Add Surname in Passport in West Bengal: Check the Travel Rules First, Then the Paperwork
India issues passports with a blank surname, and nothing in Indian law requires one. The problem starts at an airline counter abroad. Before you spend money on a reissue, there are two questions worth asking: can you actually travel as you are, and is your case a split of a name you already carry rather than a new surname? The answers change what this costs by thousands of rupees and by weeks.

How to Add a Surname to an Indian Passport (Quick Answer)
Apply for Reissue of Passport under change in existing personal particulars; there is no separate add-surname service. Before you do, check two things. First, whether you can travel as you are: the strict UAE position that a single-name passenger is inadmissible was later relaxed for travellers whose visa carries more than one name or whose father's or family name appears on the second page of the passport. Second, whether yours is a split of an existing name, where a word you already carry moves into the surname field, which may need no gazette, as against adding a surname you have never carried, which is a change of name and needs the Gazette of India. Then update Aadhaar and PAN, apply, and expect police verification, a new booklet, a new number, and visas that stay behind in the old one.

| Is a surname required in India? | No. Single-name passports are issued and the surname field can be blank |
| Where the trouble starts | Foreign airline, visa and immigration systems that expect a family name |
| UAE position | A single word in either field has been treated as inadmissible for tourist, visit and visa-on-arrival travel |
| The relaxation | Visa issued in more than one name, or father's or family name on the second page, has been accepted |
| Residence and employment visas | Treated differently from tourist entry |
| Other countries | No uniform policy; the US, UK and Schengen have their own workarounds |
| Split of an existing name | May be handled on your existing documents; ask before assuming a gazette |
| A surname you never carried | A change of name: Gazette of India, then the reissue |
| Procedure | Reissue; there is no separate add-surname route |
| Time | About 30 to 45 days for the reissue, plus 30 to 45 for a gazette if needed |
Single Name Passport: Can You Travel to the UAE Without Adding a Surname?
In late 2022 a directive reported through airline circulars treated any passport holder with a single word in either the surname or the given name field as an inadmissible passenger for the UAE on tourist, visit and visa-on-arrival travel. Passengers were turned away at Indian airports, and a rush to add surnames followed.
What is far less well known is the relaxation issued days later: travel was allowed where the visa carries more than one name, and where the father's or family name appears on the second page of the passport. Residence and employment visas have also been treated differently from tourist entry.
So look at your own booklet before you file anything. If your second page carries a family name, or your visa shows two names, you may not need a reissue at all for that trip.
Two phone calls, in this order
Your airline, because check-in systems enforce this before you ever reach immigration, and the consulate of the country you are travelling to. Rules here have already changed once and can change again, so a page on the internet is not the authority. Get the answer for your booklet and your destination.
Splitting Your Name or Adding a New Surname in the Passport
A split of an existing name
Your passport printed your whole name in the given name box and left the surname blank, but your other documents already show two words. Moving the second word into the surname field does not give you a new name at all; it rearranges a name you already carry. In that situation the passport office may act on your existing documents, and no gazette is involved. Ask before you assume otherwise, because this is the cheapest version of the problem.
A surname you have never carried
Your records show one word only, and you want a family surname added. Nothing you own carries it, so it is a change of name and the gazette is what creates the proof. For a passport case that means the Gazette of India, since the state gazette does not serve a passport.
Adding a surname across all your records · Going the other way, to a single name.
Central Gazette Process for Adding a Surname, Step by Step
This applies where you are adding a surname you have never carried. A passport case takes the Gazette of India, not the Kolkata Gazette Part II, whatever the state route costs in comparison.
Fix the full name you will carry
Given name and surname exactly as they will appear in the two passport fields, and on Aadhaar, PAN, your bank and everything after. Write it once; the price of a text notice is charged by the character, and the price of a mistake is a second reissue.
Notarised affidavit
On non-judicial stamp paper in your own name, stating that you have added the surname and shall henceforth be known by the new full name, with the declaration that both names refer to one and the same person. Sign in your existing name; the new one becomes yours on publication. Swear it close to filing.
Notices in two daily newspapers
One Bengali and one English daily. Classified text under change of name is enough, and keep the complete pages with masthead and date rather than clippings.
Typed proforma with two witnesses
The Department of Publication's proforma, typed rather than handwritten, with two witnesses signing in your existing name.
Pay Rs 1,100 on BharatKosh
The adult rate, online, against your own reference. An additional charge applies per alias where the file carries one. The receipt goes into the file and stays yours.
Post the file to Delhi in your own name
Affidavit, both complete newspaper pages, the typed proforma, identity and address proof, photographs, the BharatKosh receipt, and the soft copy with a certificate that it matches. To the Department of Publication, Civil Lines, Delhi 110054. Agents are not permitted to file in their own name.
Download, then Aadhaar, PAN and the passport
Published in about 30 to 45 days and downloaded free from egazette.gov.in. Check it the day it appears, because the corrigendum window is limited. Only then start the passport reissue.
Why a passport case takes the central gazette · Booking the newspaper notices.
Add the Surname in Aadhaar and PAN Before the Passport
A surname added only to the passport leaves your Aadhaar, PAN, bank and employment records showing a different name. The next KYC check or tax filing then fails for a new reason, and you have solved a travel problem by creating an administrative one.
The order that works: gazette where one is needed, then Aadhaar, then PAN, then the passport reissue, then the bank and everything else. Aadhaar allows only two name changes in a lifetime, so settle the exact spelling before you begin.

