Name Change Consultant in Alipurduar: One SDO, and a New Municipality That Moved the Line
Alipurduar is one of only two districts in West Bengal with a single subdivision, so there is never a question about which Sub-Divisional Officer is yours. The thing that does catch people is newer: Falakata municipality took in what had been gram panchayat areas, so a certificate naming one of those panchayats now points at an office that has changed.

Name Change in Alipurduar (Quick Answer)
The Kolkata Gazette Part II route is online, costs Rs 1,100 and publishes in about seven days. What is local is the affidavit, before a First Class Judicial Magistrate at the court at Alipurduar, and the newspapers. What is district-specific: there is one subdivision, so one SDO; there are two municipalities, Alipurduar and the newer Falakata; and nine census towns, including Jaigaon, which have no municipal office at all. If your certificate names a Falakata panchayat, that area is now municipal. And papers naming Jalpaiguri are correct, because this became a district only on 25 June 2014.

| If you live in | Your record sits with |
|---|---|
| Alipurduar town | Alipurduar municipality |
| Falakata town area | Falakata municipality, even where an old certificate names a panchayat |
| Jaigaon or another census town | A gram panchayat. There is no municipal office |
| A tea garden or estate address | A gram panchayat |
| Anywhere else in the district | A gram panchayat or block office |

Falakata Municipality: Birth Certificates Naming a Gram Panchayat
Falakata municipality is a newer body, and it was not built on empty ground. Its area takes in what had been the Falakata-I and Falakata-II gram panchayats, along with parts of Parengerpar and Guabarnagar.
So somebody holding a birth certificate issued years ago by Falakata-I gram panchayat is holding a document that names a body whose area is now municipal.
The certificate is not wrong. But a correction application follows the office that covers that area today, which means starting at the municipality rather than hunting for a panchayat office that no longer serves the town.
The same thing happens elsewhere
In Paschim Bardhaman, Kulti, Raniganj and Jamuria were absorbed into the Asansol corporation by a gazette notification. Local bodies change; your documents do not become false when they do.
Alipurduar Gram Panchayats: Why the Counts Differ
Look this district up and you will find 66 gram panchayats in some places and 64 on the district's current pages. That looks like an error in one of them. It is not.
When a municipality is created, it absorbs panchayat areas, and the count drops. The two figures describe two different moments, before and after Falakata.
We mention it because a mismatch like that makes people doubt their own paperwork, and there is no reason to. If a number on a website does not match a number on your certificate, the website is usually the thing that has moved.
Prefer the district's own site
For anything about current offices and blocks, alipurduar.gov.in is more reliable than a summary written by anyone else, this page included.
Jaigaon and the Nine Census Towns in Alipurduar: Who Keeps Your Records
This district has nine census towns and only two municipalities. That gap matters, because a census town is not a municipality. It is a place the census counts as urban, and it has no municipal body, office or registrar of its own.
Jaigaon is the clearest example. It is a substantial town at the Bhutan gate, busy and plainly urban, and it has no municipal office to walk into. A gram panchayat registered births there.
The same holds for the Alipurduar Railway Junction area, Chechakhata, Paschim Jitpur and the rest.
The census town trap explained in full, on the district where it catches the most people.
Read the certificate
The registering authority is printed on it. That answers the question faster than the name of your town does, and it will not mislead you.
Alipurduar Sadar Subdivision and Its Six Blocks
Alipurduar has a single subdivision, Alipurduar Sadar, covering six development blocks: Alipurduar-I, Alipurduar-II, Falakata, Kalchini, Kumargram and Madarihat-Birpara.
So the question that opens almost every other district guide, which of three or four SDOs is yours, has one answer here. That makes a caste certificate or a domicile certificate simpler to pursue than in most of the state, because there is no possibility of approaching the wrong office.
There is a reason for the arrangement. The subdivision dates from 1876 and sat about 100 km from Jalpaiguri town, far enough that its SDO had long carried unusual weight. Making it a district recognised what was already true.
Still ring first
Ask what the office wants before you travel. In a district this spread out, from Madarihat to Kumargram, a wasted journey costs a day and the answer costs a phone call.
Old Documents Saying Jalpaiguri District: No Correction Needed
Alipurduar became a district on 25 June 2014, the twentieth in West Bengal. Before that it was the Alipurduar subdivision of Jalpaiguri district.
So a birth certificate, a school record or a land paper issued before that date names Jalpaiguri, and it is correct. It needs no correction, no affidavit and no gazette, and no gazette could change a district name in any case.
What changed is only where you apply now, which is the Alipurduar administration.
The Jalpaiguri side of that separation, which has itself changed again since.
One line settles it
If an officer queries an old Jalpaiguri address, explain the 2014 separation in a sentence. Anyone working in this region deals with it constantly.
Name Change Affidavit in Alipurduar: Which Court
For the state route the affidavit must be sworn before a First Class Judicial Magistrate, because the Part II portal asks for the affidavit number and the Magistrate's name. A notary will not serve.
The court serving the district is at Alipurduar. From Kumargram, Madarihat or the Jaigaon side that is a real journey, and on the central route a notary is accepted instead.
Sign in the old name
On both routes, and so must your witnesses on the central one. It is the commonest reason a file comes back.
Newspaper Advertisement for Name Change in Alipurduar
The state route asks for notices in one Bengali and one English daily. In the Dooars, pick a Bengali title that genuinely circulates in your block rather than assuming a Kolkata paper reaches you.
Keep the complete page with masthead and date, and check the wording before it runs, because a notice with a mistake must be published again at your cost.
Ask for the full page
Not a cutting. Both gazettes want the masthead and date visible, and a clipping alone is often refused centrally.
Choosing a Name Change Agent in Alipurduar: Three Questions
Neither consultant nor agent is a regulated title, so the word tells you nothing. Ask three things.
One. Which gazette does my case need, and why?
Two. Whose name goes on the central filing? One correct answer, yours, because the Department of Publication does not permit agents to file for you.
Three. What is the government fee and what is your fee? Two separate numbers.
Apply those to us as readily as to anyone else.
What a consultant can and cannot do, in full.
You can also do it alone
Nothing in the state route requires a consultant, and the Part II portal is walked through here screen by screen.

