Professional Council Name Change in West Bengal: Every Council Asks for Something Different
There is no single rule. On their own published pages, the West Bengal State Pharmacy Council names a marriage certificate as the alternative to a gazette for a married registrant, while the West Bengal Medical Council asks for a Magistrate's affidavit, Rs 1,000 and your original registration certificate surrendered. Guidance written for one profession will send you to the wrong expense in another.

Professional Council Name Change (Quick Answer)
Each council sets its own rule, so ask yours before spending anything. Two examples from the councils' own published pages. The Pharmacy Council keeps separate routes for a name change and a surname change: for a name change it lists a marriage certificate in the case of a married female candidate, or a gazette notification in all other cases, with a fee of Rs 650; for a surname change it lists a gazette notification of the Government of West Bengal, a newspaper advertisement, an affidavit from a First Class Judicial Magistrate and address proof. The Medical Council, for a change of surname, lists an affidavit before a First Class Magistrate, the original updated registration certificate to be surrendered, and a fee of Rs 1,000. For advocates, Part II of the Kolkata Gazette expressly covers Bar Council enrolment. Note that a state council asking for a Government of West Bengal notification means the state gazette, not the Gazette of India.

Professional Council Name Change in West Bengal: Four Questions to Ask First
Before you swear an affidavit, place a newspaper notice or pay anybody, ring or write to your own council and ask four things.
One. Which form? Councils often keep separate forms for a name change and a surname change, and they do not ask for the same documents.
Two. Which documents? Specifically, is a gazette required, or will a marriage certificate do if that is your situation.
Three. What is the fee? A number, from the council, separate from anything a consultant charges.
Four. Must I surrender my original registration certificate? Because at least one council does require exactly that.
Those four answers are effectively the whole job, and they cost you a phone call.
Why we lead with this
Because the answers differ by council and they change over time. Anyone who tells you the requirements without asking which council you are registered with is guessing.
Name Change After Marriage: When a Marriage Certificate Replaces the Gazette
This is the most valuable thing on this page, and it comes from the Pharmacy Council's own page rather than from us.
On its registered name change route, the Council lists the documentation as a marriage certificate in the case of a married female candidate, or a copy of a gazette notification in all other cases, with a fee of Rs 650.
Read that carefully. For a married registrant, the marriage certificate is named as the alternative to a gazette. So a pharmacist who has recently married, and who has been told she must obtain a gazette notification before her registration can be updated, may not need one at all.
Confirm it with the Council for your own case. But do not accept from anybody that a gazette is automatically compulsory, because the Council's own page says otherwise for that situation.
The same pattern elsewhere
After marriage, the marriage certificate is often enough on its own across a good many records. This is that principle appearing in a council's published requirements.
West Bengal Pharmacy Council (WBSPC) Name Change, in Its Own Words
Registered name change
- Application in the prescribed form
- Documentation of the change or alteration in any part of the name
- Fee of Rs 650
- Marriage certificate for a married female candidate, or a copy of a gazette notification in all other cases
Registered surname change
- Gazette notification of the Government of West Bengal
- A daily newspaper publication or advertisement on the matter
- An affidavit from a First Class Judicial Magistrate, with a format available to download
- One address proof for the changed surname
- Payment of the fee for surname change
Two things worth noticing. The Council keeps these as separate routes, so read the page matching what you are actually changing. And it provides the affidavit format itself, which is the version to use rather than one found elsewhere.
West Bengal Medical Council (WBMC) Change of Surname, in Its Own Words
The West Bengal Medical Council publishes an application for change of surname, and its requirements are noticeably different from the Pharmacy Council's.
- An affidavit, duly sworn before a First Class Magistrate, and a copy of it. The original is verified and returned
- The original updated registration certificate of the Council, to be surrendered
- A prescribed fee of Rs 1,000
- Your registration number, for verification
Note what is not on the form we read: a gazette notification and a newspaper advertisement. That does not mean the Council will never ask for them, but it does mean you should ask before assuming you need to buy either.
Bring a copy of everything
The form asks for the affidavit together with a copy, for verification and return of the original. Take copies of everything, so nothing you need to keep leaves the building.
Surrendering Your Original Registration Certificate to the Council
The Medical Council's form states that the original updated registration certificate is to be surrendered. It is a reasonable requirement, since a council generally reissues a certificate in the new name rather than altering the old one, but it has a practical consequence.
You will be without your original registration certificate for a period. If you need to produce proof of registration in that window, for an employer, a hospital, a tender or a licence, that matters.
So ask two things when you apply: how long will it take, and what can I hold or be issued in the meantime if I need to evidence my registration.
Do not post an original registration certificate without knowing the answer.
Time it sensibly
If you have a renewal, a job change or a verification coming up, consider when to start this rather than starting immediately. It is one of the few name change jobs where timing genuinely matters.
Advocate Name Change and the Bar Council of West Bengal
Here the state gazette route is designed with you in mind. The Kolkata Gazette Part II guidelines list advocate enrolment with the Bar Council among the matters that may be published, alongside change of name, surname, religion and gender.