How to Apply for Passport Reissue With a Surname Added
Run your case through the Document Advisor
Passport Seva's own tool gives the list for your situation, and it overrides any list on a website, including this one.
Apply for Reissue of Passport
Change in existing personal particulars. Enter the given name and the surname in their correct fields, exactly as your proof shows them.
Pay and book a PSK or POPSK appointment
Commonly around Rs 1,500 for a 36-page booklet; use the fee calculator. Tatkal speeds issuance but not documents.
Attend with originals
Old passport with self-attested copies of the first, last and second pages, and the gazette or the documents supporting a split.
Police verification, then the new booklet
Commonly 30 to 45 days in total for a surname case. The old passport is cancelled and usually returned.
Then the visas
Valid visas stay in the cancelled booklet. Ask each consulate what it needs before you travel, and never book against an assumption.
Adding a Surname for Children Born Abroad With a Single Name
Indian community groups abroad raised this with the Ministry specifically, because children born overseas are often registered with a single name and then meet the same barrier as adults, with the added difficulty of documents issued in another country. Their request was that a name already printed in the passport should simply be allowed into the surname field without a full name change procedure.
Until any such simplification exists, the route is the same reissue. For a child under 18 the gazette, where needed, must be the Gazette of India with a parent as applicant, because the state gazette is closed to minors.
For a child
Passport name change for a minor: Annexure D, both parents, and the consent rules that decide the file.
Add Surname in Passport: Mistakes That Cost a Flight or a Fee
Rushing into a gazette without checking your second page
A family name already printed there has been accepted for travel. Look before you spend.
Assuming every country has the same rule
There is no uniform policy. Check each destination separately.
Treating a split as a change of name
Moving a word you already carry into the surname field may need no gazette at all.
Booking travel before the reissue is done
A surname case commonly runs 30 to 45 days, and longer with a gazette in front of it.
Adding the surname only to the passport
Aadhaar, PAN and the bank then disagree with it, and the next KYC check fails.
Forgetting the visas in the old booklet
They do not transfer with the new number. Ask each consulate first.
Adding a Surname to a Passport: Frequently Asked Questions
Is a surname compulsory on an Indian passport?
No. India issues passports with a single name, and the surname field can be blank. The difficulty is not Indian law but foreign travel: airline and immigration systems built around international norms expect a family name, and a blank field causes trouble at check-in, at visa portals and at borders.
Why do single-name passengers get refused for the UAE?
A directive reported in late 2022 treated any passport holder with a single word in either the surname or the given name field as an inadmissible passenger, or INAD, for tourist, visit and visa-on-arrival travel. Airlines circulated it and passengers were turned away at Indian airports. Rules of this kind change, so confirm the current position with your airline and the consulate before booking.
Is there any way to travel without reissuing the passport?
Possibly. The guideline was amended shortly afterwards to allow travel where the visa was issued in more than one name, and where the father's or family name appears on the second page of the passport. If that describes your booklet, check with the airline before you spend money on a reissue. Residence and employment visas have also been treated differently from tourist entry.
How do I add a surname to my passport?
Through Reissue of Passport under change in existing personal particulars. There is no separate add-surname procedure; expat groups have asked the Ministry to create one, and until that happens it is handled like any other name change, with police verification and a new booklet carrying a new number.
Do I need a gazette to add a surname?
It depends on which case you are in. If the second word of your existing name is simply being moved into the surname field, that is a split of a name you already carry, and the passport office may handle it on your existing documents. If you are adding a surname that appears nowhere on your records, that is a change of name and the gazette is what establishes it.
What is the split name case?
Your passport prints your whole name in the given name box with the surname blank, but your other documents already show two words. Moving the second word into the surname field is not a new name at all. Ask the passport office before assuming you need a gazette, because this is the cheapest version of the problem.
How long does it take?
A reissue for a surname change is commonly quoted at around 30 to 45 days including police verification. If a gazette is needed first, add 30 to 45 days for publication before you even apply. Do not book travel against an optimistic estimate.
Will my passport number change?
Yes. Any change of personal particulars produces a fresh booklet with a new number, and the old one is cancelled. Your existing visas stay in the cancelled booklet and do not transfer automatically.
Do other countries have the same rule?
No, and that is the confusing part. The UAE has been the strictest; the United States, the United Kingdom and Schengen countries have their own workarounds, usually repeating the given name in the surname field or using a placeholder. There is no uniform global policy, so check each destination separately.
What about children born abroad with a single name?
This has been raised specifically by Indian community groups abroad, because children born overseas are often registered with a single name and then face the same barrier. The route is the same reissue, and where the child is under 18 a gazette must be the Gazette of India.
Should I fix Aadhaar and PAN too?
Yes. A surname added only to the passport leaves every other record disagreeing with it, which then fails bank KYC and tax checks. Settle the full name once and apply it everywhere.
Can you help from West Bengal?
Yes. We prepare the gazette where one is genuinely needed, tell you when your case is only a split of an existing name, and give you the order to follow. The reissue itself is filed by you on Passport Seva.
