Electricity Bill Name Change in West Bengal: WBSEDCL Has a Change of Ownership Form
What people call an electricity bill name change is nearly always a transfer of the connection from one person to another, and WBSEDCL's own form says so: Annexure A1, application for change of ownership. That matters, because signing it means taking on the previous consumer's liabilities. Check the dues before you apply, not after.

Electricity Bill Name Change in West Bengal (Quick Answer)
First establish which of two jobs you have. If the consumer is already you and your name is simply misspelt, that is a correction to the consumer record. If the bill names someone else, a late parent, a previous owner or a landlord, that is a change of ownership, and the form is Annexure A1. It needs a no objection certificate from the existing consumer (Annexure A4), or where that consumer has died a succession certificate or an Annexure A3 affidavit from the other legal heirs, or a sale, lease or tenancy deed, plus the last bill. Two warnings: the undertaking makes you liable for the transferor's dues, and a tick box on Annexure A4 decides whether the security deposit comes to you or goes back to them. No gazette is involved.

| Your situation | What it is | Gazette? |
|---|---|---|
| Your own name misspelt on the bill | A correction to the consumer record | No |
| Bill in a previous owner's name | Change of ownership, Annexure A1 | No |
| Bill in a late parent's name | Change of ownership, with succession proof | No |
| Bill in your landlord's name | Change of occupancy, with the tenancy agreement | No |
| You have legally changed your own name | A correction, supported by your gazette | Yes, if you already have one |

Electricity Bill Name Change or Change of Ownership: Which One You Need
People search for an electricity bill name change and are often sold a gazette notification. In most cases that is the wrong document entirely, and the reason is visible on the form itself.
WBSEDCL does not have a name change form. It has Annexure A1, the application form with undertaking for change of ownership or change in purpose of supply. The question the company is answering is not what is this person called but whose connection is this now.
So there are two quite different jobs. If the consumer is already you and the spelling is wrong, that is a correction. If the bill names anybody else, that is a transfer, and no amount of paperwork about your name will achieve it.
The same pattern elsewhere
A vehicle RC correction is not a transfer either, which is why Forms 29 and 30 are the wrong forms for it. Utilities and registrations keep asking whose is it, while identity documents ask who are you. Getting that distinction right saves most of the wasted trips we see.
WBSEDCL or CESC: Which Electricity Company Is Yours
WBSEDCL distributes electricity across West Bengal apart from the areas served by CESC. CESC serves Kolkata and adjoining areas, and a few other licensees serve particular industrial pockets.
So the first step is not a form. It is to read the name printed at the top of your own bill and deal with that company. The shape of the job is much the same everywhere, an ownership transfer rather than a name change, but the forms, the offices and the annexures are not.
Everything below is WBSEDCL's procedure, taken from its own form.
Read the document, do not guess
It is the same advice we give about birth certificates, where the registering authority is printed on the certificate. Your bill names your licensee, your consumer ID and your installation number. All three go on the application.
Previous Owner Electricity Dues: The Undertaking in Annexure A1
Annexure A1 is an application with an undertaking, and the undertaking is where the money is.
Clause (ii) states that you shall bear all the liabilities of the transferor as a consumer under the Electricity Act and the rules made under it. In plain words: whatever is owed on that connection becomes your problem once the transfer takes effect.
That is not a trap and it is not unreasonable. The connection carries its history with it. But it means the sensible order of work is dues first, application second. Ask the office for the outstanding position in writing before you sign anything, and settle it, or have the seller settle it, as a condition.
Especially when buying
If you are buying a flat or a house, make the electricity dues part of the negotiation alongside the deed. People check the municipal tax and forget the meter.
Annexure A4 NOC: Who Gets the Electricity Security Deposit
Annexure A4 is the no objection certificate signed by the existing consumer, and it contains a choice that most people never notice.
The outgoing consumer either asks for the service to be transferred along with the security deposit, or with arrangement to refund my security deposit. Those are two different outcomes. If their deposit is refunded to them, you will be asked to furnish a fresh security deposit, and the undertaking says it will be claimed in your first electricity bill.
So agree it with the seller before the form is signed. It is a real sum and it is settled by a tick.
A deposit is not a fee
A security deposit is adjustable and refundable. It is not a charge for the service. If anyone quotes you a figure, ask plainly whether it is a fee or a deposit, because only one of them comes back to you.

