction, which is the single most useful thing anyone can tell you here.

University Name Change: Use the Institution's Own Affidavit Format

Universities handle name changes through the examination or academic section, and they check the same anchor: your registration certificate, admission record and examination forms. Where the request matches, corrections are ordinarily allowed. Where it does not, the university wants legal backing, meaning a gazette and, in a difficult case, a court direction.

Whose error it was decides whether a university treats it as clerical at all, and that is worth settling before you apply. One practical point specific to West Bengal: the University of Calcutta publishes its own affidavit format for registered students seeking to change a former name, middle name or surname, and applications are addressed to the Registrar, 87/1 College Street, Kolkata 700073. Where an institution publishes a format, use it. A general affidavit draft is an easy reason for a file to come back.

Ask three questions at the counter

Which section handles this, is there a prescribed format or form, and is there a time limit that applies to my year. Those three answers shape the whole application, and none of them is reliably published online.

Timing Matters

Time Limits for Correcting Old Education Certificates

Universities generally prescribe a period within which corrections should be sought, and a request made long afterwards needs justification. It does not make correction impossible, but it does push a case towards the legal route, because the institution is being asked to alter a record it certified years ago.

A surname taken on marriage is a different question entirely, and usually needs no change at all: why your old certificates are not wrong after marriage.

The practical rule is unglamorous: fix an error in the year you notice it. A misprinted marksheet dealt with at eighteen is a form; the same marksheet dealt with at thirty-five, during a job verification or a visa application, is a gazette, an affidavit and possibly a lawyer.

Where this bites hardest

Overseas study and employment, where certificates are verified directly with the issuing body. A name that disagrees with the university's record does not survive that check, and the deadline you are working to is somebody else's.

State Route

Kolkata Gazette Part II Process for an Education Name Change

Where the record does not support a plain correction, the gazette is what establishes the new name. An adult resident of West Bengal, with no passport involved, uses the Kolkata Gazette Part II, published in about a week.

1

Fix the exact new name

Spelling, spacing and surname order, decided once and used identically on the affidavit, both newspapers, the gazette application and the institution's correction form.

2

Affidavit before a First Class Judicial Magistrate

The Part II portal asks for the affidavit number and the Magistrate's name, so a notary will not serve for this route. On non-judicial stamp paper in your own name, with the declaration that both names refer to one and the same person. Sign in the old name.

3

Notices in two daily newspapers

One Bengali and one English daily, classified text under change of name. Keep the complete pages with masthead and date.

4

Apply on the Part II portal

Change of Name, or Change of Surname where only the surname moves, with identity proof under 2 MB and a photograph under 100 KB.

5

Pay Rs 1,100 on GRIPS

The state fee, online, against your own reference. Nobody should collect it in cash.

6

Download within about a week, then apply

Issued within 7 days of a complete file. Submit it through your school or college with the correction application, along with the institution's own affidavit where one is prescribed.

Central Route

Central Gazette Process for an Education Name Change

Use the Gazette of India instead where a passport is also being changed, where the student is a minor, or where you live outside West Bengal. Same adult fee, several times longer, so choose it deliberately.

1

Fix the exact new name

Everything after this copies it: the affidavit, both newspapers, the proforma, Aadhaar and the certificates.

2

Notarised affidavit

On non-judicial stamp paper in your own name, giving the old name, the new full name, parentage, address and reason, with the one-and-the-same-person declaration. A notary is enough here, unlike the state route. Sign in the old name, and swear it close to filing, since an affidavit older than about a year is questioned.

3

Notices in two daily newspapers

One Bengali and one English daily. Keep the complete pages, not clippings, and buy two or three copies of each.

4

Typed proforma with two witnesses

The Department of Publication's own proforma, typed rather than handwritten, carrying the old and new name, signed by two witnesses who sign in your old name.

5

Pay on BharatKosh

Rs 1,100 for an adult and Rs 1,700 for a minor, higher for an applicant living abroad, plus a charge per alias where the file carries one.

6

Post the file to Delhi in your own name

Affidavit, both complete newspaper pages, the typed proforma, identity and address proof, photographs, the BharatKosh receipt, and a soft copy with a certificate that it matches. To the Department of Publication, Civil Lines, Delhi 110054. Agents may not file in their own name.

7

Publication, then the free download

Usually 30 to 45 days, downloaded free from egazette.gov.in. Check it the same day, because the corrigendum window is limited.

State or central, in one line

No passport, adult, living in West Bengal: state, about a week. Passport, minor, or outside the state: central, 30 to 45 days. A student heading abroad usually needs the central one, because the passport is in the picture.

