Duplicate RC (Form 26) and Name Mismatch in West Bengal
When a vehicle's registration certificate is lost, stolen or damaged, the owner applies for a duplicate with Form 26. Many people hope to use the duplicate to fix a wrong name at the same time. It does not work that way. A duplicate RC reprints exactly what the RTO already holds. This page explains the duplicate process, why the name stays the same, how to do a correction alongside it, and what to do when the police report, ID and RC all show different spellings.

Can I Correct My Name Through a Duplicate RC? (Quick Answer)
No. Form 26 gives a duplicate RC with the same details the RTO holds. If the name is wrong, apply for the name correction separately, at the same time or right after, so the new card is printed in the corrected name. For the duplicate, give the police report of the loss, insurance, PUC, ID, and the financier's signature if the vehicle is on loan. If the owner has died, it is a Form 31 transfer, not a duplicate.
| Situation | Route |
|---|---|
| RC lost or damaged, name correct | Form 26 duplicate |
| RC lost and name wrong | Form 26 plus a separate name correction |
| Owner has died and RC is lost | Form 31 transfer, with loss declared |
| Vehicle on loan | Financier signs Form 26 |
| Police report spells the name differently | Affidavit linking the names |
What a Duplicate RC Under Form 26 Does
Form 26 is the application for a duplicate certificate of registration when the original is lost, stolen, destroyed or mutilated. It is filed with the RTO that holds the vehicle's record, online through Parivahan or at the office.
The owner states how the original was lost or damaged, attaches the documents the RTO asks for, and pays the fee. The RTO then issues a fresh smart card.
The duplicate carries the same registration number, owner name, address and vehicle details as the record. It is a reprint, not a new registration.
Why a Duplicate RC Does Not Change the Name
Guides on Form 26 state plainly that the duplicate retains the original details; you cannot change the name through this process. The RTO prints what its database holds.
So if the original RC had "Subrata Kr. Pal" and your Aadhaar says "Subrata Kumar Paul", a duplicate will still say "Subrata Kr. Pal".
The name is changed only through the correction service, with proof. See name change in vehicle RC.
Getting a Duplicate and a Name Correction Together
If the RC is lost and the name was wrong anyway, apply for both. Ask the RTO whether it will process the correction with the duplicate so only one new card is printed, or whether it wants the duplicate first.
Either way, prepare the correction papers before you start: Aadhaar and other ID in the correct name, and the proof the RTO asks for, usually an affidavit for a spelling difference, or a gazette notification for a true change of name.
For a true change of name, see gazette name change in West Bengal.
Documents for a Duplicate RC in West Bengal
Guides list a copy of the police report of the loss or theft, the insurance certificate, a valid PUC, identity and address proof, PAN, a challan clearance, a chassis and engine number print, and an affidavit about the loss.
If the vehicle is on loan, the financier signs Form 26, or records its refusal with reasons. Check the RTO's own list on Parivahan before you go.

- Police report of the loss
- Insurance and PUC

When the Police Report Spells Your Name Differently
People often write their name one way at the police station and the RTO has it another way. The RTO must be sure the report is about this vehicle and this owner.
The vehicle number, chassis and engine numbers on the report are what really tie it to the vehicle. Make sure they are right. For the name, an affidavit linking the spellings usually settles it; see one and the same person affidavit.
If the RC was stolen along with other papers, list every document in the report so you can use the same report elsewhere.
DigiLocker and mParivahan Copies While You Wait
A digital RC fetched in DigiLocker or mParivahan from the transport database is accepted as a valid document for checks on the road. It is a useful stop-gap while the duplicate card is printed.
The digital copy shows the same name as the RTO record, so it does not solve a name mismatch either.
If your DigiLocker shows a different name and refuses to fetch the RC, that is a name mismatch between Aadhaar and the RTO record; see APAAR ID and DigiLocker name change.