So an advocate needing a name change published has a clear, ordinary route through Part II, at the standard Rs 1,100 fee, with publication in about a week.
What we will not do is describe the Bar Council of West Bengal's own form and internal requirements, because we have not verified them from the Bar Council itself. Ask the Bar Council directly, and put the same four questions to it as to any other council.
The Part II guidelines explained clause by clause, including the matters they cover.
You know this already
Most advocates reading this will assess the gazette question faster than any consultant could. Our value here is the drafting and the filing mechanics, not the law.
Nurse and Other Professional Registration Name Change in West Bengal
We are not going to invent the detail. West Bengal has councils for nursing and for other registered professions, and each will have its own form, documents and fee.
We have set out above what we could verify from the Pharmacy Council and the Medical Council published pages. For any other council, the honest answer is: ask yours, and put the four questions to it.
What you can safely carry across from this page is the shape of the job. Expect some combination of an affidavit before a Magistrate, possibly a gazette, possibly a newspaper notice, a fee, and possibly the surrender of your original certificate. Which of those apply is your council's answer to give, not ours.
Send us the answer
If your council tells you what it wants and you would like help preparing it, that is exactly the point at which we are useful. Before that, we would be guessing.
Which Gazette a West Bengal Council Means: State or Central
When the Pharmacy Council asks for a gazette notification of the Government of West Bengal, that is the state publication, the Kolkata Gazette. It is Rs 1,100, applied for online, and it publishes in about seven days.
The Gazette of India is a different publication with a different route: filed by post to Delhi, 30 to 45 days, and needed where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal.
So if you are a West Bengal registrant with a West Bengal council asking for a West Bengal notification, and somebody is steering you towards the central route, ask them why. There may be a reason, such as a passport in the picture. There may not be.
How the two routes compare, side by side.
One question settles it
Ask your council whether a state gazette notification is acceptable. If it is, and nothing else in your life requires the central route, the cheaper and faster option is the right one.
The Right Order: Gazette, Then Aadhaar and PAN, Then Your Council
Councils verify. That is their function, and it means inconsistencies between your documents will be noticed.
First, settle your legal name: the marriage certificate, or the gazette where one is genuinely needed.
Then Aadhaar and PAN, because most records are checked against them.
Then the council, with everything consistent and the affidavit in its prescribed format.
And be clear about what a council does and does not do. It corrects its own register and reissues its own certificate. It does not touch your degree certificates, your bank or anything else. Those remain separate applications.
Education records follow the admission register, and boards correct errors rather than choices.
Where we help, and where we do not
We prepare the gazette, the Magistrate's affidavit and the newspaper notice. We cannot file with your council in your place, and we would rather not be paid for a gazette you do not need. What a consultant can and cannot do.
Kolkata Gazette Part II Route for a Council Name Change, Step by Step
This is the route a West Bengal council asking for a Government of West Bengal notification means. For an adult resident of West Bengal with no passport involved. About a week, at Rs 1,100.
Confirm with your council that a state notification is acceptable
Ask before you spend. The Pharmacy Council's surname page asks for a gazette notification of the Government of West Bengal, which is this route.
Fix the exact new name
Every letter, used identically on the affidavit, both newspapers, the application, and afterwards on your council form.
Affidavit before a First Class Judicial Magistrate
Not a notary. The Part II portal asks for the affidavit number and the Magistrate's name. If your council publishes its own affidavit format, as the Pharmacy Council does, use that format. Sign in the old name.
Notices in two daily newspapers
One Bengali and one English daily. Keep the complete pages with masthead and date, since your council may want to see the advertisement itself.
Apply online and pay Rs 1,100 on GRIPS
At wbgazettepart2.in. Identity proof under 2 MB, photograph under 100 KB. The fee is fixed.
Wait for the SMS, then download
About seven days where the documents are in order, and the download is free and needs no certification.
Then apply to your council
With the gazette, the affidavit, the newspaper page and whatever else your council's four answers told you it wants.
Gazette of India (Central) Route for a Council Name Change, Step by Step
The Gazette of India, Part IV. Needed where a passport is involved, where the applicant is a minor, or where you have moved out of West Bengal while remaining on a West Bengal register. Filed by post, 30 to 45 days, and it accepts a notary rather than a Magistrate.
Fix the exact new name first
Every letter, including parentage and address as they will appear. The same wording must go on the affidavit, the newspaper notice and the proforma. A one-letter difference between the three is the commonest self-inflicted rejection, and for a professional registration it is worse than usual, because your council will later compare the gazette against its own register.
Swear a notarised affidavit
On stamp paper, before a notary. No Magistrate is needed on this route, which is the practical difference from the state one. Caution for professionals: if your council's own form demands an affidavit before a First Class Magistrate, as both the Pharmacy and Medical Councils do, then a notarised affidavit satisfies the gazette but not your council. You may need both, so ask first.