Central Gazette of India Name Change from Alipurduar, Step by Step

Fix the exact new name first
Every letter, including parentage and address as they will appear. The same wording goes on the affidavit, the newspaper notice and the proforma, and a one-letter difference between them is the commonest self-inflicted rejection.
Swear a notarised affidavit
On stamp paper, before a notary. No Magistrate is needed on this route, which matters from the far blocks.
Publish the newspaper advertisement
With the old name, parentage, residential address and the new name. Keep the original page, since a clipping alone is often refused.

You and both witnesses sign in the old name
Not the new one. This step sends more files back than any other.

We do not claim an office here
Our address is 3 Circus Avenue, Park Circus, Ballygunge, Kolkata 700017, and the team also works from Delhi NCR. We have no branch office in this district and will not pretend otherwise.

Name Change in Alipurduar: Frequently Asked Questions
My birth certificate names a Falakata gram panchayat. Where do I go now?
Probably to Falakata municipality. Falakata is a newer municipality and its area takes in what were the Falakata-I and Falakata-II panchayats, along with parts of Parengerpar and Guabarnagar. So a certificate issued years ago by one of those panchayats names a body whose area is now municipal. The certificate is not wrong, but a correction application follows the office that covers the area today.
Why do different sources give different numbers of gram panchayats?
Because of exactly that change. You will see 66 in older listings and 64 on the district's current pages. When a municipality is created it absorbs panchayat areas, so the count drops. Neither figure is a mistake; they describe different moments.
How many subdivisions does Alipurduar have?
One: Alipurduar Sadar. That makes it one of only two districts in West Bengal where there is no question about which Sub-Divisional Officer serves you. There is one, at Alipurduar.
Which blocks make up the district?
Six: Alipurduar-I, Alipurduar-II, Falakata, Kalchini, Kumargram and Madarihat-Birpara. The district headquarters is at Alipurduar.
My older papers say Jalpaiguri, not Alipurduar.
They are correct for their date. Alipurduar was the Alipurduar subdivision of Jalpaiguri district until it became a district in its own right on 25 June 2014, as the twentieth district of West Bengal. Documents issued before then name Jalpaiguri and need no correction, no affidavit and no gazette. What changed is that your applications now go to the Alipurduar administration.
I live in Jaigaon. Which municipal office is mine?
None. Jaigaon is a census town, not a municipality, and a census town has no municipal body of its own. The district has nine census towns and only two municipalities, at Alipurduar and Falakata. If you live in a census town, a gram panchayat or block office registered your birth.
My address is a tea garden. Does that change anything?
No. A tea garden or tea estate in a place name is not a registering authority. Unless you are inside one of the two municipalities, the gram panchayat covering that area is the body that registered the birth, and its name is printed on the certificate.
Why did Alipurduar become a district at all?
Distance, largely. The subdivision was created back in 1876 and sat roughly 100 km from Jalpaiguri town, far enough that its Sub-Divisional Officer had long carried unusual weight. Making it a district in 2014 recognised what was already true in practice.
Where do I swear the affidavit?
At the court serving the district, at Alipurduar. For the state gazette it must be before a First Class Judicial Magistrate. The central route accepts a notary, which is worth weighing from the Kumargram or Madarihat end.
What does the gazette cost?
Rs 1,100 for the state route, paid to the government through GRIPS, the same figure everywhere in West Bengal. Add stamp paper and two newspaper notices. Reading the guidelines is free and downloading the published notification is free.
Which newspaper should I use?
One Bengali and one English daily for the state route. Choose a Bengali title that genuinely circulates in your block, keep the complete page with masthead and date, and check the wording before it runs.
Can a consultant file the central gazette for me?
No. The Department of Publication requires the file to be sent in the applicant's own name and does not permit agents to file on your behalf. A consultant prepares the papers; the payment and the posting stay yours.