If It Goes Wrong

If the Board or University Refuses a Name Change

Institutions refuse for recognisable reasons: the request came after the prescribed period, the corrected name does not match the academic record, the error is substantial rather than typographical, or the certificate is very old.

Where that happens, the remedy is judicial. A declaration suit in the civil court seeking a direction to correct the record is the usual route, and institutions comply where there is a clear judicial direction. Some cases are also better served by first strengthening the file, with the gazette and the underlying records assembled properly, and applying again.

Where our work stops

We prepare gazette notifications and supporting documentation. A suit against a board or a university is litigation and needs a lawyer. Anyone promising to get a refusal reversed for a fee, without going to court, is describing something they cannot do.

Sequence

Which Education Records to Fix First: School Register, Then Board, Then University

1

The school record first

The admission register feeds everything above it. If the error starts there, correcting a marksheet alone leaves the source wrong.

2

Board certificates

Madhyamik and Higher Secondary, through the school to WBBSE or WBCHSE. The board route in detail.

3

University registration and degree

Through the college to the examination section. Universities read the board certificates, so fix those first.

4

Identity documents

Aadhaar, then PAN, then the rest. Employers check certificates against identity documents, so both sets must agree.

Avoid

Mistakes That Get an Education Name Change File Returned

❌

Applying without checking the admission register

It decides whether your case is a correction at all. Look first.

❌

Going straight to the board

The school or college forwards the application. Direct submission is the exception.

❌

Using a general affidavit where a format is prescribed

Institutions that publish a format expect that format.

❌

Relying on an affidavit alone

It supports evidence; it does not replace the record or the gazette.

❌

Fixing the degree and leaving the board certificate

Universities and employers read the whole chain.

❌

Waiting for a deadline to force it

An error is a form this year and a court case in ten.

FAQ & People Also Ask

Education Document Name Change: Frequently Asked Questions

How do I change my name on a marksheet or degree certificate?

Through the institution that issued it, not directly to the board or university. A school forwards a correction to WBBSE or WBCHSE; a college forwards it to the university's examination or academic section. The application is checked against your admission and examination records, and if the corrected name matches them it is processed as a correction. Older cases are sometimes allowed to apply directly.

What decides whether it is a correction or a change of name?

The record behind the certificate. Boards and universities compare the name you are asking for against the admission register, the enrolment form and the examination forms. If it matches those, the certificate is being brought into line with the record, which is a correction. If it does not, you are asking for a different identity, and that needs a gazette notification or a court order.

Is an affidavit enough on its own?

Usually not. An affidavit is your own statement and it supports other evidence rather than replacing it. Institutions want the underlying records, and where the case looks like a change of name rather than a correction, they want a published notification.

Does Calcutta University have its own format?

Yes. The university publishes an affidavit format for registered students seeking to change a former name, middle name or surname, and applications go to the Registrar at 87/1 College Street, Kolkata 700073. Use the university's own format where one exists rather than a general draft, because a non-standard affidavit is an easy reason to send a file back.

Is there a time limit?

Universities generally prescribe one for correction applications, and a request made after it needs justification. That does not mean an old certificate can never be corrected, but it does mean an old case is more likely to be routed through a gazette or a court. Deal with an error the year you notice it.

What if the board or university refuses?

The remedy is judicial. Where an institution declines, a declaration suit in the civil court seeking a direction to correct the record is the usual route, and institutions comply with a clear judicial direction. That is a matter for a lawyer, not for a documentation service.

Which gazette do I need, state or central?

For an adult resident of West Bengal with no passport involved, the Kolkata Gazette Part II is normally sufficient and publishes in about a week. The Gazette of India is needed where a passport is also being changed, where the person is a minor, or where you live outside the state.

How long does it take?

School verification commonly takes one to two weeks, and board processing is often quoted at 30 to 60 days. A university adds its own examination-section timeline. If a gazette is needed first, add about a week for the state route or 30 to 45 days for the central one.

Can a parent's name be corrected on a marksheet?

Yes, it is treated the same way: the corrected parent name has to match the admission record, and where the parent has genuinely changed their own name, it is that parent's gazette which supports it.

Do I need to correct every certificate?

Correct the ones you will actually produce: the school leaving certificate, the board marksheets and certificates, and the degree. Employers and universities abroad verify against the issuing body, so a certificate that disagrees with the record is a problem waiting for a background check.

Should Aadhaar be updated first?

For the gazette route, yes, because everything downstream reads Aadhaar. For the correction itself the anchor is the academic record rather than Aadhaar, so the two are separate questions. Fix the academic record against the register, and Aadhaar against the gazette.

Do you handle this?

We prepare the gazette notification and the supporting documentation, and we will tell you frankly when the case is a correction that needs no gazette. Applications go through your school, college or university, and a refusal that has to be challenged is work for a lawyer.
