Vehicle RC Name Change in West Bengal: A Correction to Your Own Record, Not a Transfer

Your car did not change hands. Only your name changed. That distinction decides the whole application, because a transfer of ownership and a correction of the owner's particulars are different services with different forms, and picking the wrong one pulls road tax, insurance and a no-objection process into something that should have been simple.

How to Correct the Owner Name on a Vehicle RC (Quick Answer)

Apply to the RTO that holds your vehicle record for a correction of the owner's particulars, started on the Parivahan vehicle services portal for West Bengal. It is not a transfer of ownership: Forms 29 and 30 are for a vehicle that has changed hands, and your vehicle has not. Take the original RC, proof of the new name such as a gazette notification or marriage certificate, an affidavit, identity and address proof, valid insurance and a pollution certificate. If the vehicle is on a loan, tell your financier first, because its name sits on the RC as hypothecation. Your registration number does not change. The new smart card commonly arrives in 7 to 15 working days. Afterwards, update the insurance, which must match both the RC and your driving licence.

The Expensive Confusion

RC Name Correction Is Not a Transfer: Why Forms 29 and 30 Are Wrong

The RC records two different things: which vehicle it is, and who owns it. When you change your name, the owner has not changed. The same person now goes by a different name, and the record needs correcting to say so.

A transfer of ownership, on Forms 29 and 30, exists for a vehicle that has genuinely moved from one person to another, whether by sale, gift or inheritance. Filing one when nothing was sold creates a change-of-owner event on the record, and that can pull in road tax questions, a re-issued insurance policy, and a fresh no-objection process for a financier. All of it avoidable.

Say it plainly at the counter

"My name has changed; the vehicle is still mine and I need the owner particulars corrected." That one sentence puts you in the right queue and saves the conversation going the wrong way.

Check First

Vehicle on Loan: Hypothecation and the Financier on the RC

Where a vehicle was bought on finance, the lender's name is recorded on the RC as hypothecation. That means a third party has an interest in the very record you are asking to change, and RTOs are careful about it.

So tell your financier before you apply, and follow whatever it asks for, usually a letter or a no-objection. It matters later too: when the loan closes, hypothecation is terminated using Form 35 with the bank's no-objection certificate, and that is smoother if the bank's records and the RC already agree on your name.

Loan closing soon?

If the loan ends within a few months, ask the RTO whether the name correction and the hypothecation termination can be handled together. One visit is better than two.

State Route

Kolkata Gazette Part II Process Behind an RC Correction

Where the name has genuinely changed, the affidavit you file at the RTO refers to a published notification. A vehicle record is a West Bengal record, so an adult resident uses the Kolkata Gazette Part II, published in about a week.

1

Fix the exact new name

Spelling, spacing and surname order, decided once and used identically on the affidavit, both newspapers, the gazette application, the licence and the RC.

2

Affidavit before a First Class Judicial Magistrate

The Part II portal asks for the affidavit number and the Magistrate's name, so a notary will not serve for this route. On non-judicial stamp paper in your own name, with the one-and-the-same-person declaration. Sign in the old name.

3

Notices in two daily newspapers

One Bengali and one English daily, classified text under change of name. Keep the complete pages with masthead and date.

4

Apply on the Part II portal

Change of Name, or Change of Surname where only the surname moves, with identity proof under 2 MB and a photograph under 100 KB.

5

Pay Rs 1,100 on GRIPS

The state fee, online, against your own reference.

6

Download within about a week

Issued within 7 days of a complete file. Then Aadhaar, then the licence, then the RC.

Central Route

Central Gazette Process Behind an RC Correction

Use the Gazette of India instead where a passport is also changing, the person is a minor, or you live outside West Bengal. Same adult fee, several times longer.

1

Fix the exact new name

Everything after this copies it: the affidavit, both newspapers, the proforma, Aadhaar, the licence and the RC.

2

Notarised affidavit

On non-judicial stamp paper in your own name, giving the old name, the new full name, parentage, address and reason, with the one-and-the-same-person declaration. A notary is enough here, unlike the state route. Sign in the old name, and swear it close to filing.

3

Notices in two daily newspapers

One Bengali and one English daily. Keep the complete pages, not clippings, and buy two or three copies of each.

4

Typed proforma with two witnesses

The Department of Publication's proforma, typed rather than handwritten, signed by two witnesses who sign in your old name.

5

Pay on BharatKosh

Rs 1,100 for an adult and Rs 1,700 for a minor, higher from abroad, plus a charge per alias.

6

Post the file to Delhi in your own name

To the Department of Publication, Civil Lines, Delhi 110054, with the soft copy and a certificate that it matches the typed text. Agents may not file in their own name.

7

Publication, then the free download

Usually 30 to 45 days, downloaded free from egazette.gov.in. Check it the same day; the corrigendum window is limited.

State or central, in one line

No passport, adult, living in West Bengal: state, about a week. Passport, minor, or outside the state: central, 30 to 45 days. For a vehicle record alone, the state route is right.

