Arms Licence Name Change in West Bengal
An arms licence is one of the few documents where a name gap is not just an inconvenience. The licence, the Unique Identification Number on the national database, and the weapon itself are all tied to one name. If you changed your name, or your Aadhaar and voter ID now show a different spelling, the licensing authority will notice at renewal. This page explains who your licensing authority is in West Bengal, how to bring the licence in line with your current name, and what happens when a licensee dies and the name on the papers does not match.

How to Change the Name on an Arms Licence in West Bengal (Quick Answer)
Apply in writing to your licensing authority: the Kolkata Police arms department at Lalbazar in Kolkata, or the District Magistrate's arms section in a district. Attach the original licence, your updated Aadhaar and voter ID, and proof of the change, usually a gazette notification for a true change of name or an affidavit for a spelling difference. Do it before or with your renewal, which must be filed at least 60 days before expiry.
| Situation | Usual proof |
|---|---|
| True change of name (new first name or surname) | Gazette notification, updated Aadhaar and voter ID |
| Spelling or initials differ from Aadhaar | Affidavit linking the names, updated ID |
| Married woman licensee took husband's surname | Marriage certificate or gazette, updated ID |
| Licensee has died, heir's papers spell the name differently | Death certificate, heir documents, affidavit linking names |
| Moved to another district with the weapon | Intimation to the new authority in Form B-1 within six months |
Arms Licensing Authority in Kolkata and West Bengal Districts
Arms licences are issued and changed by the licensing authority under the Arms Act, 1959 and the Arms Rules, 2016. In Kolkata that is the Kolkata Police; a wikiprocedure guide gives the address as the DCP, RF (Arms Act Department), Kolkata Police Headquarters, 18 Lalbazar Street, Kolkata 700001.
In the districts it is the District Magistrate, whose office has an Arms Act section. North 24 Parganas, for example, lists new licences through the e-District portal, and renewal and registration handled offline at the Arms Act section.
If you live in a police commissionerate area outside Kolkata, such as Howrah, Barrackpore or Bidhannagar, ask at the Arms Act section which office is your licensing authority before you file anything.
Why the Name on an Arms Licence Must Match Your ID
Every licensee has a Unique Identification Number (UIN) on the national database of arms licences. The Ministry of Home Affairs' FAQ on the Arms Rules, 2016 notes that the UIN is issued to the licensee, not to the licence. Your identity, through that number, is what the authority checks.
At renewal, police verification and any inspection, the name on the licence is compared with your Aadhaar, voter ID and other papers. A mismatch can hold up renewal and leave you holding a weapon on a licence that has lapsed, which is a serious problem.
So treat an arms licence like a passport: update it as soon as your other documents change, not years later.
How to Change the Name on an Arms Licence
We could not find a separate form in the Arms Rules, 2016 for a change of name. In practice the licensing authority treats it as a correction or amendment of the particulars in the licence, on a written application with proof. Ask the Arms Act section for its own format.
Apply in writing to the licensing authority with the original licence, a copy of your UIN details, your updated Aadhaar, voter ID and PAN, and the proof of the change. Expect police verification, as with any change to an arms licence.
Fix your identity documents first. The authority will want to see the new name already on Aadhaar and the voter ID before it puts it on the licence. See Aadhaar name change in West Bengal.
Gazette or Affidavit: What Proof the Arms Section Wants
For a true change of name, a new surname or a different first name, authorities usually expect a gazette notification, because an arms licence is a document of record. A gazette is supporting proof; the authority still updates its own licence and the UIN record.
For a spelling difference, initials against a full name, or Bengali and English forms of the same name, an affidavit linking the names is often enough; see one and the same person affidavit.
For gazette routes, see gazette name change in West Bengal. Ask the arms section which proof it will accept before you spend on one.
Do the Name Change With Your Arms Licence Renewal
Rule 24 of the Arms Rules, 2016 requires a renewal application at least 60 days before the licence expires, according to the Ministry of Home Affairs' FAQ.
If your name has changed, apply for the correction well before that, or file both together and say so clearly on the first page of your application. Do not file a renewal in the new name without explaining the change; the authority will see a different name and stop.
Keep copies of everything you file and the receipt. If renewal is delayed because of the name check, the receipt shows you applied on time.
Arms Licence After the Licensee Dies: Heirs and Name Mismatches
When a licensee dies, the weapon must be deposited as the authority directs, and a legal heir may apply for a licence for it. Rule 25 of the Arms Rules, 2016 lets the authority grant a licence to a legal heir after the licensee's death, or earlier when the licensee reaches 70 or has held the firearm for 25 years, if the heir is eligible.
For Kolkata, the wikiprocedure guide lists the death certificate, the original licence, the heir's ID and income tax returns, a legal heir certificate, and affidavits from the other legal heirs giving up their claim, sworn before a First Class Magistrate. It gives about 45 working days after the weapon is deposited.
Names are compared across the death certificate, the licence and the heir certificate. If the deceased's name is spelt differently on any of them, add an affidavit linking the names. Any dispute between heirs is a lawyer's job; the District Legal Services Authority offers free legal aid to those who qualify.
Moved to Another District With Your Weapon
Rule 17 of the Arms Rules, 2016 says a Form III licensee who moves residence, permanently or for more than six months, and takes the weapon along must inform the new licensing authority in Form B-1 before six months pass. The new authority registers the licensee within 15 days and the UIN moves with them.
If you are moving and also changing your name, finish the name change with your current authority first, then register with the new one in your new name. Doing both at once with two offices is where files get stuck.
Keep your address on Aadhaar and the voter ID current too, because the new authority will check them.
