How to Change Your Surname in West Bengal (Quick Answer)
Swear an affidavit before a First Class Judicial Magistrate giving the old and new surname, your guardian's name and address and the reason; publish one notice in a Bengali and an English daily; apply online to the Kolkata Gazette Part II under Change of Surname, Annexure II, with the document for your reason uploaded (marriage certificate, decree, death certificate, adoption order; none for a personal choice), paying Rs 1,100 on GRIPS. The notification is issued within 7 days of a complete file. Use the Gazette of India instead, or as well, for a passport, a child under 18, or anyone living outside West Bengal. One exception needs no gazette at all: a married surname on a registered certificate is usually accepted by Aadhaar, PAN, banks and the passport office as it is.

Kolkata Gazette Part II Annexure II: The Clause That Covers Every Surname Change
The 17 May 2023 guideline lists, among admissible notifications, change of surname including deletion of surname and reversion to maiden name on divorce, separation or death of husband, and its document clause adds addition or change of surname on marriage or remarriage, including for State Government employees. The fee line reads Rs 1,100 for change of surname in all cases. The portal files all of these as Change of Surname, with the online undertaking in Annexure II.
Cases the clause does not name, such as a community surname, dropping a surname for personal reasons, or adding a father's surname, are still surname changes; they are filed under the same annexure with the reason stated in the affidavit and no supporting certificate, because none exists.
Surname vs name
If anything other than the surname changes, first name, middle name, or order, the portal category is Change of Name, Annexure I, and the newspaper notice must say change of name. Mixing the two returns the file. The guideline, clause by clause.

Mistakes That Return a Surname Change File in West Bengal
Filing a first-name change as a surname change
Annexure II is surname only. Anything else is Annexure I, and the newspaper must say change of name.
Buying a gazette for a married surname the certificate already proves
Try the certificate at Aadhaar first; most offices accept it.
Notary affidavit on the state route
The portal wants a First Class Judicial Magistrate's affidavit number.
No supporting document where one exists
Decree, death certificate or adoption order must be attached when the reason has one.
State gazette only, then a passport application
The passport office wants the Gazette of India. Do both if travel is ahead.
A child's surname on the state portal
Applicants 18 and above only. Minors go through the Gazette of India with a parent.
Surname Change in West Bengal: Frequently Asked Questions
How do I change my surname in West Bengal?
With an affidavit attested by a First Class Judicial Magistrate, one newspaper notice, and an online application to the Kolkata Gazette Part II under Change of Surname, Annexure II, at Rs 1,100 on GRIPS; the notification is issued within 7 days of a complete file. Attach the document for your reason: marriage certificate, decree, death certificate, adoption order. For a passport or use outside West Bengal, send the same papers to the Gazette of India as well.
Which surname changes does the Kolkata Gazette Part II cover?
Its guideline lists change of surname in all cases: addition or change of surname on marriage or remarriage, deletion of surname, and reversion to maiden name on divorce, separation or death of husband, including for State Government employees, under Annexure II. A surname changed for any other reason, such as a community surname or a family spelling, is filed under the same annexure with the reason in the affidavit.
Do I need a gazette to change my surname?
For a married surname with a registered certificate, usually no; the certificate is accepted. For every other surname change, in practice yes: an affidavit and newspaper alone are not accepted by passport offices, PAN or most banks. The gazette is the proof they ask for.
Can I remove my surname entirely and use only my first name?
Yes. The guideline expressly covers deletion of surname. The affidavit states that you drop the surname and shall be known by the first name alone. Note that some forms and systems abroad expect a surname; consider a passport implication before you do it.
Can I add my father's surname, or change to a community surname?
Yes, as a change of surname with the reason in the affidavit. No supporting certificate exists for a personal choice; the affidavit and newspaper carry it. Where the surname change is tied to a religion change, the state route has a separate Annexure III.
Which gazette for a surname change: state or central?
Kolkata Gazette Part II for Aadhaar, PAN, bank, voter ID and state records: online, 7 days. Gazette of India for the passport, a minor, someone living outside West Bengal, or use abroad: by post, 30 to 45 days. Both if unsure.
How do I change a child's surname in West Bengal?
Through the Gazette of India only, with a parent as applicant, the child's birth certificate, and the adoption or custody order where relevant; the state gazette is for applicants aged 18 and above. Both parents should sign where both have rights.
What is the fee for a surname change in West Bengal?
Rs 1,100 on GRIPS for the Kolkata Gazette Part II; Rs 1,100 adult or Rs 1,700 minor on BharatKosh for the Gazette of India. Affidavit, newspapers and courier are extra and small.
How long does a surname change take?
About two weeks from a standing start on the state route, including the affidavit and newspaper; five to seven weeks on the central route. Then Aadhaar in days, PAN and bank in a couple of weeks, passport reissue after that.
Does the first name change with the surname?
Only if you file it that way. A surname-only change is Annexure II. Changing the first name too is a Change of Name, Annexure I, and the newspaper notice must say so.
Will my old documents in the old surname become invalid?
No. The gazette links old and new as one person. Update Aadhaar, PAN, bank, passport and records to the new surname; earlier documents remain valid evidence of what they record, read with the gazette.
Can a husband take his wife's surname in West Bengal?
Yes. It is a change of surname on marriage like any other; the marriage certificate is attached, and in practice offices want the gazette because the certificate alone does not show the direction of the change.