Step by Step

How to Apply for RC Name Correction on Parivahan

1

Open the vehicle services portal for West Bengal

On Parivahan, choose vehicle related services and your state, then enter the registration number and chassis details to reach your record.

2

Choose the correction service

Correction of the owner's particulars, not transfer of ownership. If your address has changed too, deal with both.

3

Enter the corrected name and upload

Exactly as the gazette or certificate prints it. Upload the proof, the affidavit and your identity documents.

4

Pay and keep the acknowledgement

Fees depend on the vehicle type and carry a service charge in most states. Read the amount on the screen and save the application number.

5

Attend the RTO with originals and the old card

The existing certificate is usually surrendered, since a fresh card is issued in its place.

6

Receive the new smart card

Commonly 7 to 15 working days, posted to the address on the record. Check that address before you apply.

Finish Properly

Vehicle Insurance Name Must Match the RC and Driving Licence

A motor policy sits between two records: the vehicle, identified by the RC, and the driver, identified by the licence. If your name reads differently on any of the three, a claims team has to reconcile it before settling, and that delay lands at the worst possible moment.

So once the corrected RC arrives, send your insurer copies of the new RC and the new licence together with the gazette or marriage certificate, and ask for a KYC update in writing. How insurers handle a name change. One letter covering both is cleaner than two.

Order of work

Gazette, Aadhaar, driving licence, RC, then the insurer. The licence comes before the RC because it is the document you actually carry.

Avoid

Costly Mistakes in a Vehicle RC Name Change

❌

Filing a transfer of ownership

Nothing was sold. A transfer creates a change-of-owner record and the problems that follow it.

❌

Ignoring the financier

The bank is on the RC. Tell it before you apply, not after.

❌

Correcting the RC and forgetting the licence

Insurers and police read both. Do them in order.

❌

Leaving the insurer uninformed

A mismatch surfaces at claim time, which is far too late.

❌

Letting the card go to an old address

It is posted to the record. Fix the address in the same application.

❌

Living with a dealer's spelling mistake

Raise it early. A registration error is easier to correct now than after years of renewals.

FAQ & People Also Ask

Vehicle RC Name Change: Frequently Asked Questions

How do I change my name on my vehicle RC?

Apply to the RTO that holds the vehicle record for a correction of the owner's particulars, with an application, an affidavit, proof of the name such as a gazette notification or marriage certificate, your identity and address proof, and the original RC. Start it on the Parivahan vehicle services portal for your state, pay the fee and attend the RTO if asked. A fresh RC card is issued with the corrected name.

Is this the same as transferring ownership?

No, and this is the most expensive mistake here. A transfer of ownership, on Forms 29 and 30, is for a vehicle that has changed hands. Your vehicle has not changed hands; only your name has changed. Filing a transfer creates a change-of-owner record, which can drag in road tax questions, insurance re-issue and a fresh no-objection process. Choose the correction service.

Does my registration number change?

No. The registration number belongs to the vehicle, not to your name. A correction reissues the card with the same number and the corrected owner particulars.

What if my vehicle is on a loan?

Then the financier's name is recorded on the RC as hypothecation, and the bank has an interest in the record. Tell your financier before you apply and follow whatever it asks for, because an RC changed without informing them can complicate the eventual termination of hypothecation when the loan closes.

Which documents are needed?

The original RC, proof of the new name such as a gazette notification or a marriage certificate, an affidavit, identity and address proof, valid insurance, a pollution certificate, and photographs. Requirements vary between RTOs, so confirm with yours before you travel.

Does the insurance need changing too?

Yes. The policy has to match both the RC and your driving licence, because a mismatch means the claims team must reconcile the difference before settling. Once the corrected RC arrives, send the insurer a copy along with the gazette or marriage certificate and ask for a KYC update.

What does it cost?

Fees depend on the vehicle type and are prescribed under the Central Motor Vehicles Rules, with a service charge on top in most states. Figures quoted online for a fresh RC card sit in the low hundreds, but the number that counts is the one your RTO or the portal shows. Do not budget from an article.

How long does it take?

The RC Smart Card is commonly dispatched within about 7 to 15 working days after verification, and it is posted to the address on the record. If your address has also changed, deal with that at the same time or the card goes to the old one.

Should I do the licence or the RC first?

The licence first, because it is the document you carry and the one insurers and police read. Then the RC, then one letter to the insurer covering both.

Do I need a gazette?

For a genuine change of name, generally yes, and it is what the affidavit refers to. For a spelling error made at registration, an existing identity document may be enough, particularly where the dealer mistyped the name at the time of purchase. Ask your RTO before spending.

The dealer misspelt my name when the vehicle was registered. Is that different?

In substance it is a correction of an error rather than a change of name, and RTOs often treat it more simply, with your identity documents and the invoice showing the correct spelling. Raise it as soon as you notice, because it is easier to fix early than years later.

Can I do the whole thing online?

The application and the fee are online for most services on the vehicle portal. Verification of originals and submission of the old card commonly still happen at the RTO. Expect one visit.
