Who Issues a Trade Licence (Certificate of Enlistment) in West Bengal
Every shop, office, workshop or trade in West Bengal needs a Certificate of Enlistment, which most people call a trade licence. The body that issues it depends on where the business sits: Kolkata Municipal Corporation inside Kolkata, the local municipality or municipal corporation in other towns, and the Gram Panchayat in rural areas.

Minor Amendment on a KMC Trade Licence: Partner or Director Name on Plain Paper
KMC lists changes such as a partner's name, the area or a director as minor. You apply on plain paper with photocopies of the supporting papers and of your last CE, at the location office for your ward. The department inspects, and charges apply.
KMC says minor changes should be applied for by 15 March of each financial year, so the next demand notice carries the change.

In practice this works like a fresh application, with field verification. Guides say it takes longer than a minor change, often 15 days or more.
A company name change needs the Registrar of Companies first; a renamed partnership needs an amended deed. Bring the new certificate or deed with your application.
Proprietor's Own Name Change on a Trade Licence After Marriage or a Spelling Mistake
Here the sources do not give a clear answer, so we say so. KMC lists a change of proprietor as major, but that wording fits a new person taking over. A woman proprietor who takes her husband's surname, or a proprietor whose spelling is wrong, is still the same person.

If the only mistake is a spelling printed in the demand notice, KMC says such errors are corrected at its headquarters and unit offices, with the current demand notice and last year's certificate in original. Do this before you pay, if the fee is affected.
Trade Licence After the Owner's Death: New CE for the Heir
When a proprietor dies, the son, daughter or widow who runs the shop is a new proprietor, so KMC treats it as a major change and a new CE. Carry the death certificate and proof that you are the heir.

The e-District process lets you preview the certificate before payment, and to correct a wrong entry you cancel and resubmit. So check every letter of the name on the preview screen.

The Right Order: Aadhaar, PAN, GST, Then Trade Licence
Licence offices ask for PAN and often GST. If the CE shows one name and your PAN another, the mismatch moves into every bank and tax paper. So fix Aadhaar and PAN first, then GST, then the trade licence.
