Name Change Consultant in Cooch Behar: The Oldest Papers Here Name a State That No Longer Exists
Cooch Behar was a princely state until 1949, with its own administration issuing its own records. So the oldest documents in families here name an authority that vanished when the state merged with India. Those papers are still correct. They need no correction, no affidavit and no gazette, and no gazette could speak to them anyway.

Name Change in Cooch Behar (Quick Answer)
The Kolkata Gazette Part II route is online, costs Rs 1,100 and publishes in about seven days. What is local is the affidavit, before a First Class Judicial Magistrate at a court serving your subdivision, and the newspapers. What is district-specific: this was a princely state until 1949, so very old family papers name the old state administration and are correct for their date. Your SDO is one of five, more than most districts. And although Rajbongshi has official recognition in parts of this district, the gazette accepts six languages only: Bengali, English, Hindi, Urdu, Nepali and Santali.

| Subdivision | Character | Municipalities |
|---|---|---|
| Cooch Behar Sadar | District headquarters and court, about 22 per cent urban | Cooch Behar |
| Dinhata | About 94 per cent rural | Dinhata |
| Mathabhanga | The most rural, about 96 per cent | Mathabhanga |
| Tufanganj | About 93 per cent rural, towards Assam | Tufanganj |
| Mekhliganj | About 90 per cent rural | Mekhliganj, Haldibari |

Cooch Behar Princely State Documents: Still Correct for Their Date
No other district in West Bengal has quite this situation. Cooch Behar was a princely state, ruled by its own Maharaja, with its own administration issuing its own records.
By an agreement in August 1949 the ruler ceded authority to the Government of India, and the transfer of administration took effect on 12 September 1949. Cooch Behar then became a district of West Bengal in January 1950.
So the oldest family documents here can name the Cooch Behar State and its officers rather than any Indian or West Bengal authority. Those documents recorded the position accurately when they were made, and they are not errors. They need no correction, no affidavit and no gazette.
What a gazette can and cannot say
A gazette notifies a change in a person's name. It cannot restate which government ran this territory in 1946, and anybody charging you to fix that is selling the wrong document entirely.
Cooch Behar Merger with India and West Bengal: Why the Dates Differ
If you look this up you will find several different dates, and we would rather say so than pretend otherwise.
The transfer of administration on 12 September 1949 is consistent across every source we checked. For the merger with West Bengal, the district's own site gives 19 January 1950, a contemporary government White Paper gives 1 January 1950, and other summaries give other dates again.
We are not going to invent a resolution to that. What matters for you is simpler: whichever date is right, your documents are unaffected. Nothing about a 1950 merger makes a paper issued in 1946 wrong.
A general rule worth keeping
When sources disagree about history, it almost never changes what you must do. Ask what office serves you today, which is a question with one answer.
Can a Gazette Notice Be in Rajbongshi? The Six Permitted Languages
Rajbongshi holds official recognition in parts of this district, and a great many people here speak it. That is worth stating, and so is the limit that goes with it.
The Kolkata Gazette Part II guidelines permit a notification in six languages: Bengali, English, Hindi, Urdu, Nepali and Santali. Rajbongshi is not among them. So however your household speaks, the gazette entry itself has to be in one of those six.
We say this plainly because the opposite mistake is easy to make. Elsewhere in West Bengal we tell readers that a notice may be published in Urdu or in Santali, and someone could reasonably assume the same flexibility extends further than it does.
The newspapers are separate
The state route still asks for notices in one Bengali and one English daily, whichever of the six languages your gazette entry uses. The Part II guidelines explained.
Cooch Behar Subdivisions and Blocks: Five SDOs, Twelve Blocks
Cooch Behar is the district headquarters. With five subdivisions this is one of the more divided districts in the state, so establishing yours matters.
Cooch Behar Sadar
Headquarters Cooch Behar. The district headquarters and district court, the most urban at about 22 per cent, with Cooch Behar municipality and the Cooch Behar I and II blocks.
Dinhata
Headquarters Dinhata. Around 94 per cent rural, with Dinhata municipality and the Dinhata I, Dinhata II and Sitai blocks.
Mathabhanga
Headquarters Mathabhanga. The most rural in the district at about 96 per cent, with Mathabhanga municipality and the Mathabhanga I, Mathabhanga II and Sitalkuchi blocks.
Tufanganj
Headquarters Tufanganj. Around 93 per cent rural, with Tufanganj municipality and the Tufanganj I and II blocks, towards the Assam side.
Mekhliganj
Headquarters Mekhliganj. Two municipalities, Mekhliganj and Haldibari, with the Mekhliganj and Haldibari blocks.
The twelve blocks are Cooch Behar I and II, Dinhata I and II, Sitai, Mathabhanga I and II, Sitalkuchi, Mekhliganj, Haldibari, and Tufanganj I and II. The Sub-Divisional Officer issues a caste certificate and sits behind a domicile certificate, so a wrong guess costs a journey.
Birth Certificate Name Correction in Cooch Behar: Who Holds Your Record
The district is about 90 per cent rural. It has six municipalities, at Cooch Behar, Dinhata, Tufanganj, Mathabhanga, Mekhliganj and Haldibari, which is a good spread with at least one in every subdivision.
Outside those six towns, a gram panchayat or block office registered your birth. In Mathabhanga subdivision, around 96 per cent rural, that is very nearly everybody.
Read the certificate
The registering authority is printed on it, and that is the office that decides a correction. The birth certificate route explains the rest.
Former Enclave Residents: Where a Name Change Consultant's Work Ends
This district contained the enclaves exchanged between India and Bangladesh in 2015, and some readers here will have come from them.
If that is your situation, please speak to a lawyer or a legal aid service before you spend money on anything. Those circumstances raise questions of citizenship and residency, and those are simply not questions a documentation consultancy can answer, ours included.
A gazette notification changes a person's name. It does nothing for status or entitlement. Anyone offering you one as a solution in that situation is selling you something that will not do what you need.
Free help exists
District Legal Services Authorities provide free legal aid and every district in West Bengal has one. For anything touching status or entitlement, that is a better first stop than any private consultant, including us.
Name Change Affidavit in Cooch Behar: Which Court
For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.
The district court is at Cooch Behar. From Mekhliganj, Haldibari or the far side of Tufanganj that is a long day, and on the central route a notary is accepted instead.
Sign in the old name
On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.
Newspaper Advertisement for Name Change in Cooch Behar
The state route asks for notices in one Bengali and one English daily. Choose a Bengali title that genuinely circulates in your block rather than assuming a Kolkata paper reaches this far north.
Keep the complete page with masthead and date, and check the wording before it runs, because a notice with a mistake must be published again at your cost.
Ask for the full page
Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.
Choosing a Name Change Agent in Cooch Behar: Three Questions
Neither consultant nor agent is a regulated title, so the word tells you nothing. Ask three things.
One. Which gazette does my case need, and why?
Two. Whose name goes on the central filing? One correct answer, yours, because the Department of Publication does not permit agents to file for you.
Three. What is the government fee and what is your fee? Two separate numbers.
Apply those to us as readily as to anyone else.
What a consultant can and cannot do, in full.
You can also do it alone
Nothing in the state route requires a consultant, and the Part II portal is walked through here screen by screen.

Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.

Publish the newspaper advertisement
With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.

Name Change in Cooch Behar: Frequently Asked Questions
My family's oldest papers are from the Cooch Behar State, not from any Indian office. Are they valid?
They are correct for their date. Cooch Behar was a princely state until 1949, and until then its own administration issued records here. Following an agreement in August 1949, the transfer of administration took effect on 12 September 1949, and Cooch Behar became a district of West Bengal in January 1950. A document naming the old state authority records the position when it was issued and needs no correction, affidavit or gazette.
Sources give different dates for the merger. Which is right?
The transfer of administration on 12 September 1949 is consistent everywhere. For the merger with West Bengal you will see 1 January, 19 January and even 26 January 1950 depending on the source, with the district's own site giving 19 January 1950. We are not going to pretend to settle that, and happily it makes no difference to anyone's documents.
Can I publish my gazette notice in Rajbongshi?
No, and this is worth knowing before someone tells you otherwise. Rajbongshi has official recognition in parts of this district, but the Kolkata Gazette Part II guidelines permit publication in six languages only: Bengali, English, Hindi, Urdu, Nepali and Santali. Rajbongshi is not among them, so the notification itself must be in one of those six.
How many subdivisions does Cooch Behar have?
Five: Cooch Behar Sadar, Dinhata, Mathabhanga, Tufanganj and Mekhliganj, with twelve development blocks between them. That is one of the larger subdivision counts in the state, so establishing which is yours matters more here than in most districts.
Which are the municipalities?
Six: Cooch Behar, Dinhata, Tufanganj, Mathabhanga, Mekhliganj and Haldibari. Every subdivision has at least one, which is unusual and helpful.
Which office holds my birth record?
The body that registered it, printed on the certificate. The district is around 90 per cent rural, and Mathabhanga subdivision is roughly 96 per cent rural, so outside the six municipal towns a gram panchayat or block office holds it.
I lived in one of the former enclaves exchanged in 2015. What should I do?
Speak to a lawyer or a legal aid service before you spend money on anything. The 2015 exchange involved questions of citizenship and residency, and those are not documentation questions that a name change consultancy can answer. A gazette notification changes a person's name; it does nothing for status, and anyone offering you one as a solution to that situation is selling you the wrong thing.
Is there free legal help available?
District Legal Services Authorities provide free legal aid, and every district in West Bengal has one. For anything touching status, entitlement or residency, that is a far better first stop than any private consultant, ourselves included.
Where do I swear the affidavit?
At a court serving your subdivision, with the district court at Cooch Behar. For the state gazette it must be before a First Class Judicial Magistrate. The central route accepts a notary, which is worth weighing from the Mekhliganj or Haldibari end.
What does the gazette cost?
Rs 1,100 for the state route, paid to the government through GRIPS, the same figure everywhere in West Bengal. Add stamp paper and two newspaper notices. Reading the guidelines is free and downloading the published notification is free.
Which newspaper should I use?
One Bengali and one English daily for the state route. Choose a Bengali title that genuinely circulates in your block, keep the complete page with masthead and date, and check the wording before it runs.
Can a consultant file the central gazette for me?
No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