Publish the newspaper advertisement
With the old name, parentage, residential address and the new name. Keep the original page, not a clipping, since a clipping alone is often refused centrally. Keep a second copy, because your council may want to see the advertisement too.
Prepare the deed changing name proforma
Typed, not handwritten, in the prescribed form, with blocks for two witnesses and their full addresses. Choose witnesses you can reach again later, because if the file comes back you will need them a second time.
You and both witnesses sign in the old name
Not the new one. This single step sends more files back than any other, and it catches professionals as readily as anybody else.
Pay on BharatKosh and post the file in your own name
Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad. Posted to the Department of Publication, Civil Lines, Delhi 110054. It must go in your own name: the Department does not permit agents to file on your behalf, so anybody offering to file it for you is describing something that is not allowed.
Download from egazette.gov.in, then apply to your council
Published in Part IV in 30 to 45 days. The download is free and the downloaded copy needs no certification, so do not pay anybody to certify it. Then update Aadhaar and PAN, and only then approach your council with everything consistent.
Why a professional might need this route
Three situations come up often in practice. A passport in the picture, which is common for doctors and pharmacists working or examining abroad. Living outside West Bengal while remaining on a West Bengal register, which is very common for advocates and doctors. And a council or employer asking in writing for a Gazette of India notification specifically.
Why you might not
If you are resident in West Bengal, your council asks for a Government of West Bengal notification, and no passport is involved, the state route is cheaper in time and identical in fee. Seven days against six weeks. Ask your council which it accepts before choosing.
How the two routes compare in full, and why a passport forces the central route.
Professional Council Name Change: Frequently Asked Questions
Is there one rule for all professional councils?
No, and that is the single most useful thing to know. Each council in West Bengal sets its own requirements, its own form and its own fee. The West Bengal State Pharmacy Council and the West Bengal Medical Council publish noticeably different requirements for what is broadly the same job, so guidance written for one profession can send you to the wrong place and the wrong expense.
I am a married woman and a registered pharmacist. Do I need a gazette?
Possibly not, and this is worth checking before you spend anything. The Pharmacy Council's own name change page lists, as documentation, a marriage certificate in the case of a married female candidate, or a copy of a gazette notification in all other cases. So for a married registrant the marriage certificate is named as the alternative to a gazette. Confirm it with the Council for your own case, but do not assume a gazette is compulsory.
What does the Pharmacy Council ask for a surname change?
Its registered surname change page lists a gazette notification of the Government of West Bengal, a newspaper publication or advertisement on the matter, an affidavit from a First Class Judicial Magistrate with a downloadable format provided, one address proof for the changed surname, and payment of the fee.
So the Pharmacy Council treats a name change and a surname change differently?
On its own published pages, yes. It keeps a registered name change route and a registered surname change route, and they do not list the same documents. Read the page that matches what you are actually changing, and ask the Council which route your case falls under if you are unsure.
Which gazette does the Pharmacy Council want?
Its surname page refers to a gazette notification of the Government of West Bengal, which is the state publication, the Kolkata Gazette. That matters commercially: the state route costs Rs 1,100 and publishes in about a week. If a consultant is pushing you towards the central Gazette of India for a state council registration, ask why.
What does the West Bengal Medical Council ask for?
Its application for change of surname lists an affidavit duly sworn before a First Class Magistrate with a copy, the original updated registration certificate of the Council to be surrendered, a prescribed fee of Rs 1,000, and your registration number for verification. The affidavit original is verified and returned.
I have to surrender my original registration certificate?
That is what the Medical Council's form states for a change of surname. It is not unusual for a council to reissue a certificate rather than amend one, but it does mean you should not part with the original casually, and you should ask what you will hold in the meantime if you need to produce proof of registration.
What about advocates?
The Kolkata Gazette Part II guidelines expressly cover advocate enrolment with the Bar Council among the matters that may be published, so the state gazette route is designed with this in mind. Beyond that, ask the Bar Council of West Bengal for its own form and requirements, because we are not going to describe a procedure we have not verified from the Bar Council itself.
What about nurses and other registered professionals?
The same principle applies and we will not invent the detail. Ask your own council directly and ask four things: which form, which documents, what fee, and whether the original registration certificate must be surrendered. Those four answers are the whole job.
Which order should I do this in?
Deal with your legal name first, then the council. Where a gazette is genuinely needed, obtain it, then update Aadhaar and PAN, and then apply to the council with everything consistent. A council applying its own verification will notice inconsistencies between your documents.
Does the council update anything else for me?
No. A council corrects its own register and reissues its own certificate. It does not touch your Aadhaar, PAN, bank or degree certificates. Each of those is a separate application, which is why the order of work matters.
Can you do this for me?
We can prepare the gazette where one is genuinely required, draft the Magistrate's affidavit and get the newspaper notice right. We cannot file with your council in your place, and we would not want to be paid for a gazette you do not need. Ask your council first; that call is free.