- The address of the premises and the name of the existing consumer
- Class of consumer: domestic, commercial, industrial, street light or other
- The sanctioned or contract demand in KVA
- Your name as the new owner or occupier, and the reason in brief
- PAN and Aadhaar details, and a self-attested passport size photograph
Enclosures
- NOC from the existing consumer, in the Annexure A4 format
- Or, where that consumer has died, a succession certificate or an affidavit in the Annexure A3 format
- Or a sale deed, lease deed or tenancy agreement
- A copy of the last electric bill
Annexure A2 self-certification of wiring and Annexure B1 way leave permission also appear on the form. Ask your office which apply to your case.
Electricity Bill Name Change After the Death of the Consumer: Annexure A3
This is the commonest version of the question, and WBSEDCL has a specific format for it.
You need either a succession certificate, or an affidavit in the Annexure A3 format in which the other legal heirs state they have no objection to the service being transferred to you. The format is an affidavit, solemnly affirmed and prepared through an advocate.
Where the family agrees, that affidavit is the ordinary and inexpensive route. Where the heirs do not agree, or the estate is disputed, this stops being a documentation question. That is a lawyer's work, and no consultant should pretend otherwise.
Free legal help exists
District Legal Services Authorities provide free legal aid in every district of West Bengal. For a disputed estate that is a better first stop than any private consultant, including us.
How to Apply for WBSEDCL Name Transfer and Track It
Settle the dues question first
Ask the office for the outstanding position in writing. You are about to undertake to bear it.
Agree the security deposit with the outgoing consumer
Transferred to you, or refunded to them. It is a tick box on Annexure A4 and it decides who pays again.
Collect the supporting document
Annexure A4 NOC, or a succession certificate or Annexure A3 affidavit, or the deed or tenancy agreement.
Fill Annexure A1 from the bill itself
Consumer ID, installation number and class of consumer all come off your bill, not from memory. Attach the last bill and your photograph.
Submit at the CCC, Regional Office or Central Commercial office
WBSEDCL also offers change of ownership through the Alteration of Service section of its online portal for registered consumers.
Take the acknowledgement
The form has an acknowledgement slip with an application number and date, signed and sealed by the office. Ask for it and keep it. It is how you follow up.
Read the first bill carefully
The newly determined security deposit is claimed in the first bill after the transfer takes effect, so expect it and check it.
Old Electricity Bill Still Says WBSEB?
WBSEDCL was formed in 2007, as successor to the West Bengal State Electricity Board. So older bills, receipts and file papers name the Board rather than the company.
That is correct for its date and needs nothing done to it. It is the same principle that runs through everything on this site: a document records the position on the day it was issued, and it does not become false because an organisation was restructured afterwards.
Useful when proving occupancy
Old bills are often produced as evidence of long occupation. A bill in the Board's name is still a bill, and nobody should tell you otherwise.
When You Need a Gazette for an Electricity Bill Name Change
There is one case where a gazette is relevant, and it is worth stating so this page is not misread.
If you are already the consumer and you have legally changed your own name, then the bill should follow your new name, and your gazette notification is the document that supports it. That is a correction to the consumer record and the licensee will tell you what it wants alongside your updated Aadhaar and PAN.
What a gazette will not do is move a connection from one person to another. For that you need ownership or occupancy proof, whatever your name is.
How the gazette routes work, and when a spelling needs no gazette at all.
Order of work
Aadhaar and PAN first, as always, because most records are checked against them. The utility comes afterwards, and it is rarely the difficult part.
Electricity Bill Name Change in West Bengal: Frequently Asked Questions
Is there a name change form for a WBSEDCL bill?
Not as such, and this is the thing to understand first. WBSEDCL's form is called an application for change of ownership or change in purpose of supply, Annexure A1. What people call a name change is nearly always a transfer of the connection from one person to another, which is a different job with different documents.
When is it a correction rather than a transfer?
When the consumer is already you and your own name is simply misspelt on the bill. That is a correction to the consumer record and is a much smaller matter. If the bill names your late father, a previous owner or a landlord, it is not a correction. It is a transfer.
Do I need a gazette notification for this?
Almost never. A gazette notifies a change in a person's name. It does nothing about who a connection belongs to. If your own legal name has genuinely changed and you want the bill to follow, the gazette supports that. But for a bill in somebody else's name, a gazette is the wrong document and anyone selling you one for it is not helping.
Which form do I use and where does it go?
Annexure A1, the application form with undertaking for change of ownership, submitted to your Customer Care Centre, Regional Office or Central Commercial office. WBSEDCL also offers change of ownership through the Alteration of Service section of its online portal for registered consumers.
What documents does WBSEDCL ask for?
Its own form lists them. A no objection certificate from the existing consumer in the form of Annexure A4, or, where the consumer has died, a succession certificate or an affidavit in the form of Annexure A3 from the other legal heirs, or a sale deed, lease deed or tenancy agreement. Plus a copy of the last electric bill, a passport size photograph, and your PAN and Aadhaar details.
What is the biggest risk in this application?
The undertaking you sign. Clause (ii) of Annexure A1 states that you will bear all the liabilities of the transferor as a consumer. In plain words, unpaid dues on that connection become yours once the transfer is effected. Ask for the dues position in writing before you apply, not after.
What happens to the security deposit?
This is worth a conversation with the seller. The Annexure A4 no objection certificate has a tick box: the existing consumer can transfer the service along with the security deposit, or ask for their security deposit to be refunded to them. If it is refunded to them, you will be asked to furnish a fresh security deposit, claimed in your first bill. That is real money and it is decided by a tick.
Is the security deposit a fee?
No. A security deposit is a deposit, adjustable and refundable, not a charge for the service. Ask anyone quoting you a figure whether it is a fee or a deposit, because the two are not the same thing and only one comes back.
The consumer has died. What do I do?
You need either a succession certificate, or an affidavit in the Annexure A3 format from the other legal heirs stating they have no objection to the service being transferred to you. Where the heirs agree, the affidavit route is the ordinary one. Where they do not agree, or the estate is disputed, that is a lawyer's question and not a documentation one.
My bill says WBSEB, not WBSEDCL.
That is correct for its date. WBSEDCL was formed in 2007 as successor to the West Bengal State Electricity Board, so older bills and papers name the Board. It is history rather than an error and needs nothing done to it.
I live in Kolkata. Is this the same?
Probably not. WBSEDCL serves West Bengal apart from the areas served by CESC, and a few other licensees serve particular pockets. Read the name printed at the top of your own bill and deal with that company. The general shape of the job, an ownership transfer rather than a name change, is much the same, but the forms and offices are not.
Should the connection be transferred before or after I update other records?
Deal with the connection on its own terms. It follows the property, not your identity documents. Where your legal name has changed, update Aadhaar and PAN first as usual, then ask the licensee what it wants for the consumer record.
