LPG Gas Connection Name Change in West Bengal: The Connection Belongs to Whoever Holds the Voucher
An LPG connection is held against a Subscription Voucher, and what people call a name change is nearly always a transfer of that voucher. The form itself asks you to tick which of five types of transfer you are applying for. Get that right first, because the five do not need the same documents and one of them costs a great deal more than the rest.

LPG Connection Name Change in West Bengal (Quick Answer)
The connection sits with whoever holds the Subscription Voucher. The standard form covers five types: A transfer to a family member, B transfer outside the family, C transfer without a consent letter, D transfer to the next of kin where the subscriber has died, and E regularization where equipment is held with no voucher at all. For a death, the next of kin deposits the original SV with a death certificate and a legal heir certificate, an NOC from the other heirs or an undertaking, and a fresh SV issues on the same deposit. For regularization you pay the entire deposit at the prevailing rate, which is the expensive one. No gazette is needed unless your own legal name has changed.

| Your situation | What it is | Gazette? |
|---|---|---|
| Connection in a late parent's name | Type D transfer, with the original SV | No |
| Moving it to a son, daughter or sibling | Type A transfer, with written consent | No |
| You hold the cylinder but have no voucher | Type E regularization. The costly one | No |
| Your own name misspelt in the records | A KYC record correction | No |
| Your own legal name has changed | A record update, supported by your gazette | Yes, if you already have one |
| You are moving house | Not a name change at all | No |

