RC Address Change (Form 33) and Name Mismatch in West Bengal
When you move house with your vehicle, the law expects you to tell the registering authority within 30 days, using Form 33. The form is simple. What trips people up is the address proof. A rent agreement in a spouse's name, an electricity bill in a landlord's or a late father's name, or an Aadhaar with a different spelling from the RC: the RTO cannot accept proof that does not show the RC owner's name. How to Change the Address on an RC When Names Do Not Match (Quick Answer)
File Form 33 on Parivahan within 30 days of moving, with the RC, insurance, ID and address proof in the RC owner's name, plus the financier's consent if the vehicle is on loan. If your only proof is in a spouse's, parent's or landlord's name, use an Aadhaar with the new address instead, or support the proof with a relationship document. If the RC name itself is wrong, correct it in the same visit.

Change of Address on an RC: The 30-Day Rule
Section 49 of the Motor Vehicles Act, 1988 requires the owner of a registered vehicle who changes residence to inform the registering authority within 30 days, using Form 33. If the new home falls under a different RTO, the record moves to that RTO.

Address Proof Must Show the RC Owner's Name
Guides on Form 33 list the RC, the insurance certificate, identity proof, proof of the old and new address, and the financier's no objection if the vehicle is hypothecated. Common reasons for rejection include invalid address proof and filing with the wrong RTO.
The address proof has to show the RC owner's name at the new address. A proof in another person's name shows that someone lives there, not that you do.
The easiest proof is usually your own Aadhaar with the new address, which you can update online in most cases.
Rent Agreement or Bill in a Family Member's Name
In many West Bengal homes the electricity bill is in a late father's name, the rent agreement in the husband's name, and the house in the mother's name. The vehicle owner has nothing in their own name at that address.
The cleanest fix is to update your own Aadhaar to the new address and use that. Otherwise, the RTO may accept the family member's document with proof of relationship, such as a marriage certificate, and a declaration; ask your RTO.

When Your Address Proof Spells Your Name Differently
If the RC says "Debasish Chakraborty" and your new Aadhaar says "Debashis Chakrabarty", the RTO may not accept the Aadhaar as the RC owner's address proof.
Two fixes: correct the RC name to match Aadhaar in the same visit, or give an affidavit linking the two spellings. Correcting the RC is better in the long run, because insurance, FASTag and your licence all read it; see name change in vehicle RC.

Vehicle on Loan: Financier's Consent
If the RC shows a financier, the address change needs the financier's no objection or consent. Ask the lender before you file; most give it on request.
Tell the lender your new address anyway; it is a condition of most vehicle loans.
Once the loan is closed and hypothecation removed, no consent is needed for later changes.
Moving to Another State Is Not a Form 33 Case
If you move out of West Bengal with the vehicle, the process is a no objection certificate in Form 28 from your West Bengal RTO, followed by re-registration in the new state after the period the law allows.
Name mismatches matter there too, because the new state's RTO reads the same RC. Fix the name before you leave.