LPG Subscription Voucher (SV): Why It Decides the Name on Your Connection
An LPG connection is not held in the abstract. It is held against a Subscription Voucher, usually just called the SV, and the security deposit for the cylinder and regulator sits against that voucher.
So when somebody asks how to change the name on a gas connection, the real question is whose voucher is it. That is why the standard form is a transfer and regularization form rather than a name change form, and why it opens by asking you to tick which of five situations you are in.
Find the SV before you do anything else. If it is lost, you can generally proceed with an affidavit in its place, but ask your distributor for the format it accepts before paying to have one sworn.
The same question as the meter
Your electricity connection works the same way: the company is asking whose is it, not who are you. Utilities almost always ask the first question, and identity documents almost always ask the second.
LPG Transfer Form: Type A, B, C, D and E Explained
Establish yours before collecting a single document. They do not need the same things and they do not cost the same.
Type A: Transfer to a family member
The registered customer is alive and consenting. Bharatgas describes family as father, mother, son, daughter, brother, sister. The customer submits written consent in favour of the family member.
Type B: Transfer outside the family
The same idea, but to someone who is not family. Expect closer scrutiny and a consent letter from the transferor.
Type C: Transfer without a consent letter
For cases where the transferor will not or cannot give consent. Ask your distributor exactly what it will accept before you begin.
Type D: Transfer on the death of the subscriber
The commonest case. Original SV, a copy of the death certificate, and a legal heir certificate, NOC from the other heirs or an undertaking.
Type E: Regularization
Where equipment is held with no SV and no DGCC. An undertaking, and the entire security deposit at the prevailing rate.
Indane, Bharatgas and HP Gas describe these in slightly different words, and the form you are handed may differ in layout. The five situations are the same, so if a distributor uses different labels, ask which of these five your case falls under.
LPG Connection Transfer After the Death of the Subscriber
This is Type D, and the requirements are consistent across the companies.
The next of kin deposits the original Subscription Voucher and produces a copy of the death certificate, together with a legal heir certificate, a no objection certificate from the other legal heirs, or an undertaking in the standard format, whichever your distributor accepts.
A fresh Subscription Voucher is then issued in the name of the legal heir.
Where the family agrees, that is a straightforward counter job. Where the heirs disagree, or the estate is disputed, this stops being a documentation matter. That is a lawyer's work.
The death certificate first
It comes from the same registration system that issues birth certificates in West Bengal. If it has not been obtained yet, that is step one, and everything else waits on it.
Does the LPG Security Deposit Carry Over on Transfer?
People worry that transferring a connection means losing the security deposit and paying again at today's rate. On a transfer, that is not what happens.
The fresh Subscription Voucher is issued on the same deposit as the original. The deposit follows the connection. An old connection carrying an old deposit keeps that deposit when it passes to a family member or a legal heir.
That is worth knowing because it is precisely the point at which somebody might tell you a large payment is due. On a genuine transfer, it is not.
Different from the electricity meter
On a WBSEDCL change of ownership the outgoing consumer can have their deposit refunded to them, leaving you to furnish a fresh one. LPG does not work that way, and the contrast is worth remembering.
LPG Regularization Without a Subscription Voucher: Why It Costs More
Type E is different from the other four, and the difference is money.
Regularization is for people holding LPG equipment with no connection document at all, no Subscription Voucher and no Domestic Gas Consumer Card. It usually arises where a cylinder has been in a household for years, passed along informally, and nobody ever held paperwork for it.
The holder submits an undertaking and pays the entire security deposit for the equipment at the prevailing rate. Not the old deposit. The current one.
So the difference between a transfer and a regularization is the difference between keeping an old deposit and paying a new one in full. If there is any chance the original voucher still exists in the family, it is worth looking for it properly first.
Worth the search
Old SVs turn up in file folders, with property papers, or with whoever handled the household's documents. An hour spent looking is cheaper than the alternative.
Why an LPG Connection Transfer Is Refused: One Connection per Address
It is usually nothing to do with your paperwork.
The distributor verifies KYC and checks for multiple connections at the address given for the transfer, because a household is expected to hold one domestic connection.
So if the person receiving the connection already has one, or there is already a connection at that address, expect the application to stop there. Raise it with the distributor before you assemble the file, because it is the one obstacle no amount of documentation will move.
A question worth asking early
Ask the distributor plainly: will a connection at this address in this person's name be accepted? A minute at the counter can save a week of collecting papers.
Documents Required for LPG Gas Connection Name Change
Everyone
- The original Subscription Voucher, or an affidavit if it is lost
- The completed transfer form, with the correct type ticked
- KYC, identity and address proof of the person receiving the connection
- Bank passbook copy or cancelled cheque for the subsidy
Depending on your type
- Type A or B: written consent from the registered customer
- Type D: death certificate, plus a legal heir certificate, NOC from other heirs or undertaking
- Type E: an undertaking, and the full deposit at the prevailing rate
Distributors may also carry out a physical verification. Ask yours for its own checklist, because the three companies word this differently.
Name Spelling Correction and Address Change: Not LPG Transfers
Your own name has changed. If you are already the registered consumer and your name has changed after marriage or otherwise, that is a record update, not a transfer. Take identity proof carrying the new name to your distributor and ask what its KYC record needs. Far smaller job.
You are moving house. Also not a transfer, and the two get muddled constantly. Moving within the same area is usually handled by informing your distributor with proof of the new address. Moving further generally means surrendering the connection and taking a fresh one where you are going. Ask your distributor which applies to your move.
Why it matters
People are sold transfer paperwork for both of these. Neither needs it, and neither needs a gazette. The marriage route explains when the certificate alone is enough.
When You Need a Gazette for an LPG Name Change
There is one case, and it is narrow.
If you are already the registered consumer and you have legally changed your own name, your gazette notification is the document that supports updating the consumer record, alongside your updated Aadhaar and PAN.
What a gazette will never do is move a connection from one person to another. For that you need the voucher and the consent or heirship proof, whatever your name is. Anyone selling you a gazette to inherit a gas connection is selling the wrong document.
How the gazette routes work, for the cases where one genuinely is needed.
Order of work
Aadhaar and PAN first, since KYC is checked against them. The gas connection comes afterwards and is rarely the hard part.
LPG Connection Name Change in West Bengal: Frequently Asked Questions
Is an LPG name change the same as a name change?
Usually not. The connection belongs to whoever holds the Subscription Voucher, the SV, and what people call a name change is normally a transfer of that voucher from one person to another. The standard form asks you to tick which of five types of transfer or regularization you are applying for, which tells you plainly that the question is whose connection it is.
What are the five types?
Type A, transfer to a family member. Type B, transfer outside the family. Type C, transfer without a consent letter from the transferor. Type D, transfer to the next of kin where the subscriber has died. Type E, regularization, where LPG equipment is held without a Subscription Voucher. Establish yours before you collect a single document, because they do not need the same things.
Who counts as family for a Type A transfer?
Bharatgas states the transfer within family covers father, mother, son, daughter, brother and sister, with the registered customer submitting written consent in favour of the family member. Ask your own distributor to confirm, since the three companies word their rules slightly differently.
The connection holder has died. What do I need?
The next of kin deposits the original Subscription Voucher and produces a copy of the death certificate and either a legal heir certificate, a no objection certificate from the other legal heirs, or an undertaking in the standard format. A fresh Subscription Voucher is then issued in the legal heir's name.
Do I lose the security deposit when the connection transfers?
No, and this is the good news that is rarely stated. The fresh Subscription Voucher is issued on the same deposit as the original one. The deposit follows the connection rather than being refunded and collected again.
What if the Subscription Voucher is lost?
You can generally proceed with an affidavit in place of the missing voucher. Ask your distributor for the format it accepts before you get one sworn, so you do not pay for the wrong document.
What is regularization, and why does it cost more?
Type E is for people holding LPG equipment without any connection document, no Subscription Voucher and no Domestic Gas Consumer Card. The holder submits an undertaking and pays the entire security deposit at the prevailing rate. That is the important difference: a transfer keeps the original deposit, while regularization means paying the full deposit at today's rate.
Can the transfer be refused?
Yes, and the commonest reason is nothing to do with your documents. The distributor verifies KYC and checks for multiple connections at the address given for the transfer, because a household is expected to hold one domestic connection. If the person receiving it already has a connection, or there is already one at that address, expect a problem and raise it with the distributor first.
Do I need a gazette notification for any of this?
No. A gazette notifies a change in a person's name. It says nothing about who a gas connection belongs to. The only case where it helps is if you are already the registered consumer and your own legal name has changed, in which case it supports updating the consumer record.
My own name has changed after marriage. What do I do?
That is a record update rather than a transfer. Take identity proof carrying your new name to your distributor and ask what it needs for the KYC record. It is a much smaller job than a transfer and should be treated as one.
I am moving house. Is that a name change?
No, and the two get confused constantly. Moving within the same area is usually handled by informing your distributor with proof of the new address. Moving to a different place generally means surrendering the connection and taking a fresh one where you are going. Neither is a transfer of ownership, so ask your distributor which applies.
Does the subsidy follow automatically?
Not by itself. The subsidy is paid into a bank account, so the new holder's bank details, usually a passbook copy or a cancelled cheque, go in with the transfer papers. Check after the first refill that it has reached the right account.

That one answer decides most of this. With the SV in hand it is a transfer and the old deposit carries over. Without it, and with no other connection document, it becomes a regularization and the full deposit falls due at today's rate. Look for it before you spend anything.
